ADJOURNED REGULAR MEETING OF THE BALDWIN PARK CITY COUNCIL JUNE 23, 1964

The City Council of the City of Baldwin Park met in
adjourned regular session at the above place at 7:30 p.m.

The City Council continued with their study of the proposed STUDY OF PROPOSED
budget for 1964-65. BUDGET 1964-65
Chief Administrative Officer Nordby reviewed his memorandum MEMO FROM C.A.O.

Chief Administrative Officer Nordby also reviewed a SUMMARY OF EST. REV.
summary of the Estimated Revenue and a summary of the SUMMARY OF PROPOSED
proposed appropriations including salary increases? APPROPRIATIONS
explaining that with the changes made by the City Council
and the proposed salary increases this would represent
an additional $.16 over the present tax rate of $.45.
Chief Best reviewed the salary survey for the Police
Department which he had passed to the Council at an
earlier date. His recommendation for salary increase
for the position of Sergeant was 7 and for Lieutenant
10%. He stated that the increase proposed for Patrolmen
in the Chief Administrative Officer's recommendation 2A)
was something less than that which was being adopted in
the surrounding communities.
Discussion followed.
Chief Best commented that if the Council found it necessary
it would be better to cut one of the proposed personnel and
grant the existing trained personnel an increase that would
make them competitive with surrounding communities.
Finance Director Duncan commented that the other Departments
were also under staffed; that the other Departments also had
to compete and train.
Discussion followed wherein Councilman McCaron stated in
the future that consideration should be given to pay
raises before additional personnel were requested.
There was further discussion regarding the salary surveys
and the possibility of deleting some equipment wherein
Finance Director Duncan stated she would be willing to
delete the NCR Cash Register from her budget so that
the money proposed to be budgeted for the cash register could
be budgeted for salary increases.

Mayor Morehead stated in his opinion the proposed budget
including the changes made by the Council was justified; that
he was in no position to compromise the cash register for
more salaries; that the material items and services in the
budget had been tentatively approved and now the Council
had before them a salary increase to be considered.
Discussion followed that some cities had salary adjustments
during the middle part of the fiscal year.
Chief Administrative Officer Nordby reviewed the anticipated
revenue for 1964-65 and stated he felt the projections were
quite accurate.
Further discussion followed but there was no change by
the Council in the proposed salary increases as recommended
by the Chief Administrative Officer.
Minute Clerk Langseth read Resolution No. 64-150 by title
as follows:

FOR THE YEAR 1964-65"
There was further discussion and explanation by Chief
Administrative Officer Nordby and Finance Director
Duncan regarding the proposed figures for the wage
increase.
Discussion followed concerning the proposed salary increases
for the Administrative Series. There were no changes made
in the Chief Administrative Officer's recommendation.
COUNCILMAN MCCARON MOVED THAT RESOLUTION NO. 64-150 BE
APPROVED AND FURTHER READING BE WAIVED. COUNCILWOMAN
GREGORY SECONDED. The motion carried by the following
vote:
AYES: COUNCILMEN MCCARON, GREGORY, ADAIR,
CRITES AND MAYOR MOREHEAD
NOES NONE
ABSENT: NONE

Chief Administrative Officer Nordby further reviewed the
summary of estimated revenue for the fiscal year 1964-65.
Discussion followed regarding the effect the assessed
evaluation might have on the tax rate.
Minute Clerk Langseth read Resolution No. 64-149 by
title as follows:

Discussion followed.
COUNCILWOMAN GREGORY MOVED THAT RESOLUTION NO. 64-149 BE
APPROVED AND FURTHER READING BE WAIVED. COUNCILMAN ADAIR
SECONDED. The motion carried by the following vote:

Adjourned Aegut r Meeting of the Baldwin Park City Council
Mayor Morehead presented a letter from the National
Multiple Sclerosis Society requesting permit to solicit
funds for multiple sclerosis during the month of August
and asking consideration of proclaiming the month of
August as M, S. Month", He asked that the City Clerk's
office process this request.

Chief Administrative Officer Nordby reported that he
had talked with Mr. A. D. Delucchi of the Los Angeles
County Flood Control District this date; that he told
Mr. Delucchi the City Council had approved the purchase
of the parcel on Badillo Street Big Dalton Wash Parcel
No. 813 Sale of Excess Land) and this would be con-
firmed in writing; that Mr. Delucchi stated the conveyance
would take approximately three 3) months; that the width
was to be rechecked as Councilman McCaron had requested;
that ninety-one 91) feet was an approximate figure.

Chief Administrative Officer Nordby commented that the
budget sessions had been a pleasure.
Mayor Morehead and the Council also indicated that the
budget sessions had been very satisfactory.

Mayor Morehead reminded the Council that the Personnel
Rules and Regulations had been distributed to the
Council a few weeks ago and they could be used if a
Personnel Board was set up. He asked that the Council
give this their consideration and that sometime in the
future the Council would discuss this matter.

ADJOURN, COUNCILWOMAN GREGORY SECONDED. There were
no objections, the motion carried and was so ordered by
Mayor Morehead.
