The City Council of the City of Baldwin Park met in adjourned
regular session at the above place at 7:30 p.m.

Discussion followed regarding the Chamber of Commerce DISC. FE CHAMBER OF
Agreement. COMMERCE AGFEEMENT
Councilwoman Gregory suggested a yearly audit of the
Chamber of Commerce books be included in the agreement,
the audit to be paid for out of the funds allocated.
Discussion followed that the report should indicate what
funds were brought in by memberships, etc.; the added
expense of an audit possibly $200.00); that the Chamber
should acquire more members and be more selfsustaining;
that instead of being lower as anticipated the alloca-
tion was higher.
Councilman McCaron indicated, in his opinion, that the
statements for the Chamber of Commerce were beyond reproach;
that everyone should be a member as the service was not
just for merchants but for all the citizens.
COUNCILWOMAN GFEGORY MOVED THAT THE CITY REQUIFE IN THE MOTION MADE AND
CHAMBER OF COMMERCE AGREEMENT AN-AUDIT AT THE FIRST OF CARRIED THAT CITY
THE FISCAL YEAR, EFFECTIVE JUNE 30, 1964. COUNCILMAN FEQUIFE IN THE

Chief Administrative Officer Nordby explained that two FE CASH FEGISTE R
proposals for supplying a cash register needed for the
City had been received, however one was foreign built
and did not have the features necessary for the city's
needs. He recommended purchase of the National Cash
Register and estimated delivery would require approximately
four months.
COUNCILMAN ADAIR MOVED THAT THE CITY PURCHASE THE NCR MOTION MADE AND
MACHINE IN THE AMOUNT OF $2,696.46. COUNCILMAN MCCARON CARRIED THAT CITY
SECONDED. The motion carried by the following vote: PURCHASE NCR MACHINE
IN AMT. OF $2,696.46

Chief Administrative Officer Nordby presented an outline
of an ordinance on the functions of the Board of Zoning
Adjustment as practiced in the City of Manhattan Beach.
He further stated he had received an additional code from
another city; that he did not know the feeling of the
Council regarding zoning boards.
Councilwanen Gregory requested that Mr. Nordby again contact
Manhattan Beach as it was her understanding that they now
had a fiye man board, not three.
Councilman McCaron questioned whether a zoning board would
be warranted; whether this would be an additional expendi-
ture; and whether a recommending committee would not do
just as well and let the Planning Commission take final
action.
There was no action taken. Chief Administrative Officer
Nordby indicated he would check costs and seek further
information from the City of Manhattan Beach as well as
other cities.

Mayor Morehead stated the Council had authorized.plaquesi
in recognition of service to the City of Baldwin Park be
awarded to individuals who had served as elected representa-
tives of the City and that it was his honor and privilege
to be the first Mayor to present such a plaque and that
it was planned that this custom would be continued in the
future.
Mayor Morehead explained the award was being made at this
time to Mr. Donald Holmes, who was present; that similar
awards would be made to Mr. Hub H: Bloxham, Mr. Letcher
Bishop and Mrs. Lena B. Taylor, who were unable to be
present. He read the inscription on the plaque presented
to Mr. Holmes and congratulated him and expressed the City's
appreciation.
Mr. Holmes stated that it was with great humility and
appreciation that he accepted the award and that the seven
years he had spent on the City Council had been a pleasure.
He thanked the City Council for their thoughtfulness in
presenting the plaque.
Pictures were taken of Mayor Morehead presenting and Mr.
Holmes receiving the plaque by Mr. Baxter of the San
Gabriel Valley Daily Tribune.

a letter from Stone and Youngberg relating to the City's
contract with them as financial consultants for sewer
districts as follows:

Thank you for your letter of July 14 advising
us that the City Council had decided to process its third
sewer assessment district under the Improvement Act of
1911, and that consequently our services will not be re-
quired in connection therewith. While we may disagree
with the use of this act as being the most economical of
those available, we will abide by the Council's decision.
We would like to express our appreciation of the
fine cooperation extended to us during our previous work.

Chief Administrative Officer Nordby explained that under
the 1911 Act the contractor would finance their own work
therefore the services of a financial con;ultant would not
be necessary.

Mr. Donald V. Holmes, 3838 East Palm Avenue, Baldwin Park,
stated there was a clogged drain at Palm and Merced about
one foot deep to stand and that this was a nuisance and a
hazard. He suggested clearing rocks and stones to open
the flow line on Merced.
Mayor Morehead directed that Assistant City Engineer
Fogle correct this problem.

Chief Administrative Officer Nordby indicated that the
program of most value to the City would be one where the
employee would benefit and would find it advantageous to
remain with the City and thereby would have more to offer
prospective employees which would simplify recruitment.
His opinion was that an insurance company could offer a
good program.
Councilman McCaron indicated he would like comparative COUNCIL INSTRUCTION
figures as to the cost to the City now as related to costs
under the proposed program and the most benefits to be
derived from either program.
