There were no objections, the EXCUSED motion carried and was so ordered by Mayor Morehead. 00- Mayor Morehead reported that Councilman Adair was doing fine, but is still tiring easily. 00- Mayor Morehead introduced new City Engineer Dwight F. French, NEW CITY ENGR. former Assistant City Engineer of Pomona. INTRODUCED DWIGHT F. FRENCH 00- Mr. Jack Lyons requested that the Baldwin Park Improvement Association letter which he wished to read under Oral Communications be deferred on the agenda until Council considered Ordinance No. 371 relating to truck routes. 00- Mayor Morehead stated he would be attending the City Selection Committee for Cities at the Roger. Young Auditorium, Thursday, September 3, 1964 at 4:00 p.m. for the purpose of nominating four corridor representatives for the September 23, 1964, meeting. 00- City Attorney Flandrick explained his report on Precise Plans and Conditional Use Permits submitted to the Council was for information only and no action was required. Serrano, R. Sorrenson, E. Griffes and G. E. Somers.for a change of zone from A-I light agricultural zone). to M•-1 tight manufacturing zone) or restrictive use on the properties located at 5040, 5052, 5064 and 5063 Lante Street. City Clerk Balkus stated that the required publication, postings and mailings had been accomplished. City Clerk Balkus administered the oath to those in the audience desiring to be heard during the meeting. Planning Director Kalbfleisch presented a resume of the case and stated that the Planning Commission had adopted Resolution No. PC 64-109 recommending approval of this case on August 12, 1964. As there was no one in the audience desiring to speak either in behalf of or in opposition to Z-248, Mayor Morehead declared the public hearing closed. Discussion followed regarding width of street in rela- tion to traffic and property use. Mr. R. Serrano explained that Lante Street had been dedicated when sewers were installed. The City Council directed Planning Director Kalbfleisch to check Lante Street as to width and ascertain which sections of the street were dedicated and which were not and bring back a recommendation to the Council. City Attorney Flandrick explained that the ordinance as proposed would permit the Chief of Police, under certain circumstances, to issue a temporary permit for a period of six 6) months which could be extended again for a second period of six 6) months for Individuals who drive a truck over a weight of 6,000 lbs. on streets which are not designated as truck routes; providing the Chief of Police finds the application of the section of the Municipal Code establishing truck routes would impose an extreme hardship upon an individual, who prior to the adoption.of that section had the right to use the streets; and secondly the issuance of the permit over such would not cause any damage to the streets or highways proposed to be used. RUTH BUCHANAN, explained that in her opinion the ordinance as written 14427 Estella St., still gives the truck drivers quite a bit of supervision B.Pk. in driving to and from their homes even with a permit; that the six months period was extremely short, especially for drivers who have been using their truck for to and from work for from fifteen to twenty years and lived in the area prior to the ordinance and prior to incorporation. She further stated there was no suggested permit price; that any price would be an undue expense; that drivers established in the area prior to the ordinance should have consideration; that if drivers must park outside the City they will buy elsewhere; that Nlebsters Disposal trucks use the streets and if they are not too heavy then the streets will stand the use of other trucks; she suggested the permit fee be $1.00 or $.50. TION Mr. Letcher Bishop, 3918 Harlan Avenue, Baldwin Park, LETCHER BISHOP, questioned the legality of the ordinance as the Municipal 3918 Harlan Ave., Code prohibits 6,000 lbs. truck parking on private B.Pk. property or city streets, he also stated that zoning would prohibit parking except in certain zones. Mr. Jack Lyons, 1324 Frazier, Baldwin Park, read a letter JACK LYONS, 1324 from the Baldwin Park Improvement Association opposing Frazier St., B.Pk. the proposed ordinance on the following grounds: 1) Direct conflict with Zoning Ordinance No. 357 adopted READ LETTER FROM June 1, 1964. 2) In conflict with the City's over- B.PK. He further stated that the Association was not aware of a public hearing on the ordinance at the time the letter was written.
