The City Council of the City of Baldwin Palk met in adjourned regular session at the above place at 7:30 p.m. Mayor Morehead led the salute to the flag. FLAG SALUTE Roll Call: Present: COUNCILMEN CRITES, GREGORY AND ROLL CALL MAYOR MOREHEAD Councilman McCaron arrived at 7:40 p.m.) Absent: CHIEF OF POLICE BEST AND CITY TREASURER PUGH Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, CITY ATTORNEY FLANDRICK, CITY ENGINEER FRENCH, PLANNING DIRECTOR AND BUILDING SUPERINTENDENT KALBFLE ISCH, FINANCE DIRECTOR DUNCAN, SPECIAL ENFORCEMENT OFFICER PALMER AND CITY CLERK BALKUS 00- COUNCILWOMAN GREGORY MOVED THAT COUNCILMAN ADAIR BE EXCUSED. COUNCILMAN CRITES SECONDED, There were no objections, the motion carried and was so ordered by Mayor Morehead. 00- The Council agreed to hear Mr. Carpenter, who was in the audience and had requested to speak. Mr. T. E. Carpenter, 4346 North Jerry Avenue, Baldwin Park, stated he was present to reiterate his request made on September 16, 1964, that the Council consider a citizens committee or a responsible person to be appointed to examine the various projects such as the one he presented on September 16, 1964, to assure that the projects were needed and that the City funds were being spent in equal care that a prudent man would use when spending his own money; also that the property owners adjacent to the proposed projects be notified in advance within a reasonable time before starting any work; also there should be careful scrutiny of the surveyor's work of establishing grades insofar as the survey affects the location of City facilities and utilities which might possibly be located on private property as in the case he presented on September 16, 1964. He ask that these matters be taken under considera- tion. The Council instructed that copies of this request be made for Council. 00- Regarding the Mayor's Agenda for this meeting, Chief Administrative Officer Nordby stated that the City Engineer was preparing information on Items 2 and 3, curb and gutter program and gas tax matching funds; that Item No. 7, regarding signs at the entrance of all streets leading into City regarding the 6,000 pound weight limit were either already posted or the work was in process; that the Council had received information on the Board of Zoning Adjustments, Item No. 6. He suggested that the Council meet at least one meeting a week in the off weeks from the regular meetings now scheduled. At 7:40 p.m. Councilman McCaron arrived. COUNCILMAN ADAIR EXCUSED T. COUNCILMAN MCCARON MOVED THAT THE CITY AUTHORIZE THE RELEASE OF THE BONDS ON TRACT NO, 26625. COUNCILMAN CRITES SECONDED. Townsend, 4102 North Center re- garding Lot Split No. 559. Both letters requested that the access easement on these lot splits be from Torrey Street. Planning Director Kalbfleisch gave a resume of the case stating that the applicant was requesting a revision of the location of the easement. He presented drawings indicating the present easement in blue and the proposed change in red drawing on file in Planning Department). Discussion followed. Discussion followed wherein it was brought out that the Planning Department had not received a copy of the deed separating Parcel A Weingarten and Legg property) and City Attorney Flandrick suggested that the Planning Director check.the assessment rolls of 1963 to determine when the division of these properties did occur. COUNCILMAN MCCARON MOVED THAT THIS MATTER BE HELD OVER UNTIL THE COUNCIL HAD FURTHER INFORMATION. COUNCILWOMAN GREGORY SECONDED. There were no objections, the motion carried and was so ordered by Mayor Morehead. 00- City Clerk Backus stated that Item No. II, Petition regarding the dog kennels, could be carried over. The Council decided to hold this matter over until the next meeting. 00- Chief Administrative Officer Nordby reported that the street striper was in bad condition and that the City Engineer recommended the purchase of a striper; that there was a budget appropriation in Account No. 5576 in the amount of $4,000.00; that he requested authority to purchase a Wald Model 36 Widget, two-line striping machine in the amount of-$4166.42 and waive any require- ments for formal bidding. COUNCILMAN MCCARON MOVED THAT THE CITY COUNCIL AUTHORIZE THE PURCHASE OF A WALD MODEL 36 WIDGET TWO-LINE STRIPING MACHINE IN THE AMOUNT OF $4166.42 AND WAIVE ANY REQUIRE- MENTS FOR FORMAL BIDDING. COUNCILMAN MCCARON MOVED THAT HE MR. KALBFLEISCH) BE AUTHORIZED TO EMPLOY A PART-TIME DRAFTSMAN FOR THE TIME NEEDED, NOT TO EXCEED SIX MONTHS. Material entitled Business License Ordinance Present and Proposed Changes 1965" and New Sections to be added to the Business Code" was handed to the Council. The Council made the following changes on the revision sheet: $28.00 basic fee on licenses currently $24.00; $4.00 each employee over 3 where it was proposed $4.00 each employee; bowling $10.00 each alley over I where it was proposed $15.00 each alley over 1; broker, real estate $50.00 each broker and $4.00 each salesman where it was proposed $50.00 each broker or salesman. COUNCILWOMAN GREGORY MOVED THAT THE CITY COUNCIL RECESS FOR TEN MINUTES. MAYOR MOREHEAD SECONDED. There were no objections, the motion carried and was so ordered by Mayor Morehead. 00- Regarding Item No. I of the Mayor's Agenda, Street Lighting, Mayor Morehead stated that the Chief Administrative Officer and City Engineer would report on this at a later date. 00- Mayor Morehead stated Item No. 2 and Item No. 3, curb and gutter program gas tax matching funds, had been discussed earlier in the meeting; that the City. Engineer was pre- paring information on this item. 00- Discussion followed regarding Item No. 4, invocations at Council Meetings. Mayor Morehead stated he would contact two or three local ministers and ask them to prepare some appropriate words in order that he, or any member of the Council, could give the invocations at the regular meetings. 00- Item No. 5, Study of the proposed business license revision, had been discussed. 00- Mayor Morehead stated that he would like to have an executive session to discuss Items No. 6 and 10, if the Council so desired. 00-- Regarding Item No. 7, Mayor Morehead stated that proper signs at the entrance of all streets leading into City regarding weight limit, and no parking between 2:00 and 4:00 a.m., were in the process of being posted. 00- Councilman McCaron asked that the possibility of opening Cavette Place through to Maine Street be checked out. Councilman McCaron also asked that the projection of property where Root comes in on Puente Street be checked out also; that even if ten 10) feet were acqu i red it would make a big difference on this corner. City Engineer French indicated he would investigate these matters. 0O_ Councilman McCaron stated there was a house on Puente that looked abandoned; that the windows were broken out and the door ajar; that in his opinion there should be some way to declare it a detriment to public health and welfare and condemn it. Mayor Morehead asked that the Council be notified prior to the removal or demolition of any houses by the City. 00- Councilman McCaron stated that the railroad was using the other line rather than the one on Baldwin Park Boulevard'and perhaps the City should hold up on any street work on the west end of Ramona. 00- Councilman Crites asked what the City could do to legally make the private streets public streets. He mentioned Cavette, La Rica Street at Los Angeles Street and Benbow Street. City Engineer French stated before this could occur the City would have to treat the private streets as public streets. The Council directed that the Chief Administrative Officer and City Engineer French report to the Council regarding this matter. 00- Councilwoman Gregory stated that she had mentioned some time ago a Traffic Commission made up of citizens along with the'Chief of Police and asked for the Council's thinking. 00- Councilwoman Gregory mentioned also the need for the striping of pedestrian crossings at bus stops which she had brought up at an earlier meeting. 00- In answer to a question by Councilwoman Gregory, Chief Administrative Officer Nordby stated that Maine Street was not included in the Los Angeles Street project. 00- In answer to a question by Councilwoman Gregory, City Clerk Balkus stated she should have a report regarding the Council's identification badges by the next meeting. 00- Discussion followed regarding the acquisition of the site proposed for the Los Angeles County Library. 00- 2042 September 22, 1964 Page 7 SPECIAL ENFORCEMENT OFFICER PALMER TO WORK WITH BLDG.
