FLAG SALUTE Roll Call: Present: COUNCILMEN ADAIR, CRITES, ROLL CALL GREGORY, MCCARON AND MAYOR MOREHEAD Absent: CHIEF ADMINISTRATIVE OFFICER NORDBY, CITY ATTORNEY FLANDRICK, CITY ENGINEER FRENCH, PLANNING DIRECTOR AND BUILDING SUPERIN- TENDENT KALBFLEISCH, FINANCE DIRECTOR DUNCAN AND CITY TREASURER PUGH Also Present: CHIEF OF POLICE BEST AND CITY CLERK BALKUS 00- City Clerk Balkus presented an application for a Temporary JAMES A. NBNMAN, Use Permit from James A. Newnan, for sale of Christmas trees, 4338 N, MAINE AVE., at 4338 North Maine Avenue, from December 5, 1964 to B.PK;, T EHl;,.USE December 26, 1964. PERMIT FOR SALE OF CHRISTMAS TREES COUNCILMAN ADAIR MOVED THAT THE PERMIT BE APPROVED. MOTION MADE AND COUNCILMAN CRITES SECONDED. The motion carried by CARRIED THAT PERMIT the following vote: BE APPROVED AYES: COUNCILMEN ADAIR, CRITES, GREGORY, MCCA RON AND MAYOR MOR EH EAD NOES: NONE ABSENT: NONE 00- City Clerk Balkus presented an application for a Christmas parade permit from the Baldwin Park Chamber of Commerce; parade to be held November 27, 1964, 7:00 p.m. to 9:00 p.m. COUNCILWOMAN GREGORY MOVED THAT THE PERMIT BE APPROVED AND THE FEE BE WAIVED. COUNCILMAN ADAIR SECONDED, The motion carried by the following vote: AYES: COUNCILMEN GREGORY, ADAIR, CRITES, MCCARON AND MAYOR MOREHEAD NOES NONE ABSENT: NONE 00- Council discussed proposed ordinance revisions relating to establishing a personnel board. The following addition was made: Section 2903 b, subject to the approval of the majority of the City Council. Discussion followed that a personnel board should handle employee problems and have final authority; that heads of departments could apply to City Council; that duties of board would be to study salary schedules, job classifica- tions,possibly hold examinations; that too many boards could cause extra expense and the justification for such a board;that the Chief Administrative Officer and depart- mentheads can handle problems adequately. COUNCILWOMAN. GREGORY MOVED THAT THE CITY COUNCIL CONTINUE MOTION MADE AND STUDY OF A PERSONNEL BOARD WITH THE POSSIBILITY OF ESTABLISH- CARRIED THAT COUNCIL ING A PERSONNEL BOARD. COUNCILMAN CRITES SECONDED. The CONTINUE STUDY CF motion carried by the following vote: A PERSONNEL BOARD WITH POSSIBILITY OF AYES: COUNCILMEN GREGORY, CRITES, ADAIR ESTABLISHING A AND MAYOR MOREHEAD PERSONNEL BOARD NOES: COUNCILMAN MCCARON ABSENT: NONE Discussion followed and Council approved the proposed PROPOSED ORD. APPRO4 Ordinance up to Section 2906. UP TO SECTION 2906 Mayor Morehead gave a copy of an earlier draft of a proposed ordinance on the personnel board to the City Clerk and requested that copies be made before Council continued their study. 00- COUNCILWOMAN GREGORY MOVED THAT MRS. BALKUS BE APPOINTED AS ACTING CHIEF ADMINISTRATIVE OFFICER UNTIL RETURN OF CHIEF ADMINISTRATIVE OFFICER NORDBY AND AT THE NEXT REGULAR MEETING APPOINT SOMEONE THAT WILL BE ACTING CHIEF ADMINISTRATIVE OFFICER AUTOMATICALLY. COUNCILMAN CRITES SECONDED. The motion carried by the following vote: AYES: COUNCILMEN GREGORY, CRITES, ADAIR, MCCARON AND MAYOR MOREHEAD NOES: NONE ABSENT: NONE Councilwoman Gregory suggested that official Christmas cards be purchased and imprinted with the Councills names for mailing to all employees and surrounding cities, and that each Councilman pay one-fifth of the cost. The cost would be approximately $5.00 each for cards including postage. Councilwoman Gregory further suggested that a notice be posted on the bulletin boards in City Hall suggesting that employees not send a Christmas greeting to the Council as this was an expense. The City Council agreed to the suggestion. 00- Councilman Crites stated he would be unable to participate in the Christmas Parade as he had a previous committment with the Scouts. 00- Copies of the proposed ordinance were distributed and study of the ordinance was resumed, adding Section 2906 b as follows: The City Council shall appropriate such funds as are necessary to carry out the provisions of this ordinance upon written request of the Board." 00- The City Clerk was instructed to secure copies of the ordinances on Personnel Boards from the cities of Azusa, West Covina and El Monte. MOTION MADE AND CARRIED THAT MRS. BALKUS BE APPOINTED AS A.C.A.O. UNTIL RETURN OF C.A.O. NORDBY AND AT NEXT REG. MTG. APPOINT SOMEONE THAT WILL BE A.C.A.O. AUTOMATICAL. CHRISTMAS CARDS COUNCILMAN CRITES UNABLE TO PARTICIPATE IN CHRISTMAS PARADE PREVIOUS COMMITTMENT WITH SCOUTS COPIES OF PROPOSED ORD. R. Wilkinson Company Incorporated for installation of curbs and gutters; to the minutes of May 2, 1964, Page 12, regarding fee permits for street improvements; the minutes of April 20, 1962, the County Board of Supervisors approved $50,000.00 for Baldwin Park Boulevard improvement. She stated she would request a report on these items from City Engineer French. 00- AT 9:25 P.M. COUNCILWOMAN GREGORY MOVED THAT THERE BE A 9:25 P.M. FIVE FIVE MINUTE RECESS. COUNCILMAN ADAIR SECONDED. There were MINUTE RECESS no objections, the motion carried and was so ordered by by Mayor Morehead. 00- The Council reconvened at 9:30 P.M. and COUNCILMAN ADAIR RECONVENED AT 9:30 MOVED THAT THE COUNCIL ADJOURN TO AN EXECUTIVE SESSION, P.M. AND ADJ. TO COUNCILMAN CRITES SECONDED. The motion carried by the EXECUTIVE SESSION following vote: AYES: COUNCILMAN ADAIR, CRITES, GREGORY, MCCARON AND MAYOR MOREHEAD NOES: NONE ABSENT: NONE 00- AT 12:30 A.M. THE COUNCIL RECONVENED IN REGULAR ADJOURNED 12:30 A.M. RECONVENE SESSION. IN REG. ADJ. SESS IOI There was comment by the Council that nothing had been resolved. No action was taken. 00- AT 12:38 A.M. COUNCILWOMAN GREGORY MOVED THAT COUNCIL 12:38 A.M. ADJ. ADJOURN. COUNCILMAN MCCARON SECONDED. There were no objections, the motion carried and was so ordered by Mayor Morehead. RLES E.
