The City Council of the City of Baldwin Park met In adjourned regular session at the above place at 5:00 p.m. Councilmen Adair led the salute to the flag. FLAG SALUT E Roll Call: Present: COUNCILMEN ADAIR, CRITES, ROLL CALL GREGORY AND MAYOR MOREHEAD Councilman McCaron arrived at 5:10 p.m,) Absent: PLANNING DIRECTOR AND BUILDING SUPERINTENDENT KALBFLEISCH, FINANCE DIRECTOR DUNCAN, ACTING CHIEF OF POLICE ADAMS AND CITY TREASURER PUGH Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY AND CITY CLERK BALKUS City Attorney Flandrick arrived at 5:25 p,m.) City Engineer French arrived at 5:30 p.m.) 00- Chief Administrative Officer Nordby explained that the reason RE CONSULTING ENGR, for suggesting an adjourned meeting was to get instructions as FOR 1964 STORM DRAIN to how the Council wished to proceed in selecting the Consult- BOND ISSUE ing Engineer for the 1964 Storm Drain Bond Issue; that possibly the City Council might wish to interview some engineering firms. He briefly'reviewed the report of the City Engineer concerning this matter. Discussion followed concerning the size of the various firms and which had worked for the City previously, At 5:10 p.m. Councilman McCaron arrived. 5:10 P.M. COUNCIL- MAN MCCARON ARRIVED Chief Administrative Officer Nordby stated it was possible if the City could prove that storm drains were beneficial to the streets that a certain percentage of what the City spent in storm drains could be matched in State funds in building streets elsewhere in the City on the Selective system. Further discussion followed concerning the firms. Chief Administrative Officer Nordby stated there were two funds involved; the supplemental allocation from the 1958 Bond Issue of approximately $100,000.00 and approximately itl,065,000,00 from the 1964 Storm Drain Bond Issue. He stated that the City Engineer had indicated when these projects were completed the most critical drainage problems wcu id be taken care of. Discussion followed wherein it was brought out that the state at the present time matched $2.00 for every $1.00 of the City's on this type of project; that the State matched $3.00 for every $1.00 of the City's for Urban Rcrew':l; that ways to build up local matching funds wero being researched. At 5230 p.m. City Engineer French arrived. City Engineer French stated he had received brochures from seventeen engineering firms that would like to do the City of Baldwin Park's Storm Drain design work; that he had read all of the brochures; that, In his opinion, they were all qualified to do the stor0 drain design work; that there was a side benefit to the storm drain design and that was matching funds; that when it first came out the State said the City can use 55% of the cost of the traverse drain and the whole cost of all of the cat bass i'r s and connector pipe from the catch ardaIn to the drain for match- ing credit; that for Baldwwin Park that would have been approximately $600,000.00 to $700,000,00 for matching credit; that they were now saying that it had to be shown how much benefit this drainage was to the street and what the cost was for providing this benefit and that was the amount to be credited for matching funds; that he had narrowed the field' down to eight firms; that he tried to narrow the filed down fairly equally between large and small firms controlled basically by one or two persons; that there were benefits to both; that a large firm probably had more diversified talent and more fields to draw from; that with the small firm the principal of the firm usually handled the entire project and would have a bette- knowledge of the problem In presenting the case to the State. Further discussion followed. City Attorney Fiandrick brought out that the engineering fees were governed by the Flood Control. In answer to a question by Mayor Morehead, City Engineer French stated that the City would provide the preliminary design and the preliminary location; that the Flood Control would take care of the supervision of the construction because they would maintain the drains; that the payment for the design work was handled in the following manner: the City contracted with the Flood Control District, the Flood Control District paid the City and the City paid the Engineer. Chief Administrative Officer Nordby stated he concurred with the tfileefirms that the City Engineer had suggested to him which were the same three firms that the Mayor had mentioned eel'1 le! Johnson or Wilbur Lockmpn on the 1958 job. I City Attorney Flandrick suggested, if the Council was in agreement with these firms, that the Chief Administrative Officer contact these firms to make sure they were willing to accept the job. Discussion followed. As there were no objections, Mayor Morehead instructed that the Chief Administrative Officer, City Attorney and City Engineer take the package thinking to these people and come back with a final recommendation and proposed contracts. AND PROPOSE) CONTRACTS Mayor Morehead asked if the County gained any matching funds in the case of Maine and Los Angeles in regard to the improvement. City Engineer French stated no; that this was prior to the Collier-Unruh Bill. in answer to a question as to If the Flood Control District had to approve the engineer, City Attorney Flandrick stated the only time they would reject any engineer would be if the man was not registered. City Clerk Balkus asked if anyone wanted to make reserviations RESERVATIONS FOR for the League of California Cities meeting on January 21, LEAGUE OF CALIF. 1965. CITIES MTG. JAN. 21, 1965 The following were requested: Councilwoman Gregory 2, City Attorney Flandrick 1, Councilman Crites 1, Chief Administrative Officer Nordby I or 2, Mayor Morehead 2. 0O- I City Clerk Balkus stated the City Council had before them copies of letters from the G. Vella Construction Company to the City Engineer dated September 29, 1964 and a letter from Dwight F. French to Mr. W. R. Dulaney dated December 2, 1964 regarding corner monuments allegedly removed during sewer construction. The Council Instructed that a written claim be submitted if Mr. Dulaney wished it to be considered by the City Council. RE MR. W, R. DULANEY S ALLEGATIONS THAT CORNER MONUMENTS WERE REMOVED DURING SEINER CONSTRUCTION WRITTEN CLAIM TO BE SUBMITTED IF MR. DULANEY WISHED IT TO BE CONSIDERED BY CITY COUNCIL 00-- AT 6=23 P.M.
