Councilman Morehead commented that he was very pleased with the Revenue Account Detail which had been added to the budget presentation this year. Chief Administrative Officer Nordby commented on the revenue stating-that in the budget years 1960-61, 1961-62 that surplus had been brought into the revenue picture; that no budget should spend more in a single year than its services; that appropriations should not exceed revenue; that usage of the reserve fund to balance the budget effected the' tax rate for 1961-62; that during the last two years the surplus of the previous year had not been touched. At 7:57 p.m. Acting Chief of Police Adams arrived. 7:57 P.M. ACTING CHIEF OF POL I C E ADAMS ARRIVED In answer to a question by Councilman Morehead, Chief RE RETIREMENT Administrative Officer Nordby stated that the City would be retaining Social Security if they went into the State Retirement program. Finance Director Duncan stated that Mr. Larson of the State Retirement recommended that the City not take any drastic steps to drop Social Security; that it took two years to phase out of Social Security; that it was the vote of the employees to continue Social Security. Regarding Account No. 1973, repair of existing sprinkler ACCT. NO..1973 system for the City Hall lawn, in answer to a question by REPAIR CF SPRINKLER Councilman Morehead, City Engineer French explained that SYSTEM FOR CITY HALL this-was repair-to the sprinkler system that had been in LAWN the lawn since the City Hall building was a school and that it was to be almost rebuilt. Regarding Account No. 1901, Janitorial Service for the City Hall, in answer to a question by Councilman More- head, Chief Administrative Officer Nordby stated he felt that an increase-from $415.00 per month to $500.00 per month should increase the service to some extent. Councilman Morehead asked that Chief Administrative Officer COUNCIL INSTRUCTION Nordby give the Council a recommendation as to pay for C.A.0. TO GIVE COUN- reserve policemen, excluding the Council. There were no CIL REC. RE PAY FOR objections. RESERVE POLICEMEN Discussion followed regarding the Chief Administrative RE POLICE DOGS Officer's recorrmondation of retaining the two police dogs and not increasing the number to three. In answer to a question by Councilman Morehead regarding ACCT. NO. 3144 Account No. 3144, Ammunition Range and wax load, Acting AMWJNIT40N RANGE Chief of Police Adams stated this covered all of the materials AND WAX LOAD with respect to the live range and the wax range. Discussion followed regarding Account No. 3151, International ACCT. NO. 3151 Chiefs of Police Meeting, wherein Chief Administrative INTERNATIONAL CHIEFS Officer Nordby stated that the Chief of Police had never OF POLICE MTG. attended this meeting since he had'been with the City;-that this deletion did not mean that he was against the Chief attend- ing this meeting and that when the matter came up if it could be justified and funds were available he would probably authorize the trip. In answer to a question by Councilman Morehead regarding Account No. 4176, Mobile Radio Units, City Engineer French explained that one was for the staff car, one for the survey wagon and one for the inspector's truck. Regarding Account No. 4176, Polaroid Camera, $150.00, Councilman Morehead stated he thought that just recently the price of polaroids had been cut approximately in half. In answer to a question by Councilman Morehead regarding Page 117, Item 4, Spraying of right-of-way for weed con- trol, City Engineer French stated this was done with insecticide and the crews were working on this this evening. In answer to a question by Councilman Morehead regarding Account No. 5476, Radio, City Engineer French stated this was for the new pick up. Regarding Page 124, signs and striping, Councilman Morehead commented that center stripes should be on all streets. Comments were made by Councilman Morehead regarding Page 129, Account No. 5574, Truck, pickup, page 137, Account No. 5601, Railroad signals Francisquito and Pacific. No changes were made. In answer to a question by Councilman Morehead regarding Account No. 5641, Shepherd Machinery lease-purchase of Motor Patrol), Chief Administrative Officer Nordby stated this had been paid off. Councilman Adair asked if all streets were posted con- cerning overnight parking wherein City Engineer French stated no", but that streets entering the City were posted"; that posting all streets would be almost a physical impossibility. Councilman McCaron commented regarding Account No. 921, Business License Revenue and the adjustments made in business license fees. Councilman McCaron handed to the Chief Administrative Officer a copy of the retirement plan used by the United States Post Office and stated he wanted to know how this compared with the State Retirement Plan and if the State benefits were in excess of what the postal employees would receive. Discussion followed concerning the actuarial study which had been given to all the Council wherein Councilman McCaron commented that he had not received any of the studies. Mr. Nordby stated copies would be forwarded to Councilman McCaron. Councilwoman Gregory contented that nothing was in the budget as far as a capital outlay program. Discussion followed regarding the park site by the Big Dalton Wash and that the parks the City now had were used extensively. Discussion followed regarding the Chamber of Commerce Agreement wherein Chief Administrative Officer Nordby stated that the report made stated that since last year the membership had increased from eighty-eight 88) to over two hundred 200); that accomplishments were being made by the new administration and staff. Discussion followed wherein Councilwoman Gregory mentioned that the Council had not received the audit which had been requested; that, in her opinion, the City should know what the Chamber budget was. Councilman McCaron commented, in his opinion, an audit was not necessary; that the City received financial statements. Chief Administrative Officer Nordby commented that from his figures the summer youth work-training program would not cost the City even $1,000.00; that he had received a letter from Mr. Skaggs wanting a meeting on recreation and that he would report to the Council after the meeting as to the program and budget amount. Councilwoman Gregory questioned the creation of a Captain's position in the Police Department. Acting Chief of Police Adams stated the biggest problem was the chain of authority; that at present when there was no Chief of Police there was no set person to take over and the Department had to look to the Chief Administrative Officer for an appointment; that the population of the City was growing faster than the personnel of the Police Department; that within possibly three years there would be a need for fifty 50) badged personnel; that the surrounding cities of comparable population had captains with the exception of Irwindale; that Covina had a Captain and no Lieutenant but had addi- tional sargeants. Councilwoman Gregory stated she did not agree with the Captain's position; that she would rather see additional patrolmen. Acting Chief of Police Adams pointed out that with the addition of another ten men there would also be a need for another sargeant and another lieutenant. Councilman Morehead commented that up to the present time he had tentatively approved of the additional position; that, in his opinion, the position was needed for dignity and prestige as well as for the chain of command.
