NO. 65-82 explained that Warrant No. 5919 was the payment for the power stump cutter; that this piece of equipment had been received in February but payment had been delayed until May to work in with the City's appropriations; that Warrant No. 5920 was in the amount of $28,000.00 of Matching Gas Tax Money to be put on inactive deposit. 00- Chief Administrative Officer Nordby distributed the ten TEN MONTH REPORT month report on the General Fund. NO. 65-82 ADOPTED Chief Administrative Officer Nordby passed to the Council BUDGET STUDY a Salary Survey of eleven cities which had been extracted SALARY SURVEY from the January 1965 League of California Cities survey of cities throughout the State and also a memorandum regarding his recommendations. He stated that the median figure was taken c step); that the percentage of deviation varied from two percent 2%) to twenty-nine percent 29%). Chief Administrative Officer Nordby stated probably the ENGR. AND P.W. biggest problem that Baldwin Park had was in the salaries in the Engineering and Public Works Department; that a survey made last year of fourteen communities indicated that Baldwin Park was next to the bottom as far as equitable salaries; that the difference in Baldwin Park's Public Works Department and other Public Works Departments was the fact Baldwin Park did not have specialists; that the men were involved in tree trimming, driving trucks, running heavy equipment and anything they were required to do; that the survey indicated Baldwin Park was not well staffed as far as the ratio of employees in other Public Works Depart- ments. Chief Administrative Officer Nordby brought out that DEPT. HEADS invariably year after year there was an adjustment in miscellaneous employees salaries; that the department heads have a fixed salary so the gap between the subordinates and the department heads was narrowing constantly; that a majority of the cities,in the State particularly in Southern California were adopting step plans for department heads. Discussion followed wherein Chief Administrative Officer Nordby stated that Baldwin Park was in the lower 25% constantly as far as pay adjustments; that the recommenda- tions would only raise Baldwin Park a little higher in the lower 25%;'that he did not propose to ever recommend that Baldwin Park be in the upper 25% or possibly even in the upper 50%; that it had to be recognized that Baldwin Park was limited in its resources and sources of financing; that still, on the labor market, Baldwin Park competed with the cities regardless of who they were; that the survey figures showed salaries as of January 1965. Finance Director Du ncan.pointed out a typographical error on Page two of the Salary Survey stating that the Planning Director's Salary should road $850.00. Discussion followed wherein it was brought out that the proposed increases would effect virtually every employee; that normally it took an employee one and one-half years to reach the C" step. 00- BIB] 39576-U01 1965-U02 05-U02 11-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO116848-U03 DO116913-U03 C4-U03 MINUTES1-U03 5/1/2008-U04 ROBIN-U04 ADJOURNED-U05 CITY-U06 COUNCIL-U06 1965 05 11 CC MINHÄ—@¸—.àÍ«I Adjourned Regular Meeting of the Baldwin Park City Council At 7:30 p.m. Mayor Crites declared a ten minute recess. 00-- Chief Administrative Officer Nordby stated he had added to his recommendation a suggested proposed step plan for Department Heads; that if this was approved by the Council the salaries would be fixed administratively with the existing salaries being taken into consideration. Chief Administrative Officer Nordby stated it did take time to get into the retirement program; that there were six 6) steps involved; that it might be August or September before being a part of the system; that the projected cost of retirement had been based on a twenty 20) year amortization period; that the $50,000.00 covered the prior years indebtedness and keeping current on the City's share of the retirement program. Chief Administrative Officer Nordby distributed a report of the comparison of State Employees Retirement and Civil Service Retirement Systems as requested by Councilman McCaron. He pointed out that the City was not qualified to get into this program. Mayor Crites asked if there were any other questions or objections as proposed on the pay scale and recommenda- tions. There were none. Mayor Crites instructed the Chief Administrative Officer to prepare the salary scale as proposed together with the resolution for adoption. The Council returned to the Police Department section of the Budget for study. Councilwoman Gregory commented that she opposed the Captain's position because it was going to be a higher salary; that she could not see an additional captain and lieutenant position; that more patrolmen were being requested; that going through the budget she did not see anything for projection for improvements. Chief Administrative Officer Nordby stated the process of preparing a capital improvement budget was the responsibility of the Planning Comnission;.that he had made certain suggestions approximately two 2) months ago to the Planning Commission; that the Planning Commission should report to the Council. Councilwoman Gregory commented that she thought some of the older budgets did contain capital improvements; that most of the budgets throughout the community did have these things in the budgets presented; that she had mentioned the capital improvement budget last year. Chief Administrative Officer Nordby stated that the Planning Commission had been offered staff help to prepare a capital improvement budget; that he had received a report from Planning Director Chivetta; that it would not necessarily be too late'this year to get a capital improvement budget. Councilwoman Gregory stated since the Board of Zoning Adjustments had been put into effect the Planning Commission had met every Tuesday night aside from their Regular Meetings, and they had worked on these things; that this Council had never received any of these minutes. Councilman McCaron commented that he did not see how any more money could be squeezed out of the budget; that the budget barely covered the expenses to be incurred in the coming year; that when the Planning Commission presented a capital improvement budget they should also should present a method of financing along with it. Councilwoman Gregory commented that even the $10,000.00 that was set aside for land acquisition In the last budget was not included in this budget. In answer to a question by Chief Administrative Officer Nordby, Finance Director Duncan commented.that in January of 1963 there was no money in the inactive deposit; that CITY NON HAS the City had $300,000.00 in inactive deposit now. $300,000.00 IN INACTIVE DEPOSIT Chief Administrative Officer Nordby stated that capital improvements were not generally financed directly from property tax and the normal sources of revenue; that they were financed basically from bond issues and in- curred reserve. He stated that there were funds avail- able; that he had taken it upon himself to try to get the program initiated by writing the memorandum to the Planning Commission; that it had not produced the results he had thought it would. Councilman McCa ron stated that perhaps the Chief Administra- tive Officer should be instructed to work up a plan for capital improvements; that he suggested that sidewalks RE SIDEWALKS should be first on the list; then curbs and gutters and CURBS AND GUTTERS then improvement of the streets; that an educational program should be started regarding the procedure and financing possibilities; that these should be taken item for item; that he did not think four or five items should be con- sidered at one time; that if, according to State Law, the capital improvement plan had to come from the Planning Commission the Council should have a recommendation from them; that if not direct the Planning Commission to pre- pare a report for the Council; that matching funds were available from the State but he did not know whether these would be available for sidewalks, curbs and gutters. City Engineer French stated that the State would not allow sidewalks to be constructed with State Gas Tax monies unless it was replacement,. that this included matching funds or any monies collected out of the Gas Tax Fund; that it could only be used for replacement of existing sidewalks that were destroyed due to construction; that it could be spent for paving, curb and gutter, intersection safety lights, some sidewalks in the intersection in the curb return areas and traffic signals; that the matching money or credit had to be expended on a highway or a street that was part of the City Selection System as adopted by the Council and approved by the Highway Commission; that this put the expenditures to such streets as Baldwin Park Boulevard, Merced, Sierra Madre, Ramona, Puente, Pacific and so forth; that the Council had adopted a five year gas tax program which anticipated the expenditure of all of the gas tax monies for the five year period. Councilman McCaron asked if there was not another fund for matching. Further discussion followed. t-63 City Clerk Balkus stated it was her understanding that RE CHAMBER OF COMMERC at the meeting of the Chamber of Commerce this evening the SPEARHEADING MOVE- Chamber was spearheading a movement through the'P.T.A. trying MENT THROUGH P.T.A. to awake the citizenry and ask them to get their sidewalks. RE SIDEWALKS Councilman Mccaron stated he would be more in favor of an overall development; that this type of development was not always uniform. City Engineer French stated that the Chamber of Commerce intended to set it up in school districts and would encompass large areas and would be placed on a program similar to the sewers where districts would be set up; that the problem was that the general policy in R-l areas was that the City did the paveout and if there was a lot of this the City would be swamped with this type of work; that $20,000.00 had been budgeted for maintenance construc- t ion. Discussion followed regarding the petition that was taken out by Mrs. Scott on Baldwin Park Boulevard wherein City RE MRS. SCOTT'S Engineer French stared that he had not heard from her PETITION B.PK. recently; that the a t time he had talked with her she BLVD. stated she had approximately thirty percent 30%) signed up. Further discussion followed. Councilwoman Gregory suggested joint meetings with the JOINT MTG. SUGGESTED Planning Commission and the Board of Zoning Adjustments WITH P.C. AND B.Z.A. instead of sending instructions. It was suggested that this meeting be an adjourned meeting of the City Council devoted just to the Planning Commission and possibly also the Board of Zoning Adjustments. As there were no objections, Mayor Crites stated he would MAYOR CRITES TO see if he could arrange such a meeting. ARRANGE A MTG. Discussion returned to the Police Department Budget. POLICE DEPT. BUDGET Acting Chief of Police Adams, in answer to a question by Councilwoman Gregory, stated he did have a survey run of the other Departments in the area. Chief Administrative Officer Nordby, in answer to Mayor Crites, stated he did not have any objections to this material being presented. He stated that any department with the total strength similar to Baldwin Park did have at least one captain and three lieutenants. Further discussion followed with rid changes made. Councilwoman Gregory brought up the Chamber of Commerce RE CHAMBER OF COMMER& item. ITEM Chief Administrative Officer Nordby commented that the membership had increased by one hundred thirty percent 130%) over last year; that the membership fee was very low. Councilwoman Gregory commented stating that she would go along with the $12,000.00 but would be against any more; that the reason they did as much as they did'was the fact that they had to implement their small budget. Further discussion followed wherein Chief Administrative Officer Nordby and Councilman Adair brought out that the City needed more business and sales tax. Discussion followed regarding the present agreement with the Chamber of Commerce; the activities planned for the coming fiscal year; that the bulk of their money went to the Manager and the Secretary; that they had shown an increase in activity during the last year; that the development on Baldwin Park Boulevard and Francisquito, if it came about, was through the efforts of the Chamber of Commerce; that the membership dues would be increased in the coming year; that there had been considerable increases in business licenses in the City this year. Councilman McCaron stated he did not think the amount asked for was out of line; that the membership dues on the present scale would not take up the deficiency. Councilman Adair stated he was in accord with Councilman McCaron. He asked what Baldwin Park's sales tax was for last year. Finance Director Duncan stated that $225,000.00 was the budgeted figure but it was expected to exceed this amount. Regarding Page 87, Building Regulation, Chief Administrative PAGE 87, BLDG. Officer Nordby stated that there was one full Department REGULATION Head charged whereas before Mr. Kalbfleisch had been charged one-half to Building and one-half to Planning. Councilman McCaron asked about the proposed increase in PAGE 112, ACCT. NO. Street Sweeping, page 112, Account No. 5300. 5300 STREET S.EEPfXG City Engineer French stated his request was for once a week residential sweeping, twice a week business sweeping; that last year it was twice a month on residential and twice a week business; that the final recommendation of the Chief Administrative Officer was the same as last year; that the City street sweeper cleaned up after accidents and intersections that were reported dirty; that sweeping was done in between when, for some reason, the normal schedule was not sufficient. Councilman McCaron commented that with the exception of the Retirement Fund the pattern of the budget seemed to be following last yea r•s. I City Engineer French stated there was quite a difference in cost; that one inch of blacktop would cost $.08 to $.10 a square foot; that slurry costs between $.01 and $.015; that under either circumstances it would be necessary to patch prior; that after streets got to a certain stage even with an inch of blacktop it would not save the street, nor would slurry nor would anything else. In answer to a question by Councilman McCaron,City Engineer French stated the normal thick*RSS for a residential street was two and one-half 2k) inches which was the Asphalt Institute's recommendation for maximum thickness for one layer. 00- Mayor Crites stated he would like to suggest and request LEAGUE OF CALIF. that Mr. Nordhy and Mrs. Duncan and anyone else who might CITIES MTG., benefit attend the League of California Cities meeting on MAY 20, 1965 May 20th; that the State Finance Director was going to speak; that he planned to attend.
