COUNCILMAN MOREHEAD MOVED THAT THE CHIEF ADMINISTRATIVE OFFICER'S SALARY BE INCREASED BY $100.00 PER MONTH MAKING AN ANNUAL FIGURE OF $16,200.00; THAT AT THE PRESENT TIME IT WAS $1,250.00 PER MONTH, $15,000.00 ANNUALLY. In answer to Mayor Crites, City Attorney Flandrick stated this would be a correction to Section 1, subparagraph A. 1. of Resolution No. 65-93 making the figure $1,350.00 per month. COUNCILMAN MCCARON SECONDED. The motion carried by the following vote: AYES: COUNCILMEN MOREHEAD, MCCARON, ADAIR, GREGORY AND MAYOR CRITES NOES: NONE ABSENT: NONE City Attorney Flandrick read Resolution No. 65-93 by title as follows: RESOLUTION NO. 65-93 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK FIXING SALARIES FOR THE YEAR 1965-66" Discussion followed that the uniform allowance for the Reserve Officers would be in the budget and not included in the salary resolution. COUNCILMAN MOREHEAD MOVED THAT RESOLUTION NO. 65-93 BE APPROVED AS AMENDED AND FURTHER READING BE WAIVED. COUNCILMAN ADAIR SECONDED. City Attorney Flandrick called the Council's attention to Page 2 of the proposed resolution stating as the Council would recall Chief Administrative Officer Nordby recommended to the Council that department heads be on a step program; that this would be accomplished by resolu- tion as to each of the department heads. COUNCILMAN ADAIR SECONDED. City Attorney Flandrick read Resolution No.,65-96 by title as follows: RESOLUTION NO. 65-96 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPOINTING DALE ADAMS AS CHIEF OF POLICE FOR SAID CITY" City Attorney Flandrick stated that the resolution set forth the salary of $953.00 per month commencing as of this date. The motion carried by the following vote: AYES COUNCILMEN MOR EH EAD ADA I R, GREGORY,, MCCARON AND MAYOR CRITES NOES NONE ABSENT: NONE 00- Chief Administrative Officer Nordby distributed to the Council and reviewed his memorandum outlining the steps to be taken to affiliate the City of Baldwin Park with the State Employees Retirement System. He stated if adoption of the resolution of intention was delayed until next week the City would begin the system on October 1, 1965 instead of September I, 1965 as pro- posed). He pointed out the three exhibits attached to the resolution of intention: Exhibit A, the contract with the State System, Exhibit B, the major provisions of the system which would affect miscellaneous employees and attached to'this exhibit the rate schedule, Exhibit C, the major provisions of the system which would relate to the Safety Member and attached to this exhibit the rate schedule. Councilman Morehead asked if this retirement program would include all full time employees. Chief Administrative Officer Nordby stated this was correct. Councilman Morehead stated the person he had in mind was the City Clerk; that her services were part elected and part delegated by Council. Chief Administrative Officer Nordby stated this had been discussed with the City Attorney and he had called the employee retirement office; that he had some recommendation to make in regard to the appointing half of this position; that if it was permissible to add the other half and the Council wished to do so they may include the other salary. City Attorney Flandrick stated the system was a rather large administrative organization; that they had sent to the City a proposed agreement which excluded from coverage on Page I local firemen and employees compensated on an hourly basis; that this was not, in his opinion, a sufficient description of the persons to be excluded from the system; that this was not a decision that had to be Continued) MOTION AMENDED RES. WITH STATE EMPLOYEES RETIREMENT SYSTEM BIB] 39576-U01 1965-U02 05-U02 26-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO116848-U03 DO116915-U03 C4-U03 MINUTES1-U03 5/1/2008-U04 ROBIN-U04 ADJOURNED-U05 CITY-U06 COUNCIL-U06 1965 05 26 CC MINHÄ—@¸—.ú Í«2384 Adjourned Regular Meeting of the Baldwin Park City Council made at this time; that there would be a change in the agree- ment as far as the exclusions were concerned; that the problem was that the system would not approve the proposed exclusionary language until they saw it and since the City had not been informed of this until May 25, 1965, it was not possible to get it to Sacramento and back in time for this meeting; that the recommendation was, if the Council desired the system, to adopt the resolution with exhibits as it stands and then the proposed exclusions would be drafted out subject to the Council's approval; that no elective officer should be included in the system because of the constitutional prohibition against an in- crease in salary and compensation during the present term of office; that the City Clerk could be included not in her status as City Clerk but as Administrative Aide if the Council so desired; that a proposed list of staff recommendations would be presented to the Council regarding the positions that should be included and excluded from the system. City Attorney Flandrick read Resolution No. 65-95 by title as follows: RESOLUTION NO. 65-95 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DECLARING ITS INTENTION TO APPROVE CONTRACT PROVIDING FOR PARTICIPATION IN STATE EMPLOYEES' RETIREMENT SYSTEM" COUNCILMAN MOREHEAD MOVED THAT RESOLUTION NO. 65-95 BE APPROVED AND FURTHER READING BE WAIVED; COUNCILMAN MCCARON SECONDED. City Attorney Flandrick stated the adoption of this resolution would cause the conduction of an election- among all employees to determine whether or not they wish to participate in the system; that a majority vote was needed, all subject to the final approval of the Council. Finance Director Duncan passed to the Council a summary of the estimated revenue general fund) and proposed appropriations for the fiscal year 1965-66. COUNCILMAN MCCARON MOVED THAT THE ITEM SET IN FOR CHAMBER OF COMMERCE) BE SET AT $16,000.00 EVEN. COUNCILMAN MOREHEAD SECONDED. City Attorney Flandrick stated, for clarification, that the motion, if carried, would be to amend the figure appearing on Page 70 of the proposed budget under Contractual, Chamber of Commerce to $16,000.00 and the same figure with reference to City Subvention on Page 71. REVENUE AND PROPOSER APPROPRIATIONS FOR 1965-66 MOTION MADE THAT ITEM SET IN FOR CHAMBER OF COMMERCE) BE SET AT $16,000.00 CORRECTION TO PAGES 70 AND 71 Continued) BIB] 39576-U01 1965-U02 05-U02 26-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO116848-U03 DO116915-U03 C4-U03 MINUTES1-U03 5/1/2008-U04 ROBIN-U04 ADJOURNED-U05 CITY-U06 COUNCIL-U06 1965 05 26 CC MINHÄ—@¸—.ú Í«2385 I Adjourned Regular Meeting of the Baldwin Park City Council May 26, 1965 Page 5 Councilman Morehead stated he wished to verbally qualify his change in thought from the original $12,000.00;that he expected the Chamber of Commerce to be more selfsustaining as the years rolled by; that he had reason to believe that there were a certain number of business people who were not behind the Chamber as he thought they should be; that there were undoubtedly reasons for this; that in the past year the Chamber and the committees under the direction of Mr. Bart Parker had.been working and the Chamber could only do so much; that the Chamber had plans, recommendations and wants and desires from the business people and the Chamber did what they could and when it came time for the other portion of the participation it was not there; that he did not think this should be any reason why this City should not consider supporting the Chamber if the City thinks the Chamber was, doing a real fine job. Chief Administrative Officer Nordby stated that the budget work began in February;. that certain projections were made concerning the revenue; that since that time information had been received from not only the County but the State of California on sales tax and other items; that the staff felt they were prepared to make certain adjustments in the budget which would not disturb the appropriations that were already earmarked for depart- mental operation; that there was an additional $4,000.00 that could be expected in revenue and possibly more; that the total amount of revenues could possibly be increased by the amount that the Council had added to'the budget. Mayor Crites stated, for the record, that Mr. Dick Long, who appeared before the Council last session was very insistent on getting some information about the Chamber, did not sound nearly so critical tonight; that he was more concerned about what they were doing and what they had in mind for getting results and he had been able to see this on the information available. Councilman Morehead stated that Mr. Nordby had extended an invitation to Mr. Long to come to his office for an explanation of the items he was critical about and'up to this date he had not gone into PAr. Nordby'.s office. Finance Director Duncan left the Conference Room to compute the final revenue and expenditure figures since the adjustment. It was brought out COORDINATING COMMITTC that the first meeting of the committee was to be May LARTS 27, 1965, at 10:00 a.m. in Room 1138 of State Building No. 2., 107 South Broadway, Los Angeles. COUNCILMAN MOREHEAD MOVED THAT COUNCILMAN MCCARON BE COUNCILMAN MCCARON DESIGNATED AS THE DELEGATE AND CITY ENGINEER FRENCH DELEGATE AS THE ALTERNATE TO THE AREA COORDINATING COMMITTEE OF CITY ENGINEER FRENCH LARTS). SESSION 00- Mayor Crites stated he would like each of the Council RE VACATIONS members, as soon as possible, to say when they planned COUNCIL MEMBERS to go on vacation so that a quorum could be assured for Council Meetings. Mayor Crites stated he planned to be out of town from MAYOR CRITES approximately August 8th for approximately fourteen 14) days; that he would miss the August 18th Council Meeting. Councilman Nbrehead stated his,vacation was planned for COUNCILMAN MOREHEAD the first two weeks in September. 00- Chief Administrative Officer Nordby stated the adjusted figure for estimated revenue for 1965-66 was $1,226,750.00. The motion carried by the following vote: AYES: COUNCILMEN MOREHEAD, ADAIR, MCCARON AND MAYOR CRITES NOES: COUNCILWOMAN GREGORY ABSENT: NONE City Attorney Flandrick stated at the next meeting the Council would be presented with resolutions which would accomplish salary increases for the Department Heads and the pay step plan. 00- Chief Administrative Officer Nordby reported that on May 25, 1965, the City had received notice from the Board of Supervisors that the request for $40,000.00 for preliminary work on Baldwin Park Boulevard and $40,000.00 for preliminary work on Maine Avenue had been approved by the Board of Supervisors; that at the next Regular Meeting the City Engineer would elaborate in greater detail what the money would be expended for. Mayor Crites declared a ten minute recess prior to convening into Executive Session. 00- At 3:46 p.m. the Council reconvened in regular session. 00- Mayor Crites stated that the Council at this time would consider an appointment to fill a vacancy on the Planning Commission.
