In accordance with Section 2703 of the Municipal Code the
City Council met in open meeting at 7:00 p.m, in the
Conference Room for an info'-mal session with the staff to
be informed on regular agenda items.
The City Council of the City of Baldwin Park met in
regular session at the above place at 7:30 p.m.
Mayor Crites led the salute to the flag.

Chief Administrative Officer Nordby stated that Resolution
No. 65-140 would officially appropriate the funds necessary
to take care of four items: purchase of access lot to
south of park site L.S. No. 625), construction of curb,
gutter, sidewalk and drive approach on Pacific Avenue
between Vineland Avenue and Depot Avenue, padding for
seats in Council Chambers and air conditioners for the
City Hall hallway.
Councilwoman Gregory asked if this was the proper procedure
for the $10,000.00*appropriation for the widening of Pacific.
Chief Administrative Officer Nordby stated yes; that there
were sufficient funds near the end of 1964-65 fiscal year
to take care of Pacific had the Council approved the project

and the resolution been adopted; however time ran out and
at the end of the year, since the funds were not committed
they automatically went into the Reserve; now the funds were
being pulled back out again.

Chief Administrative Officer Nordby requested permission REQUEST BY C.A.O.
to attend the annual I.C.M.A. Conference in Montreal TO ATTEND I.C.M.A.
between the dates of September 19-22, 1965 stating that CONFERENCE IN
funds had been appropriated and were available. MONTREAL SEPT.

In answer to Councilman Morehead, Chief Administrative
Officer Nordby stated he would estimate the cost to be
under $500.00 total.
Councilwoman Gregory commented that in looking at the
budget there was $175.00 in Travel and $300.00 for
Membership and Meetings.
Chief Administrative Officer Nordby stated that the combina-
tion of Travel and Meetings would cover the expense;
that the adoption of the budget required the Council's
approval to transfer funds from one department to the
other; however, if the funds were taken within a depart-
ment from one account to another this could be done by
the Chief Administrative Officer.

Chief Administrative Officer Nordby introduced Mr.
Charles R. Stapleton and Mr. Glenn A. Crawford of the
firm of Lampman and Associates stating they would give
the Council a progress report on the design of
Baldwin Park Boulevard from Merced Avenue to Ramona
Boulevard and the feasibility study for formation of
a vehicle parking district in the central area of the
City southerly of Ramona Boulevard.

Regular Meeting of the Baldwin Park City Council
Mr. Stapleton reviewed extensively the written progress
reports report in official file) with Mr. Crawford point-
ing out the various studies which had been placed on the
wall. Mr. Stapleton showed a schematic rendering based
on Study F and an aerial photograph which was five or six
weeks old I inch 100 ft.) which had superimposed on
it Study F. He stated he was looking forward to meeting
with City Engineer French and other members of the staff
of the City of Baldwin Park in order to have an opportunity
to give additional data which they had prepared; that in
all probability there were other organizations in the City
of Baldwin Park that they should meet; that, of course, they
would work under the direction of the City Council with
respect to this matter.
Discussion followed regarding spreading the cost.
Mr. Crawford reviewed page 23 entitled Summary Comparison
and Analysis of Vehicle Parking District Studies".
Council thanked Mr. Stapleton and Mr. Crawford for the
comprehensive report.

City Engineer French reviewed his report on a Short Form
1911 Act on the west side of Kenmore Avenue between
Ramona Boulevard and Frazier and recommended that the
City Council adopt Resolution No. 65-141.

Regular Meeting of the Baldwin Park City Council
City Engineer French reviewed his report regarding the
bids on a car for the Public Works Department stating that
the bids were opened on August 30, 1965, at 3:00 p.m.;
that the low bid was submitted by Ken Roggy Ford, 1515
North Hacienda Boulevard, La Puente, in the amount of
$2,049.69. He requested that the City Council approve
the purchase of the Fair-on in accordance with the specifica-
tions for the total amount of $2,049.69.
In answer to a question by Mayor pro tem Gregory and
Councilman Morehead, City Engineer French stated this would
replace the 1957 car; that there would be no trade in;
that the Public Works Foreman would use this car; that a
dependable car was needed for emergencies and therefore
a retired police car would not be adequate.
COUNCILMAN MCCARON MOVED THAT THE AWARD BE GIVEN TO KEN
ROGGY FORD AND AUTHORIZATION BE GIVEN TO PURCHASE IT.
COUNCILMAN ADAIR SECONDED.
Councilman Morehead stated, in his opinion a pickup
truck would be more serviceable for the type of work
involved; that equipment could be transported in a
truck; that hand rails could be installed to protect
riders.
Discussion followed that the Department had one pickup.
truck for each leadman; that this vehicle would be taken
home by the Public Works Foreman for use in emergency
cases at night.
Councilwoman Gregory stated, in her opinion, a pickup
truck should be considered rather than the car.

Planning Director Chivetta presented a resume of Tentative
Record of Survey Map No. 3170 located between Bresee
Avenue on the west and Cutler Avenue on the east, lying
southeasterly of Clearcrest Drive and northwesterly of
Nubia Street. He stated the Planning Commission had adopted
PC 65-35 on August 25, 1965, recommending approval. He
stated there was a corrected tentative map posted on the
southerly wall, however, Parcel 5 on the corrected tenta-
tive map still did not conform to the minimum lot require-
ments for R-1.
Attorney Michael B. Montgomery brought out that the Plan-
ning Commission had approved the tentative record of survey
map only upon the condition that Lot 5 be corrected to
standard.
Mr. L. E. Ferguson, 4490 Cutler, Baldwin Park, stated there
was ample footage in the other lots to make the correction.
Councilman McCaron questioned whether survey monuments
should be included as a requirement in the conditions.
City Engineer French stated this was a automatic require-
ment of the Code.

Discussion followed regarding the resolution required wherein
Substitute City Attorney Montgomery stated If'the records showed
approval of the tentative record of survey in conformance
with the Planning Commission's recommendations, the formal
resolution could be prepared accordingly. He stated, in
his opinion, the Council had so indicated this by a vote
approving the Planning Commission's recommendations.

Planning Director Chivetta presented a resume of Tentative
Tract No. 25375 located on the easterly side of Bresee
Avenue, between Belgate Street on the north and Los Angeles
Street on the south. He stated the Planning Commission had
adopted PC 65-34 on August 25, 1965, recommending approval.
He stated that the resolution stipulated that the applicant
shall redesign his map to conform to Exhibit A as submitted
by the staff, which was on the wall. He stated there was
an existing house on Parcel I which would have a five 5)
foot side yard from the proposed street; that Parcels 2-5
would have a sixty 60) foot right-of-way; that Parcel I
would have'a forty-four 144) foot right-of-Why.

Councilman McCaron pointed out that Lot 4 was substandard in size.
Planning Director Chivetta stated this would have to be
brought up to the minimum lot area required in the R-I
zone.
Regarding Parcel 1, Councilman McCaron stated he thought
arrangements could be made to where the street could be
designed according to Exhibit A and drainage provided;
also that dedication could be made for the full width of
the sixty 60) foot street and the applicant allowed to
keep the facility on the property and that any time in
the future should the property be sold or change take
place, or the traffic should so demand at that time the
house would have to be moved in order that the full
sized street could be placed there; that for proper
development of the City all of the streets should be
uniform; that proper drainage could not be had as it
appcered at the present time; that there would always
be a pool of water that would collect in front of Lot
2 and Lot 3 at all times; that these were some items
that should be added or required.
Mr. L. E. Ferguson, 4490 Cutler, Baldwin Park, stated the L.E. FERGUSON,
old house was a Spanish Stucco house and was a very good 4490 Cutler, B.Pk.
house; that he guessed that it would be good for another
twenty 20) years; that this was the only possible use
of the land; that he agreed that all streets should be
uniform;'that he lived in the cul-de-sac and realized
the hazard the way it was; that he was open to suggestions
outside of tearing the house down. He stated to the
south of this property was an R-2 development and on
the east side at the end of the cul-de-sac there was an
R-2 development; that he did not think this was the
proper place for R-2 development and he would like to
see the subject property have an R-I development. He
pointed out the areas mentioned on the map on the wall.

Mayor Crites asked if Mr. Ferguson would be agreeable
to the condition outlined by Councilman McCaroh).
Mr. Ferguson stated yes sir and that the lot sizes would
be corrected.
COUNCILMAN MCCARON MOVED THAT TENTATIVE TRACT NO. 25375
BE APPROVED SUBJECT TO THE SUBDIVIDER DEDICATING THE
FULL SIXTY 60) FOOT WIDTH ON BELGATE STREET, SUBJECT
TO CONDITIONS SET FORTH IN PLANNING COMMISSION RESOLUTION
PC 65-34 AND THAT IT BE DEVELOPED ACCORDING TO EXHIBIT
A" ON THE WALL, THE LOTS BROUGHT UP TO MINIMUM SIZE
AND THAT A PROVISION BE MADE FOR DRAINAGE, SUBMERGED
PIPE OR SOMETHING TO CARRY ANY WATER THAT MAY COLLECT
IN FRONT OF LOT 2 AT THE CURB. COUNCILMAN MOREHEAD

Councilwoman Gregory pointed out that the resolution stated
that the applicant shall submit a grading plan.
Councilman McCaron stated if the street was developed
according to the Plan which had a jog in it, it would
create a spot in there that the water would not drain
from.
City Engineer French stated it was intended that they
would grade the curb and gutter so that the whole curb
and gutter that was being constructed from this sub-
division would drain out to Bresee.
Mr. Leo King, Planning Commissioner, 3830 Grace, Baldwin
Park, stated the Planning Commission felt at this time
that if this street was designed as they had specified
there would be no further dedication or improvements
necessary and all traffic would be moving in a southerly
direction on that side of the street so that there would
be no hazardous problems; that the City would have the
dedications and at such time as the house was moved or
they came in to make use of the land at that time the
City could get the rest of the street widened.

Councilman McCaron inquired of Mayor pro tem Gregory as to Rr V"TG. ON RA IP
pertinent information regarding Rapid Transit which had 1 NSIT SYSTEM
been the subject at the Mayor's meeting August 19th.
Mayor pro tem Gregory explained that Senator Rees stated
the board had been created but no money allocated for study;
that a movie had been shown; that the need for future plan-
ning for Rapid Transit had been stressed;. that Assemblyman
Danielson was speaking to the League of Women Voters on
September 14, 1965 on the subject.
Chief Administrative Officer Nordby stated that on September
14, 1965, Assemblyman Carrol's Interim Committee was holding
a hearing regarding acquisition of funds for the furtherance
of the various types of Rapid Transit; that Mayor Faull had
requested a representative from the city in support of Rapid
Transit funds.
Councilman McCaron suggested that the state be asked by
resolution or letter that the necessary money be forth-
coming for a study of the Rapid Transit System; that the
board should be subsidized in some way; that the city should
go on record as giving some support.

Mayor Crites stated his meeting with Vice President Humphrey RE MAYORS MTG. IN
had been most beneficial; that mayors in attendance were WASHINGTON D.C.
from cities of 30,000 to 50,000 population; that 250 mayors
attended with five being from Southern California; that
expansion had hit many old eastern cities which resulted
in problems; that comparatively Baldwin Park was doing very
well; that this had been an enlightening down to earth
session; that he had attended a Reception at the Department
of State Building; that Dean Rusk spoke on the current
foreign policy program; that he thanked the City Council
for allowing him to attend.

Councilman Morehead inquired as to the status of sewer RE STATUS OF 6L-A-I
district 64-A-I whether laterals were all installed; that,
laterals had been installed on Stewart north of-Ramona
just last week.
City Engineer French explained that the entire. district was
being checked at the present time; that each property owner
had been contacted,as to where they wanted laterals; that
they had checked the assessor's book to be sure the laterals
were in; that Stewart may have been an additional request;
that if there is no lateral the owner will not be assessed
for one.

Chief Administrative Officer Nordby indicated a hearing
on the district would be set for November or December
and that a proceudre may be found whereby the city would
have the use of the system in the near future.

Substitute City Attorney Montgomery explained that after
September 17, 1965 the law would be changed and a city
could not withdraw from a lighting district by resolution,
that after that date such action would be decided by a
vote of the people; that information and procedure would
be forwarded to the Council before September 15, 1965.
