REGULAR MEETING OF THE BALDWIN PARK CITY COUNCIL OCTOBER 20, 1965

In accordance with Section 2703 of the Municipal Code the
City Council met in open'meeting at 7:00 p.m. In the
Conference Room for an informal session with the staff to
be informed on regular agenda items.
The City Council of the City of Baldwin Park met in regular
session at the above place at 7:30 p.m.
Councilwoman Gregory led the salute to the flag.

Mr. Bart Parker, President of the Baldwin Park Chamber of BART PARKER, PRES.,
Commerce, stated he was attending to present a rendering of CHAMBER OF COMMERCE
the Christmas tree proposed for Baldwin Park; that about one
year ago Councilman Morehead expressed a desire that he RE CHRISTMAS TREE
would like to see a Christmas tree in the center of Baldwin FOR CENTER OF B.PK.
Park; that the proposal being presented was for the City
to take care of the one main tree in the center of Baldwin
Park; that the other trees that he would show would be the
ones the merchants would purchase at $100.00 each. He stated
the tree would be fifty-five 55) feet from the base to the
top of the star; twenty 20) feet in diameter; twelve 12)
feet from the bottom of the tree to the ground. He showed
the material for the strands stating it was plastic on heavy
wire; that the strands would be lighted with red and amber
lights; that every fifth light would be a clear light with
a blinker; that the base was made of steel and had to be
fabricated; that there had to be a caisson sunk into the
ground to support the tree; that next year there Could be
a seventy-five 75) foot high tree, twenty-five 25) foot
in diameter with a little modification and it would be much
cheaper next year than this year; that the cost of the
fifty-five 55) foot tree alone was $1300.00 plus extra
wiring; that the small trees would be six 6) feet in
diameter and eighteen 18) feet high; that these would be
on the twenty 20) light poles; that the only thing that
would be lighted on these trees would be the star at the top;
that the large tree would be located at Maine and Ramona;

that the present wiring would suffice for the smaller trees;
that the light bill last year ran a little over $300.00;
that if the Council saw fit to go along with the large tree
then there would also be the smaller ones; if not there would
be the one large tree and perhaps one or two other smaller
trees; that Baldwin Park would have the only white tree
in the entire Valley area; that there would only be seven
trees like this one in the valley and they would be in
different colors.
Councilman Morehead stated not only last year but in
prior years it had been difficult for the business people
to come up with a tree in front of each of the businesses
in the City; that he had casually remarked to Mr. Parker
that in view of so few trees compared with decorations in
other cities that one large tree in the City would be a
stand out and the other decorations would tie in; that at
the time he had talked with Mr. Parker there was no mention
of the money,however he had in mind that it would be real
nice if the Chamber could come up with this tree but he
supposed this was impossible; that he would consider a tree
of that size or even smaller or whatever Council. saw fit;
that he thought the City should have something other than
individual decorations such as there had been.
Councilman McCaron asked if the City had the funds for
such a tree.
Chief Administrative Officer Nordby stated as the Council
knew when the budget was approved prior to the first of
July there were no funds provided for a tree; that should
the Council decide to approve Mr. Parker's recommendation
he would like time to analyze the budget; that if this
matter could wait he could provide a report for the Council
at the next regular meeting and a final determination could
be made at that time.
Mr. Parker stated they had already contracted for the.large
tree but not for the others; that it took time to fabri-
cate the large tree.
Councilwoman Gregory stated she had done a little research;
that she had been attending the meetings. of the Chamber of
Commerce; that it was interesting to her to find out that
Duarte with a population of nearly 15,000 subvents their
Chamber in the amount of $2,000.00; that $1,650.00 was
budgeted for Christmas if they come up with a program,
which they did not last year; that Azusa with a population
of 27,350 subvents $15,000.00 but $1,500,00 of that was
allocated for Christmas; that perhaps the Chamber of
Commerce agreement for next year could allocate a portion
of the money for Christmas decorations; that she knew how
hard it was and how hard the people in the Chamber of
Commerce had worked asking over and over of the few merchants
for the various things that were promoted.
Councilman McCaron stated he thought there was an item in
the Chamber budget for Christmas lights.
Mr. Parker stated it was an offset item by the merchants;
that there was $2,000 budgeted; that Temple City was
expending $7,400.00 for Christmas decorations.
As there were no objections, Mayor Crites instructed that
this matter be held over to the next regular meeting.

City Clerk Balkus presented a letter from Mr. and Mrs.
Frank Mamone and Mr. and Mrs. Don Gair dated October 12,
1965, regarding Z-274, requesting reconsideration and
asking that the City Council initiate a new public hearing
including the back portion of the property.

City Attorney Flandrick suggested that the City Council
defer action on this matter until Resolution No. 65-160
was considered; that if the Council wished to accept the
proposal of reconsideration by new hearings it would be
a City Initiated zone change as such; that he suggested
if the Council intended to do this that the present case

notices from the Planning Commission.

Councilwoman Gregory stated that the City Council had
considered the request for C-2; that it was spot zoning
and many other things entered in; that she would hate
to think that in the Council's action of reconsidering
and initiating a new public hearing that the Council
would be putting the staff in a rather embarrassing posi-
tion of not being able to do their work correctly and she
could not go along with that; that she was quite sure the
Planning Director had offered to the Planning Commission
all that was necessary and they ruled on what they had on
hand; that she did not go along with the new public hearing;
that if the applicant withheld something at the beginning
she felt this was their mistake not that of the City's.
The motion on the floor was read back.
City Attorney Flandrick stated, in his opinion, it was
Councilman Adair's intent to have the Planning Commission
conduct the public hearing as a City initiated Zone change for the
entire parcel; that if he understood correctly Councilman
Adair wished to bring to the Council's consideration right
now Resolution No. 65-160 to consider clearing off this
case now by denying it; that thereafter it would be the
Council's pleasure as to whether the Council wished to
initiate a zone change for all of the property on that
corner; that the action to follow this through would be to
adopt Resolution No. 65-160 clearing off Z-274, thereafter
to initiate, by motion, a direction to the Planning Commission
to set for public hearing the question of shall all of the
property in that area including the back piece be rezoned
as requested; that the motion on the floor at present was to
bring Resolution No. 65-160 on the Agenda at this point for
consideration.

City Attorney Flandrick stated this concluded Z-274.
COUNCILMAN MOREHEAD MOVED THAT THE CITY COUNCIL INITIATE
A ZONE CHANGE WHICH WOULD GO BEFORE THE PLANNING COMMISSION
FOR A PUBLIC HEARING FOR ALL OF THE PROPERTY AS DESCRIBED
IN THE RESOLUTION NO. 65-160) PLUS THE REMAINING PORTION
OF PROPERTY OWNED BY THE SAME APPLICANT TO THE REAR OF
THE PROPERTY UNDER CONSIDERATION IN Z-274.
Councilwoman Gregory stated she felt the Council was rushing
into something; that she had not been satisfied in her mind
why this had been brought up to the Planning Commission in
such a way that it was misunderstood and the Council had to
work on it in such a way; and now the Council was back
initiating a new public hearing; that it was not presented
correctly in the first place; that she had no reason to
believe that this was not what they wanted in the first place
and she did not know why the Council was initiating a public
hearing for these people.
Councilman McCaron stated as far as he was concerned it was
not just the isolation of the one lot that he was against
on this zone change; that he had expressed his views at
the time it was brought up the first time and he still was
opposed to the zone change in its entirety with regard to
any further study on it; that he had stated that the zone
change was premature; that the zoning was not contiguous
to any other zoning of the same type in the area; and that
the entire parcel was being opened up to all C-2 uses which
in their place on that particular parcel as it sets was
not, in his opinion, good planning.
Councilwoman Gregory stated there was no reason for the
Council to believe that the C-2 or R-3 should be designed
to this particular section; that it could be and remain
R-I; that there was such controversy on this; that perhaps
all of Baldwin Park Boulevard should be under study by
the Planning Commission considering the best land use so
that this Council would not run into this time and time
again.
At the request of Mayor Crites the motion was read back.
Councilman Adair stated the only reason he was opposed to
the zone change before was because it was creating an
easement right which the City was strictly against and
an inside lot.

City Clerk Balkus administered the Oath to those in the
audience desiring to be heard during the meeting.

Mayor Crites stated since so many people had expressed
a desire to speak on matters before the Council this
evening it would be necessary to limit the presentations
to a maximum of five 5) minutes; that he hoped that only
new information would be presented.
00-
City Clerk Balkus announced that the hour of 8:00 p.m..
having. arrived that it was the time and place fixed for
a public hearing on Z-275, an appeal from denial of
the Planning Commission, an application submitted by
California Property Brokers, Ltd., G. A. Nesseth, Presi-
dent for a zone change from Zone M-I light manufacturing)
to Zone R-1 single family residential) or less restric-
tive zone, the parcel being triangular shaped and located
at the northwesterly part of the City abutting the Ci~y
of Irwindale.
Proper publication, postings, and mailings had been
accomplished.
Planning Director Chivetta presented a resume of the case
stating that the Planning Commission had adopted Resolution
No. PC 65-41 on September 22, 1965, denying the reclassifica-
tion from M-I to R-I. He pointed out the map on the wall
showing the existing zoning.
TESTIMONY IN BEHALF OF THE REQUEST WAS CALLED FOR BY MAYOR
CRITES.
Mr. Gino J. Bruno stated he was an Attorney with Boller,
Suttner and Boller located at 50 North First Avenue,
Arcadia, representing the applicant, Prudential Savings
and Loan Associatiofi, the owner of the subject property.
He stated most of the surrounding area was M-I property;
that the land marked A-I to the upper right of the map on
the wall was land which had been purchased for school
purposes which would be the new Olive Street School; that
the design was to build 165 homes in that area if the zone
change was approved; that this property had always been
M-1 property until 1963 when the City Council of the City
of Baldwin Park in its sound foresight he thought changed
that zone classification to R-I; that at this point Prudential
Savings and Loan purchased the property with a view toward
ultimate resale and financing of that property; thereafter a
referendum was initiated in the City of Baldwin Park and
the people spoke and with a close vote the property was
returned to M-1, light manufacturing classification; that
testimony would be presented tonight by at least two brokers
who would demonstrate he hoped to the Council's satisfaction,
that all attempts to utilize this property as M-I have
failed; that they recognized the desire of the people of
the City of Baldwin Park; that they recognized the desire

of this Honorable Body; that they had tried to utilize this-
property as M-t and had been unable to do so; that the reasons
that would be suggested were for instance limited access,
there was no rail service to that property, there was in-
sufficient water coming to that property for industrial uses,
there might be a soil problem for purposes of this nature;
that as a matter of fact there would be testimony presented
showing that one particular developer who examined some six
parcels of property just yesterday discovered this particular
parcel of property to be the least attractive for industrial
uses; that all of these frustrated attempts to utilize this
property as M-I he thought demonstrated that there was a need,
there had been a change in the times, there was a need now,
there should be a logical extension of this residential area
which surrounds this property, and that there should be a
change at this point; that there were questions raised by
residents of the City of Baldwin Park with respect to the
impact of school taxes; that if 165 homes were constructed
in this area obviously children would be coming up; that
he had discussed this matter with Mr. Howard Sutterfield,
the Assistant Superintendent in charge of Business Services,
Baldwin Park City School System, and he had given him some
figures; that overall in the City of Baldwin Park there were
approximately 1.07 children per dwelling unit ages kindergarten
through 12th grade; that as far as they were concerned obviously
this was an unrealistic figure because there were some fine
senior citizens residing in the City of Baldwin Park who did
not have children of school age residing with them; that they
had found that a comparable area was in the Americana Tract
which contained 173 homes; that there were approximately 1.2
children kindergarten through 12th grade in that area; that
to cover any errors they would assume 1.3 children per
dwelling unit in their area; that Mr. Sutterfield told him
that it costs $427.00 on the average for the education of
one child for one year in the grades kindergarten through
12th grade; that 165 houses times 1.3 children per home times
$427.00 to educate each student was $91,800.00+; that 2/3
of the cost of education came from the State of California;
1/3 only was paid by the local taxpayers; that 1/3 of the
$91,800.00+ figure was $30,602.00; will this be a burden to
the residents of the City of Baldwin Park; they submit that
it would not be; why, because income would be derived from
this area alone which would offset this figure; that the
proposed selling price of these homes and therefore the fair
market value would be somewhere between $19,000.00 and
$22,000.00; that a conservative average would be $20,000.00;
that the County Tax Appraiser Mr. Philip Watson appraised
this property for tax purposes at 25% of the fair market
value and therefore $5,000.00 they would assume would be
the assessed valuation of each parcel of property; that Mr.
Sutterfield told him that the tax rate per $100.00 assessed
valuation was $3.81 per $100.00 assessed valuation; that
$3.81 times $8,250.00, $8,250.00 was 165 homes times the
assessed valuation of $5,000.00 which totaled $825,000.00
which was $8,250.00 times 100; that 3.81 times $8,250.00
equaled•$31,432.00; that therefore the revenue to be
derived from this parcel of property would exceed the cost
of educating the children which would be produced in that
area or that would be moving into that area; that the Valley
View Mutual Water Company was, at the present time, constructing
a six hundred 600) foot well on Center Street; that Valley
View Mutual could and they proposed to construct another
six hundred 600) foot well; that the design was that there
would be a twelve 12) inch water main running down north
to south on the outskirts of their property with one I)
eight 8) inch lateral across Olive and other six 6)
inch laterals; that this would create at least one hundred
100) pounds per square inch of water pressure certainly
sufficient for residential uses; that sewers were available
and presented no problem; that access to this property lends
itself more to residential use than to commercial or light
manufacturing use; that they submit that it was better to
have passenger cars within this general residential area

rather than commercial vehicles; that it had been shown
that it costs less per capita to provide fire protection
in a residential area rather than a commercial area for a
variety of reasons chiefly two of which were that fires
were reported earlier especially in the evening and
secondly severity of the fires were not as great in a
residential area; that they were prepared to show that
flooding was no problem in this area; that there would
be presented to the Council this evening by the developer,
Mr. Nesseth, renderings showing the type of homes that
were proposed to be constructed in this area; that they
would also show, if the Council's interest suggests it,
a tentative map showing the design, the overall layout,
how the roads would look, where the houses would be
constructed and so forth; that they respectfully submitted
that since this M-1 classification went into existence
Prudential and its predecessors had tried to utilize this
property as M-I; that no interest by commercial users had
been generated; that so long as this property remained M-I;
at least with respect to the foreseeable future, this
property would not generate revenue; that there was a tract
of land lying somewhat to the northeast of their property
which was M-l; that this was property on Live Oak; that it was
still M-t; that it remained M-I; that with respect to possible
taxes, and they were well aware of the tax burden, the
revenue produced by this area would offset the cost; that
by changing this area to R-I obviously new residents were
going to come into the area; that it went without saying
that new residents coming into the area would generate more
activity among the local merchants; that they respectfully
appealed to the Council to allow them to help beautify the
City and to produce revenue.
Mr. Ben Riley, R. A. Rowan & Company, 458 South Spring, BEN RILEY, R.A.
Los Angeles, stated this property came to him approximately ROWAN & COMPANY,
the first of July 1965; that he handled large pieces of 458 S. Spring, L. A.
commercial and industrial acreage as well as industrial
buildings; that he had submitted and shown this property
probably no less than eight to ten times to different
people; that they all came back with the same answer
that they were sorry it was a nice flat piece of property
but there was just too many problems for them; that the
industrial developer's main concerns were the availability
of rail which this property had none, the availability of
access which this property did not lend itself to very
well, the access being off Rivergrade Road was somewhat
limited for industrial use and they could not bring their
heavy trucks and equipment back to the residential area
on the right". He told of a gentleman that he had shown
the property to on October 20, 1965, stating that his first
reaction was where did he get the soil for dock high building;
how did he get into the property with trucks and where was
the rail for his users; that in order to make this property
come up to even mote expensive property considerabie amount
would have to be devoted to it bringing the per acre cost
much above the value of the actual lend; that he was afraid
when developers got Into the problem they would have more
problems than appear on the surface of the ground; that
one other thing that seemed to be a*problem was the lack of
industrial development in the immediate area; that this was
a sign that most developers looked at; that the City of
Industry was a center of industrial activity.
Mr. Tracy R. Bousman, 45 West Longden Avenue, Arcadia, stated TRACY R. BOUSMAN,
he would call to the Council's attention the fact that there 45 W. Longden Ave.,
was now in the records of the Planning Commission an Arcadia
industrial approved tract for development of this property
which was brought in and approved by both the Council and
the Planning Commission some year and one-half ago; that this
was the map upon which the large industrial brokers in Los

Angeles County had been working for the last year and one-half;
that the result had been negative from all of them; that the
property had been shown repeatedly; that he had shown it
several times; that they had it in escrow at one time for
a short period of time but the problems that exist that had
been enumerated, which he would not repeat, were such that
it was not usable as industrial property under the present
circumstances; that as residential property it had a lot
of assets and a lot of recommendations; that if there were
any further questions he would be glad to answer them
but he did not want to repeat what had been gone over so
many times.
Mr. Gus Nesseth, 4935 North Center Street, Baldwin Park, GUS NESSETH, 4935
stated he was one of the developers on the property. N. Center St., B.Pk.
He showed colored renderings of the proposed entrance
to the property and tentative proposals on the exteriors.
He stated they proposed to put in houses that he thought
would be an asset to Baldwin Park; that there was a good
demand for new homes here; that in the past two years they
had built sixty-three homes here; that they had sold
readily; that they tried to build a real good product;
that they intended to put in a tract of homes that would
really be something worthwhile; that they would be three
and four bedrooms; that they did not plan on going two
stories; that they planned on building good one story
homes from about 1250 square feet to possibly 1500 square
feet; that they would sell in the range of $19,000 to
$22,000; that they felt this property was right for develop-
ment; that it was contiguous to R-1; that they had four
entrances to the property which gave good circulation throughout;
that they had a tentative entrance down from the property
down through the M-I onto Los Angeles Street where they
would have their drainage; that they had access to the
schools; that a school was proposed to be built by the
fall of 1966; that the overflow from the tract into the
schools had been indicated to them that this would not be a
problem; that they planned to build this in about four
increments of thirty to forty houses so it would be built
over a period of about three years; that this would ease
the influx of people so they would not come in all at one
time; that they felt the type of people that they sold to
would definitely be buyers in Baldwin Park as far as in the
City; that the local merchants would definitely derive benefits
from this; that it had been brought to his attention that 118
school teachers had come into Baldwin Park this fall; that
they were given a cooks tour of the City; that a number of
questions from the teachers came as to where the good resi-
dential area was; that he thought there was probably some
tongue in cheek type of answers given to them; that he knew
the people who conducted the tour had problems taking the
tour to the better areas; that it was hard to take new
teachers into an area, show them three to five new homes
in an area among a group of shacks; that the Council knew
as well as he did that the chicken coops and shacks had to
be cleared out and develop a silk purse out of a sows ear";
that this piece of ground was large enough to do something
with; that it was sort of a last frontier as far as building a
large group of homes that could really become an asset to
the City; that a lot of the information had already been
given as far as the particulars and statistics; that good
homes were needed in the area; that he solicited the Council's
good will as far as this type of a project was concerned.
Mr. Howard Sutterfield, 3779 North Foster, Baldwin Park, HOWARD SUTTERFIELD,
stated it was not his purpose to testify for or against; 3779 N. Foster, B.Pk.
that he had been quoted this evening and accurately he
would like to say; however, he thought a misconception
had been created as a result of the testimony that had been
given; that first of all the tax rate in Baldwin Park exceeds
$3.81 for school purposes; that this figure was arrived at
because it related directly to the direct cost of education
in Baldwin Park; that the cost of education was computed on

the first eight categories in the budget and it was for
last year $427.00 per student; that this did not include
capital outlays and this type of expenditure; that they
computed the entire cost of education on the same basis
that any other school district did; that these were turned
into the County Superintendent of School's Office for
comparative purposes; that the capital outlay expenditures,
sewer assessments, new construction and so forth was not
included in that current cost of education; that the $3.81
tax figure was arrived at by taking the tax figures that
relate directly to the current cost of education; that
he thought that would clarify that part of it; that his
personal feeling was that the school situation was being
over emphasized in this consideration; that he personally
felt that this was not the proper criteria to evaluate
the situation; that for further clarification that to his
knowledge the school district had not taken a position
on this nor did he expect them to.
Mayor Crites stated to keep the record straight the tax
figure that was quoted was only for schools; that it did
not reflect the entire City tax.
Lucille Akin, 13521 Dunia, Baldwin Park, stated she was LUCILLE AKIN, 13521
very much in favor of the new'homes going in; that she Dunia, B.Pk.
had owned three homes on this street in the past seven
years; that all of the area behind them had been a catch
all for trash of every description and hot rodders up
and down there; that there had been a number of prowlers
in the area; that she had had two robberies in her home;
that she believed this would be a great asset to all in
that area; that she would say that 97% of the people on
Norco and Dunia were home owners; that everyone of them
had tried to make a nice area out of it; that she felt this
addition would increase their property values a great deal;
that she had seen the homes that had been built by this
company and they were lovely.
Mr. L. E. Ferguson, 4490 Cutler, Baldwin Park, stated he L.E. FERGUSON, 4490
was a local builder; that they were very familiar with this Cutler, B.Pk.
particular piece of land; that his testimony was not in
favor or against; that he merely wanted to comment; that
he thought that we" should all realize that Baldwin Park
was not just simply Baldwin Park anymore; that we" are
just about to get on the map; that Baldwin Park was
getting hospitals, convalescent homes and everything was
looking better in general; that consequently there would
be professional people moving into Baldwin Park; that
there would not be maybe so many transient people as
in the past several years; that' he thought this last
frontier area as Mr. Nesseth called it should be considered
a silk stocking area so to speak, a nice, beautiful area
with 7500 square foot lots; that he was suggesting to the
Council that if they did see fit to rezone this property
that there should be some control over the lot sizes; that
Baldwin Park should get away from the minimum lot sizes
that Baldwin Park had experienced for so many years that
brought on all of these easement lots and some of the shacks
that Mr. Nesseth feferred to that exist now; that if Baldwin
Park was going to have a nice area this was about the only
area for it and he thought if the Council saw fit to approve
the zone change that the lot sizes and the homes sizes should
be restricted; that he did not think that anything under
1600 square feet should be considered there because we
are" presently building 1600 square feet on fifty 50) foot
lots and not having problems selling them; that the demand
was good; that he solicited the Council's consideration of
his suggestions.
Mr. J. G. Fry, 4645 Norco Avenue, Baldwin Park, stated J. G. FRY, 4645
that health wise he thought it would benefit many people Norco Ave., B.Pk.
in Baldwin Park; that he was speaking for several in the
audience who suffered from time to time from asthmatic
conditions from rock dust including his wife and three year

old child; that in fact their home was going up for sale;
that they had to move to get out of this condition; that
he believed after the area had been developed it would
benefit a lot of people health wise, financially as far
as increase of valuation of properties; that M zoning
would deteriorate the property more than anything else;
that he did not know and had no interest in the company
that was putting in these homes; that if he could maintain
his property he knew he would derive several thousand
dollars more than he would be able to get selling it next
year; that the area did need beautification; that he thought
the City would derive more taxes if this area were built
up with homes than from business; that as long as the tax
structure of Baldwin Park was as high as it was business
would shy away from it.
TESTIMONY IN OPPOSITION TO THE REQUEST WAS CALLED FOR BY TESTIMONY IN OPPOSI-

Mr. James Q. Gibson, 13268 Francisquito Boulevard, Baldwin JAMES Q. GIBSON,
Park, asked if Prudential owned the property at the time 13268 Francisquito
this was up before the Council before and resulted in a Blvd., B.Pk.
referendum.
Mr. Bruno stated he could verify this with the Executive
Vice President of Prudential who was present this evening
but if he was not mistaken he believed that the Prudential
Savings & Loan Association acquired the property after the
change from M-I to R-I but prior to the referendum.
Mr. Gibson stated he was trying to determine whether this
was strictly a matter of speculation on the part of Pru-
dential after the people had turned it down by a vote;
that he would like to bring up something that was brought
up last time this came before the Council. He asked
Councilman Morehead if the adjacent M-2 property in
Irwindale which was directly adjacent to the property
in question was part of the gravel pit operations.
Councilman Morehead stated not to his knowledge; that
gravel operations were only allowed in Q" zones; that
there was no Q" zoning immediately adjoining this property
and not according to the map he had in front of him.
Mr. Jack Baker, 13433 Benbow Street, Baldwin Park, asked JACK BAKER, 13433
if they" owned all of the property that they" were trying Benbow St., B.Pk.
to change from M-I to R-1.
Mr. Bruno stated the subject of this appeal covered
property owned by Prudential Savings and Loan Association.
Mr. Baker asked if the property under the high line was
A-1 or M-I.
Planning Director Chivetta stated that the map which was
a composite of a Brewster map showed the property imme-
diately under the high line as R-I.
Further discussion followed wherein Planning Director
Chivetta stated that horses were not a permitted use in
the R-l; that if Mr. Baker had horses there now and was
using the property for horses he had a legal nonconforming
use; that the term of legal nonconforming use was only
applied to structures and not to animals; that the City
had taken this under consideration and had classified
horses and other animals as legal nonconforming use for
a period of x" number of years and then the property
would have to;conform to the present Code.
Further discussion followed wherein Mr. Baker stated he
had understood it was R-I to the right-of-way on the high
line.

Councilman McCaron stated that it would appear that if this
property was in distress as far as being M-I tone was
concerned, certainly the property adjacent to it that was
in the City of Irwindale on both sides of it must be
possibly in the same position; that it would appear and
he would like to make a suggestion that possibly before
any action was taken on this that the City of Irwindale
be contacted and see what type of cooperation might be
expected from them as far as future development of the
area that they had under their control.
Councilwoman Gregory stated she found Councilman McCaron's
suggestion very fine; that Planning Director Chivetta
appeared before the Irwindale Planning Commission at the
Council's request to speak against an oval track which
was proposed to be adjacent to the proposed new homes;
that in talking to Planning Director Chivetta he had a
doubt in his mind as to what the Irwindale City Council
would do with this; that unless Irwindale did cooperate
in changing the zone which was adjacent to the subject
property, she did not feel the Council could take any
action unless the Council denied it.

improvements; that he personally felt, this would definitely
help the general health and welfare of the City of Baldwin
Park; that it would also enhance the beauty and help in
progressive action and he believed it would be one of the
greatest strides for the prestige of Baldwin Park.
Mr. Jack H. Stafford, 15072 Root Street, Baldwin Park, JACK H. STAFFORD,
Coordinator of the project, stated their group believed 15072 Root St.,
that this would be a tremendous asset to the community. B.Pk.
He showed a rendering stating the building would be made
out of slumpstone; that the pharmacy would be off to the
left with a drive-in window; that immediately on the other
side of the arcade would be a series of three windows for
the coffee shop; that this would be comprised of twenty-
five suites with the administration; that there would be
a general lab, general x-ray, orthodontist, oral surgeon,
three dentists, the rest general practice physicians and
specialists as they arrived; that this City was in dire
need of more doctors. He showed a rendering of how the
development would be arranged showing parking spaces, a
six foot well all the way around the property, a central
patio area with seating capacity and a fountain. He showed
a rendering of the center patio. He stated they had the
the land; that they had dedicated the street to the City;
that they would proceed with the project with all City,
requirerrents'met; that they had talked with the owors of the
church property and they felt this development would be the
type of structure.that.would be an asset to the community
especially around-them; that after 6:00 tp.m.) there would be
no one there to disturb the R-i area and during the day the
traffic flow was not going to be that heavy; that.there would
be lighting to protect the building but it would be the
type of lighting that would not shine into any of the other
residential areas adjacent tb it or into the church area; that
the Council had before them testimony that the Planning Commission
had already heard.

Mr. A. G. List, Glendale, stated he was the Administrative A. G. LIST, Glendale
Assistant for Regency Park Incorporated, the builders of Administrative Asst.
the new medical center on North Maine Street and Ohio; that for Regency Park Inc
they had started building the one hundred bed convalescent
hospital; that they were going to build a one hundred and
fifty bed general hospital in front of it and a twenty-eight
suite medical office building; that those who had seen
their colored rendering at one of the previous meetings
could appreciate what this would mean for Baldwin Park;
that it would be an expenditure of over $4,250,000.00;
that they were not here to discuss the merits of the zone
change and they were not here to represent Loma Linda
University but at a hearing held previously it was indicated
by the coordinator of this particular project that Loma Linda
University was backing this project financially; that this
they wanted to clarify because it was an untruth that was
brought to the public's attention.
City Attorney Flandrick at this point stated that he
had listened to a summary of this evidence before the
Planning Commission as well and it was his opinion then
and now that it had nothing to do with this zone change
case; that the applicant in this case was Mr. Cole and Mr.
Colwick represented by Mr. Stafford and Mr. Angelo and the
question of who was financing it or anything of the sort was
completely immaterial to the question; that the question
before the Council was shall this property be rezoned.

Mr. List stated he wanted to bring it to the Council's
attention so that the Council was not living under the
misnomer that Loma Linda University was going to finance
this project; that they had no opposition to the zone
change as such but statements were made before Planning Commission
in public to that effect.

Mayor Crites stated he had seen the documents on this
subject so he was aware of the conditions of the financing.
Mr. List stated they had been asked by Loma Linda to tell
the Council this this evening; that they did have people
at Loma Linda who were not aware of what happened at the
other meeting.
Mayor Crites asked Mr. List if he was an authorized representa-
tive of Loma Linda.
Mr. List stated no but that he wanted the Council to be
aware of what was going on.
Discussion followed.
Mayor Crites asked if Mr. List was offering testimony in
favor of the zone change or in opposition of the zone change.
Mr. List stated he got up in opposition because he wanted
to bring these facts to the Council.
Mayor Crites stated he did not believe the facts presented
were either in favor or in opposition so he would stand on
the City Attorney's recommendation that the Council not
consider this testimony as a part of or relevant to the
hearing.
Mr. Stafford stated he did not believe he needed a
rebuttal; that the gentleman made a statement and it was
not taken in evidence; that he would be glad to answer any
questions.
Councilman McCaron asked if the applicants were to be the
builders.
Mr. Stafford stated, the applicants being Cole and Colwick,
yes they were buying the property and it was still in
escrow and it should be out shortly; that then they
would be building.

City Clerk Balkus announced that it was the time and place
fixed for a public hearing on AGP-20, an application
initiated by the Baldwin Park Planning Commission to
initiate a proposed amendment to the Comprehensive General
Plan, Community Design Study, for the City of Baldwin
Park with regard to realignment, widening, or vacation
of certain thoroughfares major, secondary and local
streets) within the Central Business District of the City.
Proper publication had been accomplished.
Planning Director Chivetta presented a resume of the
case stating that the Planning Commission had adopted
Resolution No. PC 65-42 on September 22, 1965, recom-
mending that the City Council concur with the Planning
Commission and emend the Cites GeMral Plan to refiett
the alignment of Ramona and Baldwin Perk Boulevards as
shown on Study Plan No.2 prepared by Lampman and Associates.
TESTIMONY IN BEHALF OF THE REQUEST WAS CALLED FOR BY
MAYOR CRITES.
Mr. Charles Stapleton stated it was their pleasure
to appear before the Council in the first part of September
at which time the Council looked at some six alternatives
for the modification of the street and highway system in
the central portion of the community; that Study 2 had
been recommended by the Planning Commission to the Council;
that Study I was also before the Planning Commission;
that Study 2 had these major elements; that Baldwin Park
had been realigned to attach to the southerly prolongation
of Sierra Madre Avenue; that the Southern Pacific Railroad
Tracks had been removed on the plan and in its place Ramona
Boulevard as an extension of Badillo Street and on to the
west had been proposed; that on the north and the southerly
portion of this alignment the service roads would not only
provide access to the shops and businesses but also would
provide automobile parking; that there were conventional
four-way intersections where Sierra Madre and Baldwin Park

Boulevards cross the newly aligned Ramona Boulevard and also
where Pacific Avenue and Maine Avenue cross Ramona Boulevard;
that the same was true with Railroad Street, Bogart Avenue
and farther to the west; that the street pattern to the west
of the City Hall southerly of Ramona Boulevard had been
realigned in order to provide a better and more efficient
street system; that at the Planning Commission Meeting
on September 22, 1965, they made two comments; that Study
2 proposed whole and efficient utilization of the central
area of the City; that Study 2 also proposed the reorganiza-
tion of the street system so that the traffic destined for
downtown businesses would not be in conflict seeking only
to pass through the central area; that this arrangement
would be a great benefit to the local shops and merchants
and would in no way prevent the interrelationship of these
two traffic patterns; that certainly serious consideration
would be given to a part of any revamping of the street
system in the central part of the City and would include
a sound program of City beautification through landscaping.
He showed three schematic renderings to illustrate how this
could take place; the first one showed the realigned Pacific
Avenue to the south of the newly realigned Ramona Boulevard;
the second rendering was a picture of how the service roads
could appear with the beautification program; the third
one showed the consolidated parking where Pacific Avenue
had been realigned, the parking had been regrouped and made
more efficient; this showed the medical building where it
was and the new store facades which were the rears of the
stores and shops on Ramona Boulevard. He pointed out the
aerial photograph stating it was the same as Study 2; that
it had an overlay on it showing Baldwin Park Boulevard,,
Sierra Madre Avenue, Pacific Avenue, Maine Avenue and
the realigned streets to the south of Ramona Boulevard.
TESTIMONY IN OPPOSITION TO THE REQUEST WAS CALLED FOR BY
MAYOR CRITES.
Father John G. Flack, St. Johns Catholic Church, 3963
Baldwin Park Boulevard, Baldwin Park, stated he was
speaking concerning the junction of where Sierra Madre
would come onto Baldwin Park Boulevard; that generally
speaking he found pleasure in the design that had been
outlined with the one reservation; that the property
at 3963 was occupied by a group of nuns who taught in
their schools; that their position was a little bit in
jeopardy at the moment because after extensive conversa-
tion with Mr. French and Mr. Chivetta and several of the
staff he was unable to obtain specific footage with
regard to the encroachment that would be made in the
swerve of Sierra Madre into Baldwin Park Boulevard;
that the general impression was that it would come within
forty 40) feet of the rather pretensious home that had
been formerly occupied by Dr. Jock, now occupied by the
sisters; that his question was, after consultation with
the archbishop's office whether or not the incroachment
was necessary inasmuch as there were indications of the
swerve coming across the complete frontage of the property
in such a way as to give a very diagonal approach to the
property, cutting off much needed depth and in due time to
not only cause the property to become lessened in value
or at least not as usable for commercial purposes; that
it was not his purpose to retain the present building as
a residence for the sisters for too many years; that they
proposed to build a convent next to the school; that the
uncertainty in his mind and in the minds of others was
the lack of specific footage, the lack of complete descrip-
tion as far as how much of the property would be cut off,
and the possible detrimental effect to the property if and
when this road was realigned and camp through now what was
the Baldwin Park Boulevard frontage of the entire property;
that he registered no protest; that as he had said he was

delighted with the general appearance of the layout and
congratulated the engineers who did it but he had the
feeling that maybe the encroachment upon the property was
not quite as necessary as they thought and perhaps a little
further study and a little more consideration for the
general contour of their property would be in order and
therefore he had presented these few details in the hopes
that a very suitable arrangement could be made for both;
that he wished to assure the Council that he would cooperate
with the Council 100% because he wanted this town to be a
wonderful, homey, beautiful City.
City Attorney Flandrick stated this was in fact merely a
Master Plan and before any details were gone into in terms
of acquisition certainly more specific engineering plans
would be prepared which would take in the cost of acquisition,
the effect upon properties, and the like, to the particular
property lines; that if this plan was approved by the Council,
it was not necessarily the final plan for the connection of
these two streets.
City Engineer French stated a program was needed; that after
the City had a program, surveys and specific information
could be obtained; that it was known from aerials that
the closest point to the building would be forty 40)
feet from the property line but the City would not take
anymore property than was necessary to meet the requirements
of the State Division of Highways; that there would be a
minimum amount of expenditure.
Mayor Crites asked Father Flack if he understood the City
Attorney's remarks that this was part of a plan rather than
the specific.
Father Flack stated what he was trying to steer clear of
was any committment as to the precise arrangement as to
the design; that if this was to be in any way a final
decision that it should bear a little clause of more
consideration on the specifics.
As there was no one else in the audience desiring to speak PUBLIC HEARING
in behalf of or in opposition to AGP-20, Mayor Crites declared DECLARED CLOSED

Chief Administrative Officer Nordby reviewed his report
concerning ambulance service stating that he had supplied
Mr. Caproni, who had appeared at the last meeting, with
a copy of the report and some of the supplemental material.
He stated that the report he had prepared while it was quite
lengthy, was still not complete; that he had excluded the
operating and maintenance cost of ambulances and also did
not compute the cost of the service if smaller equipment
were to be used.
Councilwoman Gregory stated this was a fine report of
twenty-one pages including a booklet on the emergency
aid program of Los Angeles County; that in reading it
over very carefully it raised quite a few questions in
her mind as to the adequacy of the ambulance service
in our area and the procedure used; that before she went
on she wanted to know if the other Councilmen had such
thoughts also.

Councilman Morehead stated he had studied Mr. Nordby's
report; that about the only conclusion that he had arrived
at at this particular moment, not withstanding what Council-
woman Gregory might have to add, was to request the Board
of Supervisors to make another study later than 1963 and
see if they agree that the services were adequate or in-
adequate and if not provide better and more adequate service;
that at this time he did not think he would consider going
into a City ambulance program until it was found out what
the County would suggest or recommend or do toward providing
better service.
Councilman McCaron stated from the report that the Council
had, and comparing it to services in other areas as this
report had, it would appear that the service that the City
had at the present time was adequate; that there might be
instances where it might appear that it was not.
Councilwoman Gregory stated the report pointed out that
the City was growing in population but she questioned whether
there was proper ambulance service being given to the citizens
because of the growth; that the report stated there were
three ambulances to serve Covina, West Covina, La Puente and
Baldwin Park; that figuring up this population it came to
167,000 people and including the unincorporated areas it
would be quite a bit more; that the report stated there
were seven ambulances to service Wichita Kansas; that she
had looked up the population of Wichita and it was interesting
to note that that population was 166,000; that the report
also stated that the ambulances that serve Covina, West
Covina, La Puente and Baldwin Park also make occasional
runs outside of this area; that there might be something
to offer to the County Board of Supervisors that they base
theirreport on the growing population including all four
cities; that she was pleased that Mr. Caproni had appeared
before the Council; that she was not considering that the
City go into the ambulance business but she thought a
reevaluation of the problem was needed.
Mayor Crites instructed the Chief Administrative Officer
to contact the Board of Supervisors to evaluate the amount
of service compared to the population.
There were no objections.
Further discussion followed regarding the Police Officer's
responsibility in evaluating the seriousness of the
injury when calling for an ambulance; that the ambulance
service had to be geared to peak demands; that there were
mutual aid agreements between Crippens and the other two
services in the area.

Chief Administrative Officer Nordby presented Resolution
No. 65-165 stating this resolution would take the initial
step in creating a lighting district, the boundaries of
which would be coterminous with the City boundaries; that
this followed the action taken several weeks ago in with-
drawing from the two lighting districts that the City was
in, effective July 1, 1966.
Special Counsel Charles Martin stated this assessment
district proceeding would be called a 1919 Act; that tonight
the resolution before the Council would commence the pro-
ceedings; that if all went according to plan the completion
of the project should take approximately sixty to ninety
days; that the first resolution called for the rendition
and preparation of a report by the City Engineer or an
Engineer of Work to be selected by the City Council; that
the report would come back at a later date and then on the

at that protest hearing the decision to go ahead or not
to go ahead would be made; that the Council would have to
decide tonight or at a later date whether to have the City
Engineer prepare that report or have an outside consultant;

tonight or at the next meeting whether the assessments for
the lighting district should be spread on an assessment
basis as had been done before in past districts or Whether
they should be taxed in the form of a property tax; that
this would be taxed separately from the regular property
tax of the City; that this resolution was in order to start
the proceedings and in approximately sixty to ninety days
from this evening it would be completed.
Chief Administrative Officer Nordby stated as long as It
was in the resolution that the City Engineer was named to
prepare the report would this confine the preparation of
the report to the City Engineer.

named but an outside consultant could prepare the report.

Special Counsel Charles Martin explained for the benefit
of the people and the press that the Special Counsel and
the City Attorney agreed that this was a fine proceeding;

over their lighting facilities not now available to them

rule and local control of the lighting facilities of the
City.
City Attorney Flandrick stated as he understood the Council
was planning to have an adjourned meeting October 26th to
discuss certain matters with the Planning Commission; that
at that time the City Engineer proposed to recommend a
consultant to the Council on this matter; that he suggested
the other matter regarding the assessment could be deferred

Chief Administrative Officer Nordby reviewed his report
regarding house moving and relocation permits which
suggested that a ninety day moratorium be declared to
permit the staff to consider the existing provisions of
the Municipal Code with reference to relocation applications,
to determine whether either one of two courses should be
recommended to the Council, to-wit: 1) the outright pro-
hibition of relocation of buildings and structures within
the City, or 2) a qualified permission for such structures
subject to conditions which should be set forth in the
ordinance as firm statements of policy by the City Council.
He stated if the Council concurred they had before them
an ordinance of an emergency nature.
Councilwoman Gregory stated she agreed with the Chief
Administrative Officer that a moratorium was necessary;
however she felt this ordinance fell in the realm and
duties of the Planning Commission and suggested that this
study and revision of the ordinance involving relocations
be made by the Planning Commission working with the City
Attorney and the Chief Administrative Officer and that
the revision come as a recommendation from the Planning
Commission. She suggested inserting in Section I c)
the duly appointed Planning Commission, City Attorney, and
Chief Administrative Officer; and in Section I d) next
to the last line strike staff" and insert Planning
Commission". She stated if these amendments were acceptable
she would concur with the ordinance.

that if nothing else it was certainly true that the present
Code provisions require a revision; that the question was
just exactly what direction that revision should take; that
he would think between the staff and the Planning Commission,
within the period of time set forth in the ordinance for this
moratorium they could come up with concrete recommendations
and proposals on the matter.

someone had pushed a panic button; that he could not
comprehend the purpose or the need for a moratorium. He
asked if this could be discussed to a greater extent than
it had to get some clarification on this. He stated it
was his impression that the Planning Commission had been
adequately handling this situation; that there had been
approvals and denials but he was not aware of any rush of
move ins that were going to jeopardize the City; that he
would point out that he was not of the opinion that this
was necessarily degrading; that the structures were inspected
by the Building Department and must be brought up to
acceptable standards and adequate funds provided on deposit.

being given the consideration that he felt it deserved; that

Councilwoman Gregory stated she supposed it would be a
shock to anyone sitting out in the audience but she believed
that the City Attorney could explain the reason for this
and the need for the revisions.
City Attorney Flandrick stated the present Code provisions
were inadequate in that they conflicted with one another;
that they did not clearly spell out standards to guide
the Planning Commission and the staff or the Council in
determining whether a permii- should be issued or not; that
the Code needed revision as evidenced by the last herring; that
the Planning Commission had difficulty with this and the
Council had difficulty with the case as witnessed by the
fact that there were approximately four hearings; that the
Planning Commissions' determination on this matter was
based upon, as he recalled, the age of the building which
he did not think was particularly relevant; that a building
might be seventy-five years old and in perfect condition;
that it might be a year old and be in terrible condition;
that the point was that presently the ordinance the City
had was not sufficient in his opinion; that it did have
provisions that conflict with other sections of the Code;
that the staff also wished a determination as to whether
in fact the Council wished to permit move ins; that there
was a very serious problem of inspection of a building when
it was being relocated; that there were problems of stability
of the structure after it had been relocated; that presently
there were some applications pending for multiple family
dwellings which he would think present different problems;
that the present ordinance made no distinction between
the relocation of single or multiple family dwellings.
Mr. Harold Lane, 17337 Grove Center Street, Covina, stated HAROLD LANE,
he was interested in what happened to this ordinance tonight 17337 Grove Center St
because he had two applications filed with the Planning Covina
Department for the relocation of buildings within the City;
that they had gone to quite an expense purchasing R-3
property and time and money in getting the applications
prepared and presented; that he understood his applications
were on the Planning Commission Agenda for November 27th;
that they would like to be heard on what they wanted to do
and show the renderings of the plans they had; that his
operation had been in the business of relocations for fifteen
years; that he had moved buildings into Baldwin Park before
it became incorporated; that he felt the City had a right
to see that the proper kind of buildings came in; that they
were brought up to Code; that they felt they had good build-
ings to offer and that the buildings they were proposing
to put on the R-3 property were good buildings that they
were going to keep for their own ownership; that before any
moratorium was declared he thought that due consideration
should be given on the applications that were before the City
now.
Mayor Crites asked if it could be handled in such a way
that there would be a moratorium handled on any additional
applications.
City Attorney Flandrick stated yes, however perhaps a
moratorium time of thirty or sixty days might be sufficient.
Chief Administrative Officer Nordby stated he agreed with
the gentleman who just spoke that possible those applica-
tions which were pending should be processed; that the
reason for presenting this ordinance was not to permanently
preclude the relocations; that the reason was to clarify
the City's rules.
Mr. Lane stated the buildings the State had for sale were
about 75% sold.

In answer to a question by Mayor Crites, Planning Director
Chivetta stated there were two applications for relocations
now pending and scheduled for public hearing on October 27,
1965, before the Planning Commission and both were submitted
by Mr. Lane.
Mr. Ed Noonan, 5602 North Peck Road, Irwindale, stated he
had a joint venture in the one project; that he would like
the City to make a fair decision because relocated build-
ings were a urban renewal p;-ivate enterprise. He presented
a picture showing how the homes could be fixed up stating
the age meant nothing at all; that the architectural styling
was the most important point; that the lenders on relocated
buildings were giving twenty-five 25) year loans; that he
did not think it was fair to issue a moratorium when there
were people who were going to move these buildings in and
knock down old buildings.
Discussion followed wherein Mayor Crites indicated that the
City should consider the applications on file.
Councilwoman Gregory stated, in her opinion, two months
would be an adequate time for a moratorium.
City Attorney Flandrick stated that Section I d) the next
to the last line would be amended to read may be drafted
by the staff and Planning Commission and submitted to the
Council for its consideration."; that in Section 2 the
effective date of the ordinance would be changed to the
15th day of December 1966 and adding to Section 2 the
phrase The moratorium imposed hereby shall not apply
to or effect any application now filed and pending";

Regular Meeting of the Baldwin Park City Council
Chief Administrative Officer Nordby stated he had a request
from the Chief of Police who in turn had a request from
the Baldwin Park Unified School District for two additional
crossing guards, one at Maine and Foster and one at Vine-
land and Foster. He stated that the Traffic Committee
had met and recommended that one guard be authorized for
Vineland and Foster; that the additional cost would be
roughly $1,500.00 for the year; that he would put this
condition on, regarding the increase in personnel; that
the approval be contingent upon the funds being available
that he would not recommend any increase in the Police
Department budget at this time,'but that the position be
approved and fii((ed if funds were available.
COUNCILMAN ADAIR MOVED THAT THE CITY COUNCIL APPROVE

Mr. William Boleno, 3539 Big Dalton, Baldwin Park, stated
that Puente and Pacific was congested between 7:30 a.m.
and7:50 a.m.; that it was real hazardous when vehicles
made left turns for children walking and no sidewalks;
that there should be lights there or police officers there
for at least forty 40) minutes to move the traffic and
watch the children.
He stated another thing that Baldwin Park needed was a
teenage canteen or a recreation area.
Councilwoman Gregory stated the plans were almost completed
for a recreation building which would be used as a teen
canteen in some instances; that it was coming within the
next year.

City Engineer French presented an agreement between the
State Division of Highways and the City for the installa-
tion of traffic signals at Dalewood Street and Francisquito
Avenue and Dalewood Street and Baldwin Park Boulevard
recommending that the agreement be approved and the Mayor
and City Clerk authorized to sign. He stated that this
signalization had been approved by the Council based on
the Traffic Committee's recommendation of June 16, 1965;
that this project would be financed with 186.1, Matching
Fund Gas Tax Money.

Councilwoman Gregory stated there was a City limit sign

the service road in front of the Shell Station and asked

Councilwoman Gregory commented that the Council had
copies of a letter from Norman Clausen submitting his
resignation from the Personnel Board. She stated in
her opinion the Council should accept his resignation
with regret and send a letter from the Mayor thanking
him for the time he put In on the Board.
Councilwoman Gregory further suggested a joint meeting
with the Personnel Board in order to give them some
encouragement and direction and to let them know that
the City Council recognized them as a Board.
Mayor Crites commented that perhaps it would be better
to let them get their replacement and see what happened
in the immediate future; that he would be glad to meet
with them but he did not feel it was necessary at this
time.
Councilman Morehead stated it was up to the Chairman
of the Board to outline the business other than what
the City Council directs them to do; that the ordinance
spelled out what their duties were.

Councilman McCaron stated there were well qualified men
on the Personnel Board.
City Clerk Balkus stated the Personnel Board was working
on the Personnel Rules and Regulations; that they would
like recommendations from the staff and employees as to
what changes were recommended; that they had also asked
that the staff and employees attend their meetings.
Further discussion followed.
Mayor Crites asked that the Council hold this matter over
and wait until the next Council meeting to make a positive
suggestion and in the meantime find out what they were
doing.
There were no objections.

Councilman McCaron stated that U.S.C. at the present time
was putting out a course of talks by planners; that the
class would meet one day a month; that possibly if any of
the planners would care to attend these sessions it would
be to their advantage; that if they would care to he
thought the City should stand the cost of the tuition
and their expenses to do down there; that it would help
them in their direction and thinking.
Planning Director Chivetta stated the seminars ranged
from $150.00 on up, depending on how many units they carry
and how many sessions they would meet; that he could find
out what courses were available and if any of the Planning
Commissioners would care to attend and what the cost would
be.
Mayor Crites stated he was very definitely in favor of
training bur" people in this area.
Councilman McCaron stated as he recalled the charge for
the complete four or five sessions was about $38.50 per
person; that he was not sure whether this included
parking privileges or not.

Planning Director Chivetta stated there was a good talk
given at the Southern California Planning Congress by a
panel on the role of a Planning Commissioner and how the
citizen viewed the Planning Commissioner; that three
of the Planning Commissioners had attended this meeting.

Mayor Crites presented an award to Chief of Police Adams
in the form of a plaque from the Greater Los Angeles
Chapter of the National Safety Council of Los Angeles
County to the Baldwin Park Police Department for a
perfect record in the Police Safety Contest for 1964-65.

Mayor Crites stated this did not pertain to the public
hearing being considered and asked that Mr. Baker contact
the Planning Department for further information.
Mr. Bruno stated he would use his rebuttal time to answer
any questions.
Mr. Gus Nesseth submitted to the City Clerk a statement
containing names of people in the area approving the zone
change. He stated there were forty-four names which
amounted to approximately ninety percent 90%) or better
of people within a five hundredfoot radius of the property.
He stated he also had a list of approximately one hundred
twenty-five 125) in various areas of Baldwin Park who
thought this area should be improved which he submitted
to the City Clerk. He requested that the lists be photo-
stated so that he could have copies of them later.
Mr. Bruno stated he did not find it necessary to take
up the Council's time in rebutting anything in particular
that had been said. that most of the presentations with
respect to con had been questions either directed to
him or clarification of areas of property; that as he
had indicated he would be happy to use his rebuttal time
to answer any questions.
Councilman Adair stated he received service from Valley
View Mutual Water District and was very dissatisfied;
that he would not be an instigator of this project where
someone would come back on the Council later regarding
the water.
Mr. Bruno stated that he had driven by the property just
a few days ago; that he found there was a well under
construction on Center Street; that it was his understand-
ing from discussions with Mr. Nesseth and others that in
the event this property was developed as R-I property pro-
vision could be made for the drilling of a second six
hundred foot well; that the design would be, as he had
mentioned in his presentation, to run a twelve inch
main down the easterly perimeter of their land, there
would be an eight 8) inch lateral going across an
extension of Olive Street with other six 6) inch laterals
throughout the particular parcel; that they understood as
a result thereof there would be sufficient water to create
pressure of at least one hundred pounds per square inch
which should be adequate for this type of a development.
Councilman McCaron stated he thought there was an alternative
where they could apply to the Baldwin Park County Water
District for water.
Councilwoman Gregory stated she was also served by Valley
View Mutual Water Company; that to depend on water from a
well she would hope it would be from Baldwin Park County
Water District and sometime from the MWD; that she did not
feel Baldwin Park would depend on the ten mutual water
companies too long.
Mr. Bruno stated if there was concern with the water pro-
blem in a residential area as he understood it the water
problems in a commercial area were even greater.
Mr. Nesseth stated that just in case Valley View Mutual
Water Company did not come up with the two wells that they
anticipated they had already contacted Baldwin Park County
Water District and they would be very happy to amply
supply the water; that he had talked with Mr. Holmes
concerning the new water project being brought in, MWD,
anticipating reservoirs up in our near mountain area; and
that the entire valley had water problems.
