In accordance with Section 2703 of the Municipal Code the City Council met in open meeting at 7:40 p.m. in the Conference Room for an informal session with the staff to be informed on regular agenda items. The City Council of the City of Baldwin Park met in regular session at the above place at 7:30 p.m. Mayor Crites led the salute to the flag. Councilman Morehead commented that he was opposed to a set of drawings for such a vast improvement of the Civic Auditorium for which he felt the actual work would not be accomplished for quite some time; that the ticket office and the necessary dressing rooms he did feel were necessary at the present time; that in the past two or three years there was an addition to the City Hall at the cost of $7,000.00 or $8,000.00; that these plans were drawn up by the Building Superintendent in conjunction with the City Engineer. He asked if facilities needed now could not be done by the staff; that at the time the City was ready to go into an extensive recon- struction program the City should employ an outside professional architect. Councilman McCaron asked the extent of the engineering necessary. City Engineer French stated this was different than a vault; that the dressing rooms and the restrooms had to be rayed out in a manner that would fit the use of the stage; that the staff could do this but it was a matter of time and personnel; that it was felt that a layout and design should be had to work towards so that anything that was done would fit a future plan; that he felt qualified and competent to prepare plans for any of the jobs that had been brought before the Council for recommendation to be put to a consultant; that the problem was pure manpower; that any time the Building Official and he might put into these plans would be taken away from time that they would put into something else that they would hope would be more productive time spent than this. He further stated his Department had been trying to hire an Engineer since July of 1965 who would be qualified to do this kind of work; that they could not even get applicants. He stated the payment would not be a flat fee; that the City would be paying for time spent on the job; that the top figure was put in for a control. Discussion followed that the total sum of the contract was the same as when the proposed contract calld for the outside work; that the outside work which had been pro- posed but not included in the contract was very minor; that the dressing rooms would be on the inside'~af possible but it looked as if the dressing rooms would have to go as an extension to the rear of the auditorium. COUNCILMAN ADAIR SECONDED. The motion carried by the following vote: AYES: COUNCILMEN MOREHEAD, ADAIR, MCCARON AND MAYOR CRITES NOES: NONE ABSENT: COUNCILWOMAN GREGORY 00- Acting Chief Administrative Officer Balkus presented a proposed Recreation Agreement stating that it had been studied and modified by representatives of the school District and the County; that after the changes were made and it was declared acceptable by the City Attorney; that the City's portion was $1800.00. COUNCILMAN MCCARON MOVED THAT THE RECREATION AGREEMENT BE APPROVED AND THE MAYOR AND CITY CLERK BE AUTHORIZED TO SIGN. COUNCILMAN ADAIR SECONDED. The motion carried by the following vote: AYES: COUNCILMEN MCCARON, ADAIR, MOREHEAD AND MAYOR CRITES NOES: NONE ABSENT: COUNCILWOMAN GREGORY 00- Acting Chief Administrative Officer Balkus presented a report on the public nuisance bid opening held on February 10, 1966, at 2:00 p.m. stating that five of the six bidders failed to comply with the bid deposit requirement of a cashiers check; that the low qualifying bid was submitted by Harold E. Simpson Co., Inc., Pasadena, California, in the amount of $1,270.00 for proposals I and 2; that pro- posal 3 was abated by the owner to the satisfaction of the City and was completed during the period of bid advertis- ing; that for this reason several bidders included proposal 3 in their bids. COUNCILMAN MCCARON MOVED THAT ALL OF THE BIDS BE REJECTED AND THE WORK PUT OUT FOR BID AGAIN DUE TO THE FACT THAT THERE WAS ONLY ONE QUALIFIED BID OUT OF SIX AND THAT THERE WAS SO MUCH DIFFERENCE BETWEEN THE HIGH AND LOW BID AND BETWEEN THE LOW AND THE SECOND BID AND THE FACT THAT ONE OF THE ITEMS HAD BEEN DELETED. City Clerk Balkus read Ordinance No. 444 by title as follows: ORDINANCE NO. 444 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ADDING SECTION 8107 TO THE BALDWIN PARK MUNICIPAL CODE, RELATING TO BUILDING REGULATIONS AND DE- CLARING THIS ORDINANCE TO BE AN URGENCY ORDINANCE TO TAKE EFFECT IMMEDIATELY" COUNCILMAN MCCARON MOVED THAT FURTHER READING OF ORDINANCE NO. 444 BE WAIVED. He stated it was recommended that the City Council declare the subject equipment excess and instruct the proper disposal of same. February 16, 1966 PaO 7 OATH ADMINISTERED 00- i City Clerk Balkus announced that,the hour of 8:00 p.m. having arrived that it was the time and place fixed for a public hearing on Z-283, an application submitted by Howard and Inez Brown for a Zone Change from Zone R-I single family residential) Zone to Zone R-3 heavy multiple residential) Zone or more restrictive use upon a parcel of land located at 14425 Garvey Avenue. City Clerk Balkus stated that proper publication, postings and mailings had been accomplished. Planning Director Chivetta presented a resume of the case and stated that the Planning Commission had adopted Resolu- tion No. PC 66-I on January 26, 1966, recommending approval of the request. He pointed out the map on the wall showing the existing zoning of the area. As there was no one in the audience desiring to speak in behalf of or in opposition to Z-283, Mayor Crites declared the public hearing closed. He further stated he did not think there was NAME AMENDMENT anything more confusing than fora street to run north and south and then turn and run east and west. I Mr. H. A. Shutt, 13437 Valle Vista, Baldwin Park, stated H. A. SHUTT, he saw no real purpose in changing a name that had been 13437 Valle Vista, established that long unless there was a good reason for B.Pk. doing it which had not been brought out this evening; that to change the name just to be changing it was wasteful.. Mrs. M. P. Perkins, 3913 Puente Avenue, Baldwin Park, MRS. M.P. PERKINS, stated she and her husband had campaigned against this 3913 Puente Ave., street name change. She indicated the freeway turnoff B.Pk. sign for Puente Avenue was good advertising as prospective customers taking this turn off followed Puente. Avenue into Baldwin Park but if Puente Avenue turned and went east and west it would send these prospective customers into West Covina. She suggested that Puente Avenue be left as was running into Ramona Boulevard and that a sign be erected at Ramona Boulevard saying Business District" with an arrow pointing west and send these people from Puente Avenue into the business district. At the request of Councilmen McCaron, Planning Director Chivetta again pointed out on the map SP-1) the proposed street name amendment stating that Root Street was the only street proposed for a street name change; that Root Street was proposed to be renamed to Puente Avenue to coincide with Puente Avenue as it ran in an east and west direction in the City of West Covina; that regarding the petition that was filed with the Planning Commission there were no protestants living along Root Street who protested; that there were thirty-three 33) properties affected by the street name change on Root and forty-two 42) properties affected by the street name change on Puente; that the petitioners stated that they were not for Fortin and were not for anything else but Puente; that the Planning Commission felt that the name Puente should be maintained and recommended the change from Puente Avenue to Puente Place. Shutt, 13437 Valle Vista Avenue, Baldwin HERBERT A. SHUTT, Park, stated he could not hear very well. He explained 13437 Valle Vista about the notices he had received stating that the litter Ave., B.Pk, and trash had been cleaned up; that he'had been boarding up the windows as they were broken; that the weeds and scrap lumber in the back yard had Wen taken care of; that he had contacted Mr. Palmer and told him he wanted to check around to see if he would went the building demolished or try to fix it up; that he had decided he would like to demolish the building; that when the street went through Filhurst) adjacent to his property he had a lot split made shortly after that'and sold the rear lot; that the legal description on the notice described the two lots; that he had saved the good lumber as he intended to build a garage on the remaining lot and he had it blocked up in a neat pile. He stated he would like it cleared up as to whether this public hearing was on the two lots or just the one lot. Special Enforcement Officer Palmer stated the public hearing was only on 13441 Valle Vista Avenue; that it was not concerning the residence Mr. Shutt was living in; that the lumber and the trailers were on the property of 13437 Valle Vista Avenue; thzltt no indication had been made at this time concerning the-removal of the trailers or the lumber although the lumber has been removed from the location and stored inside the garage; that the request was that the residence at 13443 Valle Vista Avenue be brought up to Code or removed. Mr. Shutt stated he wanted to wreck the building but he would like to have time enough to do that himself; that he could get it done cheaper than the City; that he had already taken out three 3) trees two 2) feet below the ground and hauled everything away except the last tree was just taken a couple of days ago and since then his sister had died; that there was just a little brush strewn around and he would take care of that; that he had taken two 2) limbs off of two 2) trees that were pretty close to the house. He asked if he could have time enough to get the bids or if the City'did,,it what extra would the City charge for handling the, matter. He stated he would rather have the City do it if he could afford it. Mayor Crites explained if the City Council declared this a public;nuisance the property owner still had whatever time limit was set to do the work himself; that if the nuisance was not abated within the time limit set that the City put the work out for sealed bids; that Mr. Shutt could be present when the bids were opened. Special Enforcement Officer Palmer stated that the figure set for Administrative Costs for public nuisances had been set at $50.00; that this cost would be over and above the demolition contract.. Mr. Shutt stated it would be a relief to have the City handle the matter; that he would rely:on the City Council to take core of his interest and ask'them to take bids on it. and'dernoiish it as soon as practical; that if it was rushed, however, it would cost more. A. Van Oene. He stated that the Planning Commission had adopted Resolution No. PC 66-8 on February 3, 1966, raconewending denial of the tentative tract map. Discussion followed that the property marked Vacant" on the map to the west along the San Gabriel River Parkway was the highline. The motion carried by the following vote: AYES: COUNCILMEN MOREHEAD, ADAIR, MCCARON AND MAYOR CRITES NOES: NONE ABSENT: COUNCILWOMAN GREGORY 00- Councilman Morehead stated it had been brought to his attention by one of the members of the Planning Commission that if the property at Los Angeles and Alderson, a pie shape d of property In the City of Irwindale along side of the Pacific Electric Tracks owned by one of the rock producing companies, was for sale that the City could investigate to $certain the cost, City fund availability and possibly look toward plans for a new City yard; that the portion that the City would not need for p City yard, some seven or eight acres, could probably be sold. Cpuncilrnan McCaron stated he had thought along the same tines; that the County yards were adjacent or right across the tracts; that the proximity to the City Hall was favorable; that it would help the appearance of the area if It was walled in and properly taken care of. Mayor Crites stated he would be in favor of looking into this matter. As there were no objections, Mayor Crites Instructed the Chief Administrative Officer to look into the matter from all of the angles necessary. 00. City Clerk Salkus read a letter from Paul C. Duncan dated February 15, 1966, which stated his reasons for having to resign from his newly appointed position on the Personnel Board. Councilman Morehead stated since the time this renaming of certain streets was presented to this Council upon the recommendation of the parent committee of the East San Gabriel Valley Planning Committee he had studied this matter thoroughly; that he could readily see there was some inconvenience by Root Street coming off Puente Avenue; that he had reed the testimony given at the Planning Commission meeting; that since he had found out that there were so many business people objecting to the name change it was his opinion that neither of the street names should be changed at this time. Councilman McCaron stated that the business interests had to be protected; that it might be well that possibly some other name could be given to Root that would tie in with Puente Avenue, possibly it could be called Puente Avenue east or leave the Puente Avenue to the north as it was and possibly send Root Street back to the Planning Commission for further consideration.
