REGULAR MEETING OF THE BALDWIN PARK CITY COUNCIL
CITY HALL COUNCIL CHAMBER) 14403 East Pacific Avenue
In accordance with Section 2703 of the Municipal Code the
City Council met in open meeting at 7:00 p.m. in the
Conference Room for an informal session with the staff
to be informed on regular agenda items.
The City Council of the City of Baldwin Park met in
regular session at the above place at 7:30 p.m.
Mayor McCaron led the salute to the flag.

COUNCILMAN MOREHEAD MOVED THAT THE CITY TREASURER'S REPORT
AS OF MARCH 31, 1966, BE RECEIVED AND FILED. COUNCILWOMAN
GREGORY SECONDED. There were no objections, the motion
carried and was so ordered by Mayor McCaron.

Mr. Dale Pace, President, Baldwin Park Chamber of Commerce,
congratulated Mayor McCaron for having been elected Mayor,
the Council for making this possible and the two gentlemen
who were returning to the Council. He assured the Council
of the full cooperation of the Chamber of Commerce in our"
endeavor to make Baldwin Park a better City.
On behalf of the Board of Directors of the Chamber of
Commerce, Mr. Pace presented a plaque to Councilman
Ivory D. Crites in appreciation for his dedicated services
to the City of Baldwin Park. He read the inscription as
follows:
To Mayor Ivory D. Crites, 1965-1966. In apprecia-
tion for services rendered our city. Presented by the
Baldwin Park Chamber of Commerce"

Mr. Gus Nesseth, 4539 North Center Street, Baldwin Park,
stated he had a problem with their subdivision on Vineland
Tract No. 23692 and 23740) as far as the lights required
on steel poles; that they already had practically new 7,000
lumen lights on wooden poles; that he was not coming to the
Council to complain against the Engineering Department~at
all; that in fact he commended the Engineering Department for
everything they have done; that they had worked very closely
with them and they appreciated this; that the two tracts
were on Stichman with no lots going out to Vineland except
at the entrance; that this placed quite a hardship on them,
$1350.00, and did not do them any good; that the present
lights he was sure were more than adequate for the Vineland
frontage now; that they would be more than happy to put one
light pole at the Vineland frontage at the entrance to their
subdivision; that they were putting all of the required lights

on steel standards within their subdivision which was
Stichman; that the Council had a letter which he had
written regarding this matter; that they felt it was
asking a little bit too much to improve the entire 1700
foot frontage on Vineland with new light standards;that
they had already placed the sidewalks, curbs, gutters,
paving and so forth.
At 7:38 p.m. Chief of Police Adams arrived;
Mayor McCaron asked if there was deposits on hand to
cover this.
Mr. Nesseth stated yes; that the deposit did not specify
where the lights went, and how many, it merely specified
amounts; that this was rather confusing to them and on
future tracts when they put up cash deposits they would
like to be able to discuss where the lights went and
have a more complete understanding as to what they were
expected to do.
City Engineer French stated there was sufficient cash
deposit on hand to cover the ten 10) poles; that the
cash deposit requirement statement as supplied to Calif-
ornia Property Brokers stated how many lights were going
to go in, how much money, and where the lights would be
located prior to approval of the tract.
As there were no objections, Mayor McCaron stated it
would be appropriate for the Engineering Department,
all other things being complete excepting for this one
item, to hold the funds and go ahead with the final on
the tract and this matter could be settled later.

City Clerk Balkus presented a letter from The Marvin
A..\'ertia rig Company regarding advertising signs on top
of taxicabs.
City Attorney Flandrick stated under the existing Code
this type of advertising would require approval from
ihs Chief of Police subject to the approval of the Council;
that the Chief of Police by his memorandum was recommending
approval of this.
Councilman Morehead stated in the event that Council agreed
since the taxicab rates were set by Council should the
Council consider setting new rates.
Chief Administrative Officer Nordby stated he would like
to study this matter and bring back a report as to whether
or not an adjustment in the rates would be warranted.
City Attorney Flandrick stated if the Council wished to
consider this since the granting of these matters with
reference to taxicabs, initially at least, was required
by the Code to be in the form of a public hearing, the
Council might set this matter for hearing at the next
meeting and ask the Chief Administrative Officer to
present a staff report and also advise the applicant
of the fact of such a hearing.

Regular Meeting of the Baldwin Park City Council
City Clerk Balkus presented a letter dated April II, 1966,
from Leo Goodman requesting a sixty 60) day extension
on N-14.
City Attorney Flandrick recommended that the Council grant
this extension for the reason that there was a difficulty
in terms of title; that Mr. Goodman was not yet in a posi-
tion to move into the property as indicated in the letter
due to the fact that Mrs. Pugh held the auction with
reference to this property approximately two weeks ago
and Mr. Goodman was proposing further legal steps to
perfect his title.

Chief Administrative Officer Nordby recommended that a
request be made to the Board of Supervisors for a return
of all or at least. a major portion of the proceeds the
County derived from selling right-of-way for the San
Gabriel Freeway; that this took quite a chunk out of
Barnes Park; that as he understood it the proceeds were
$168,000.00= that the Statute read that this shall go
into the County General Fund, however, it also granted
the Board of Supervisors discretion to return the money
or the credit to the community in which the land was
located; that some $20,000.00 was earmarked for paying
offtthe sewer district bonds against the property; that
whatever revenue remained should be invested in other
park property in Baldwin Park; that he suggested that
the Mayor, Councilwoman Gregory and himself, and anyone
else the Mayor might designate, approach Supervisor
Bonelli to request a return of the funds or credit for
the City of Baldwin Park in its park program; that he t-uld
arrange a meeting if it was acceptable to the City
Council.
COUNCILMAN MOREHEAD MOVED THAT THE CITY COUNCIL DIRECT
THE CHIEF ADMINISTRATIVE OFFICER TO SET UP A MEETING WITH
SUPERVISOR BONELLI WHICH WOULD INCLUDE MAYOR MCCARON, MRS.
GREGORY AND ANY OTHER MEMBER THE MAYOR THOUGHT WOULD BE
NECESSARY TO BRING THIS MONEY BACK TO BALDWIN PARK.
COUNCILMAN CRITES SECONDED. There were no objections,

Chief Administrative Officer Nordby stated the.. subject of
SCAG had come up quite frequently in the last several.
months; that the organization was officially formed in
February 1966; that a recent release from Washington in-
dicated some $40 million dollars had been released for
Southern California for SCAG, however, SCAG did not yet
qualify because as the federal rules read at least 90% of
the population of the area In which the funds would be
allocated must be involved in a planning group; that at
this stage the City of Los Angeles had yet to affiliate
with SCAG organization although the County did by a 3-2
vote; that he discussed this matter with the Chairman
of the Planning Commission, Mr. Caproni, and he agreed
that a meeting should be scheduled quite soon on the
subject to determine whether or not Baldwin Park should
join this association; that he had called Mr. Jay Michael,
City Manager of Claremont, who was the original Temporary
Secretary of SCAG while it was being formed; that Mr.
Michael had consented to appear in Baldwin Park in the
Council Chambers on Thursday, April 28, 1966, at 7:30
p.m.; that the meeting would be conducted by the Planning
Commission; that Mr. Caproni had suggested to him that he
pass the invitation to attend this meeting to the Council
because the ultimate decision as to whether or not the
City joined the organization would rest with the Council.

Regular Meeting of the Baldwin Park City Council
8:00 p.m. having arrived it was the time and place fixed'
for a public hearing on AZC-17 initiation by the Baldwin
Park Planning Commission to initiate an amendment to the
Municipal Code, Part VIII, Lawful Non-conforming Uses,
by adding Section 9552 to said Code.
Proper publication had been accomplished.
City Attorney Flandrick stated this Item was a matter
the Planning Director and he had discussed and recommended
to the Planning Commission that they set a hearing and
make a recommendation to the Council; that the Council
had before them proposed Ordinance No. 453 which had some
minor language changes over that proposed by the Planning
Commission; that there were no changes of substance; that
the purpose of the proceeding was that the City had en-
gaged for the last several years on various projects in-
cluding street widening where some injustice was done to
the property owner in the respect that assuming, for
example, the City had a street widening on a lot which
was 5,000 square foot In size directly abutting a street;
that the City acquired either five 5) feet or ten 10)
feet for street widening purposes and the lot then becomes
non-conforming; that the owner was going to receive K"
number of dollars based upon the area taken of that lot
on the evaluation of- the appraiser but in addition the
property owner had the problem that he now had a non-
conforming lot and that meant he would have to apply
for a zone variance to construct anything on the lot;
that nothing was really accomplished by the variance
because he could not use the property at all so it would
appear that it was virtually an automatic situation in
most cases; that this ordinance would remove that non-
conforming status so that the property owner was free to
proceed as if the dedication or the acquisition had not
taken place; that there would be no acquisition at any
time that was not first approved by the Planning Commission

Councilman Morehead asked if there was anything Baldwin
Park could do and what it would take to assist the County
Weed Department in abating these weeds.
Chief Administrative Officer Nordby stated the County
contracted for the services; that the problem was that
the weeds all grew at the same time; that he could
suggest to the County to add to their contracting ser-
vice for the abatement of weeds; that the only alternative
would be for the City to invest in equipment and do similar
to what was done in street sweeping, contract for street
sweeping and the City has a sweeper for particular problem
areas.
Mayor McCaron stated he would think that if the City did
weed abatement the City would probably have the problem
of collecting.
Discussion followed regarding the posting of weed abate-
ment signs.
Mayor McCaron instructed the Chief Administrative Officer
to consult with the County and find out what they could do
as far as alleviating the situation and bring back a
recommendation.

Councilman Morehead suggested that the City start briefing
the Edison Company regarding the Municipal Lighting District
and then get started shortly after the Ist of July, 1966 on
getting lights on the streets that were unlighted.
City Engineer French stated that plans had been submitted
to the Edison Company approximately two months ago; that
Edison Company had started ordering the equipment for the
installation; that installation would start July 1, 1966;

the properties after rezoning; that this certainly applied
to the area south of Baldwin Park Boulevard where the
property was rezoned C-2A back in June 1964; that some
of that property went from $1.35 per foot up to $4.00 per
foot.
Mayor McCaron stated a person should not be forced to sell
their ground to avoid having it rezoned back and force the
price on the property; that either the property was suitable
for commercial development to start with or it should have
not have been so zoned; that under the present circumstances
it did not look as if it was good for commercial zoning
south of Baldwin Park Boulevard); that the position was
entenable inasmuch as the people that could develop, could
not afford to develop for the purpose intended because the
ground would not bring in the necessary revenue.
Councilman Morehead stated that Council initiated this
zone change in the first place and that the Council should
consider asking the Planning Commission for a study to
rezone back to R-1.
Further discussion followed wherein Planning Director
Chivetta stated that the staff would supply each member
of the Council with a copy of the list of properties.
As there were no objections, Mayor McCaron instructed COUNCIL INSTRUCTION
that all of the properties on the list as submitted by P.C. TO STUDY ALL
the Planning Director be studied by the Planning Commission PROPERTIES ON LIST
and a recommendation be made to the City Council.
Mr. Michael V. Dargus, 13260 Francisquito, Baldwin Park, MICHAEL V. DARGUS,
stated, regarding the property south of Francisquito, 13260 Francisquito,
Baldwin Park Boulevard and Maine, that there was a syndicate B.Pk.
in there that had 95% of the options on the property for
development, that they were paying $3.00 a foot.
Mayor McCaron stated if the Planning Commission found the
properties appeared to be sold this would indicate that no
study was necessary.

existing that the Traffic Committee should make some study
on Los Angeles Street; that the oran§e lines of the cross-
walk at La Rica did not show up.
As there were no objections, Mayor McCaron asked that the COUNCIL INSTRUCTION
Traffic Committee report on this matter. TRAFFIC COMMITTEE
TO MAKE A STUDY
Councilman Adair stated that Los Angeles and Stewart should RE L.A. AND STEWART
