journed regular session at the above place at 7:30 p.m.

Chief Administrative Officer Nordby commented on additions RE ADDITIONS TO
to the preliminary budget since presentation. The addi- PRELIMINARY 1966-67
tions were to Parks and Recreation, $3,000.00; to BUDGET
Workman's Compensation $2,914..00 and salary adjustments
approximately $30,000.00. He stated that the additional
items would stilt be covered with a$.61 tax rate, and that
Capital Outlay items would be paid for out of unappropriated
surplus.
At 7:40 p.m. Mayor McCeron arrived. He indicated that Mayor 7:40 P.M. MAYOR
pro tem Morehead continue to conduct the meeting. MCCARON ARRIVED
Chief Administrative Officer Nordby stated he had talked
with Mr. Lucas and Dr. Skegg concerning the Parks and
Recreation Program; that he had recommended alternative
A; that the approximate appropriations would be $5,000.00
from the County, $12,000.00 from the School District and
$6,000.00 from the City.
Chief Administrative Officer Nordby stated that the
Personnel Board had recommended some adjustments In the
salary scale; that their recommendation was as a result
of a review of the salary survey of East San Gabriel
Valley cities; that they felt an adjustment should be
made wherever the Council might find it could and where
a change was necessary. He stated he did not believe
in an across the board adjustment; that he had worked
out adjustments which ranged from 2J% to 7J%; that the
74% was applied to the salaries of patrolmen; 5% to
sergeants and 5% to lieutenants; that the additional
captain requested for the Police Department had been

deleted and also one patrolmen; that there was a total
of eight 8) additional personnel.
Chief Administrative Officer Nordby stated he was pre-
paring a report on capital improvements; that number
one on the priority list was the construction of curbs,
gutters and side:valks; that this was proposed to be
completed through assessment dh:::tricts as It was not fair
for the citIzens who had a1; e.:.:y put In their curbs and
gutters to be assess.:: for hose who had not; that number
two on the priority l;-,t tiA;;r plano ng for a new Civic
Center; that this wouic: not involve any additional General
Fund expenditure but cou=ld ba'paid for out of unappropriated
surplus. He reviewed--the various things that would have to
be considered such as site selection and method of financing.
The Council discussed at length the increased charge for
State Compensation and the reasons for the increase are
various employee suits pending.
Discussion followed regarding the proposed subvention
to the Chamber of Commerce wherein Mayor pro tem Morehead
instructed that the Chief Administrative Officer furnish
the Council copies of the Chamber's 1966-67 budget.
Mr. Bernard Martin, 3749 North Ahern Drive, Baldwin Park,
asked if it would be possible to make arrangements with
Webster's to have a monthly pick up where they would take
everything.
City Clerk Balkus stated that Webster's would send a
truck out special if they were called; that the additional
cost was approximately $3.00, depending upon the amount
of pick-up.
Discussion followed that the Account Clerk charged to
Engineering would this year be transferred to the Finance
Department; that the budget proposed an Assistant Planning
Director which would take some of the planning from,' the
Administrative Officer; that there was a steno-secretary
and a clerk-typist proposed for the P`I+anning Department
and a Planning Intern.
Councilwoman Gregory asked the Chief Administrative Officer
to check with the City Attorney regarding some new legisla-
tion regarding money the City might receive for crossing
guards from the School District.
Discussion followed regarding penalties on back property
taxes and Finance Director Duncan stated the City had picked
up $1,000.00 from the County on sales tax and It was hoped
that additional funds would be picked up for the last
three quarters.
The Council proceeded with the study of the budget page
by page.
Chief Administrative Officer Nordby stated that Account
No. 1161, page 6, would be increased by approximately
$249.00 if the City joined SCAG but this would not make
a substantial difference.
Regarding page 13, Chief Administrative Officer Nordby
stated he had dropped $5,000.00 out of contractual for an
election; that none was proposed for the year 1966-67 and
if one did come up funds could be transferred.
Chief Administrative Officer Nordby stated; that the
Chief of Police had suggested $25,000.00 to,be used for
suppressing civil disobedience If and when the need arose;

that he did not feel this should be a budgeted item
but would have to be taken care of if the matter came up.
Chief Administrative Officer Nordby stated that the
multilith deleted on page 17 was one of the items
purchased in the accelerated purchase program.
Chief Administrative Officer Nordby stated that he had
tentatively stated that the City would participate with
other cities in a proposed study of centralized electronic
data processing.
Discussion followed regarding page 35, City Attorney,
wherein it was brought out that his monthly retainer
was now listed under personnel services and the amount
set aside for litigation and assessment district services
of $750.00 was listed in contractual; that two 2)
categories were listed because of social security payments;
that Mr. Fiandrick had paid the back social security but
the matter had not yet been resolved.
Chief Administrative Officer Nordby explained that the
legal books, 1676, page 39 were supplements to the
City's West's Annotated California Codes; that these
books had to be kept up-to-date to be of value to the
City.
On page 53, Chief Administrative Officer Nordby stated
the Clerk-Typist listed was the Switchboard Operator.
Discussion followed regarding the power saw which was
deleted on page 54; that $20,000.00 had been deleted
from Account No. 2072 on page 56; that some of the salary
for the auditorium supervisor listed on page 60 was
recovered but not all of it; that with few exceptions
the fixed charges, page 63, were pretty well established;
that the liability insurance went up each time the City
added vehicles; that there had been a contingency set
up for the freeway incident; that the Records Supervisor
Schedule No. was proposed as 25; that the $300.00 in
Account No. 3141 was for the Identi-Kit; that the request
for an additional police dog had been deleted; that the
telephone service for the Police Department and for up-
stairs was separate; that there were separate meters for
utilities.
Regarding page 78, Chief Administrative Officer Nordby
explained that the decrease proposed in Account No. 3132
was that the multilith machine was to be used for volume
and the Xerox was to be used for documents that had to
be reproduced in a hurry.
Chief Administrative Officer Nordby stated the Vehicle
allowance proposed under Account No. 3151 had been
deleted; that he did suggest that the mileage paid for
use of personal cars for official business be increased
from $.07 a mile to $.09 a mile. Discussion followed
regarding a possibility of $.10.

Discussion followed regarding the deletion of the replace-
ment of the motorcycle on page 83, Account No. 3174,
wherein Chief Administrative Officer Nordby stated the
life of the present motorcycle would be extended for one
more year; that the motor had been reworked; that the
frame would have to be worked on.
Regarding page 84, Account No. 3175, Finance Director
Duncan explained that the City was attempting to
standardize with IBM; that the manual being replaced
was over five years old which was the approximate life
expectancy of a typewriter.

The deletion of the wall clocks under Account No. 3175,
page 85 was mentioned. It was suggested that companies
advertising their products would sometimes Install clocks
free of charge.
Discussion followed that the microfilm equipment budgeted
for the Police Department was just a beginning; that each
department would eventually have its own printer and
reader; that 3176, Fargo Investigators Unit, page 86 had
been reduced from $1,600.00 to $600.00; that this was a
urit that could be added to; that $600.00 would cover the
portion of the unit that would suffice at this time; that
the drinking fountain on page 86, Account No. 3176 had
been deleted; that one radar unit, Account No. 3176, page
87, was budgeted; that the new police cars being purchased
at the present time would be eggshell white; that the
emergency plan check under Account No. 3301 had been
deleted; that Mr. David Gough would be sent to plan
checking school.
Councilwoman Gregory asked that the City Clerk alert COUNCIL INSTRUCTION
the new Civil Defense Director regarding reports to RE CIVIL DEFENSE
the Council; that the Council had not received any REPORTS
reports since Joe Pierce left.
Discussion followed regarding Street Sweeping, page III,
wherein Chief Administrative Officer Nordby stated
the budget proposed that the residential streets would
be swept once every ten 10) days instead of twice a
month; that he still recommended contractual service;
that the City's street sweeper was used mainly for clean
up after accidents and special jobs; that it was in poor
shape but still being used.
Regarding page 119, Councilwoman Gregory stated she did
not see that there had been a fund set aside for saving
the palm trees and asked if the situation came up if this
could be provided for wherein Chief Administrative Officer
Nordby stated it could. It was also brought out that
the survey regarding the trees had not been accomplished
as yet.
Discussion followed that the replacement of signs had
slowed down; that under Account No. 5553, page 129,
the City Engineer felt that a few years service could
still he had from the 1959 Ford 11 Ton Pickup if the
engine ere rebuilt; that the amount In Account No.
7 O!, Parks & Recreation, Page 149, was an arbitrary
figure.
The Council concluded the page by page study of the
budget with no further changes being made at this time wherein
Chief Administrative Officer Norc:by stated he would
pencil in the changes as stated at the beginning of the meeting and
bring them back to the Council.
Councilwoman Gregory requested a copy of the recommenda- COUNCIL INSTRUCTION
tions of the Personnel Board with regard to salary
adjustments.
Discussion followed that the City had paid into State
Retirement ten months during 1965-66.
