The City Council of the City of Baldwin Park met in ad- journed regular session at the above place at 7:00 p.m. Roll Call: Present: COUNCILMEN ADAIR AND CRITES ROLL CALL AND MAYOR PRO TEM MOREHEAD Mayor McCaron arrived at 7:10 p.m.) Absent: COUNCILWOMAN GREGORY AND CITY ATTORNEY FLANDRICK Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, CITY ENGINEER FRENCH, BUILDING SUPERINTENDENT KALB- FLEISCH, FINANCE DIRECTOR DUNCAN, CITY TREASURER PUGH, AND CITY CLERK BALKUS Planning Director Chivetta and Chief of Police Adams arrived at 7:05 p.m.) 00- COUNCILMAN CRITES MOVED THAT COUNCILWOMAN GREGORY BE COUNCILWOMAN GREGORY EXCUSED. COUNCILMAN ADAIR SECONDED. There were no EXCUSED objections, the motion carried and was so ordered by Mayor McCaron. 00- At 7:05 p.m. Planning Director Chivetta and Chief of Police 7:05 P.M. PLAN. DIR. Adams arrived. CHIVETTA AND C.O.P. ADAMS ARRIVED 00- City Clerk Balkus stated that Mr. Earl Duskin had re- quested to speak concerning the Temporary Use Permits approved by the Council on May 18, 1966, for fireworks stands. Mr. Duskin was not in the audience. 00- Chief Administrative Officer Nordby stated there would MTG. RE DISTRICT 19 be a meeting concerning District 19 County Health Area, CO. He and the Finance Director briefly RE INCREASE IN reviewed the proposed Increases in the salary scale. SALARY SCALE In answer to a question by Councilmen Morehead, Chief Administrative Officer Nordby stated that during the current fiscal year h-~ had received a communication from the Board of Zoning Adjustments requesting compensation on the same basis as the Planning Commission, $10.00 a BZA MEMBERS $10.00 month; that this had been included in proposed Resolution PER MONTH No. 66-125; that presently the Board was not included in the group insurance. At the request of Mayor pro tem Morehead, Finance Director Duncan reviewed the percentage of salary increases proposed. Mayor McCaron stated, in his opinion, the same adjustment CAO INCREASE $100.00 that was made last year sholxid be made this year with PER MONTH respect to the Chief Administrative Officer's salary, an increase of $100.00 a month. There were no objections. ry Discussion followed that there had been very little turn over with respe^.t to iploy s curing the fiscal year 1965-66; that f^e Stele Retirement program had been initiated in September 1965. Mayor pro tem Morehead suggested that a report be made RE COMPENSATICN FOR on possible compensation for Reserve Police Officers. RESERVE POLICE OFFICERS Mayor McCaron stated If a report were made he would like to have an evaluation of the Reserve Officers as to hbw they relieved the department with respect to duties. Mayor pro tem Morehead asked the Chief of Police if there was any incentive for the Reserve Officers other than some day they might be qualified for patrolmen. Chief Adams stated there was no incentive other than the possibility of being trained to be a regular officer; that the majority of men who were now Reserve Officers were not qualified due to age or due to their own desire in not wanting to leave their present profession; that one of the big problems in the survey that was made was the side costs and that the City would probably be losing in the overall picture; that their work was supplemental to the Officers; that he would rather see any money put into the salary of regular policemen; that the Department had nine 9) reserve officers at the present time; that the original authorization was for thirty 30). As there were no objections, Mayor pro tem Morehead COUNCIL INSTRUCTION asked that the Council receive a survey regarding this COUNCIL TO RECEIVE matter and a recommendation from the Chief Administrative SURVEY RE THIS MATTEF Officer and the Chief of Police. C.A.O. AND CHIEF OF POLICE TO MAKE REC. Mayor McCaron stated that a maximum number of Reserve Officers that would be required should be established also. At the request of the Chief Administrative Officer, the Finance Director listed the items of the proposed budget that had been questioned or that were undetermined. Continued) BIB] 39576-U01 1966-U02 05-U02 24-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO116938-U03 DO116998-U03 C4-U03 MINUTES1-U03 5/7/2008-U04 ROBIN-U04 ADJOURNED-U05 CITY-U06 COUNCIL-U06 1966 05 24 CC MINHÄ—@¸—1rÍ«t Adjourned Regular Meeting of the Baldwin Perk City Council May 24, 1966 Page 3 J Finance Director Duncan stated the original appropriation was $1,351,270.00; that there was a salary reduction of $600.00 from the City Clerk's budget; that the Council had tentatively reduced one Captain position and one patrolmen and this reduction totaled $17,304.00; that with these reductions the balance of the budget would be $1,333,366.00; that the pay increases as proposed. totaled $26,244.00 in- cluding fringe benefits; that the increase in O.A.S.D.I. due to the rate increase from 101% to 118% amounted to $2,914.00; that $3,000.00 was added for the recreation program, $600.00 for the teen post, $350.00 for SCAG, $250.00 for the EDP, $100.00 to the Feather River Water Project, and $25.00 for the Associated Library Committee. She stated this brought the total up to $1,366,849.00; that to this figure the Council had tentatively approved an increase of $1,294.00 for the Chief Administrative Officer which includes the fringe benefits. Mayor McCaron asked about the amount for the Chamber CHAMBER OF stating that in his opinion the amount should be left COMMERCE $16,000.00 at what they had asked for, $16,000.00. There were no objections. Finance Director Duncan stated adding another $1,000.00 for the Chamber of Commerce the total would then be $1,369,143.00; that if $24,248.00 was used from unappropriated surplus the contingency would be $6,375.00; that the total appropriations would be $1,369,143.00; that the original request was TOTAL APPROPRIATIONS $1,351,270.00; that the difference or total increase would $1,369,143.00 be $17,873.00. In answer to a question by Mayor pro tem Morehead, the Finance Director stated the figures on page 67 for Account No. 2201 totaled $26,567.00 that the Chief Administrative Officer recommended the total to be 3,067.00, the changes being.$I;OOO.CO reduced from the Chamber of Commerce and $2,500.00 from the Annual Report. Chief Administrative Officer Nordby stated there were one RE PALM TREES or two Washingtonian palms in the street right-of-way at the present time which would have to be relocated quite soon if they were to be saved; that the tentative figure for relocation was $350.00 per tree; that the trees were approximately sixty 60) feet in height; that this was beyond the equipment the City had in the Public Works Department; that the work would have to be contracted out as an additional item. In answer to a question by Mayor McCaron, City Engineer French stated it took approximately six 6) months to one I) year before the roots completely took hold after relocation and after this time they were safe; that presently the staff was concerned with trees on Foster and some at the intersection of Walnut and Palm; that if the ones on Foster were moved straight back there would be a problem with the telephone and the power line; that these trees would have to be moved out of the area altogether; that he had checked with an adjacent city which had relocated some palms and they had indicated the City should budget $300.00 to $400.00 per tree for the relocation; that he would contact some tree moving companies for proposals; that the City was dependent upon property owner development; that there was no set number of trees the City would face removal on this coming fiscal year. Mayor pro tem Morehead. asked if there were any palm trees on the west side of Maine that would be saved, wherein City Engineer French stated no". in answer to Mayor McCaron, City Engineer French stated the palm trees could be moved to the park area the City had acquired and possibly planted along the Flood Control right-of-way area. Mayor McCaron indicated that this tree should be taken care of from this year's budget; that any trees that would have to be moved next year could be considered as they came up, not specifically setting aside a certain amount in any fund for this purpose. There were no objections. As there were no objections, Mayor pro tem Morehead. instructed the Chief Administrative Officer to smooth out the work sheets and put the budget in permanent figures and again submit to Council on June I, 1966. RESOLUTION NO. 66-125 FIXING SALARIES FOR THE YEAR 1966-67 COUNCILMAN CRITES MOVED THAT RESOLUTION NO. 66-125 BE ADOPTED AND FURTHER READING BE WAIVED. COUNCILMAN ADAIR SECONDED. The motion carried by the following vote: AYES: COUNCILMEN CRITES, ADAIR, MAYOR MCCARON AND MAYOR PRO TEM MOREHEAD NOES: NONE ABSENT: COUNCILWOMAN GREGORY Finance Director Duncan stated that effective this April the elected officials became eligible for State Retirement; that this was an individual determination to be made by each Councilman; that each Councilman would have to buy their portion back to last September; that nothing had been budgeted under the Council portion of the Budget for this. Councilmen Adair, Crites, Morehead and Mayor McCaron indicated they would not be interested. Mayor pro tem Morehead asked that Councilwoman Gregory be contacted regarding this matter. 00- Mayor McCaron stated there was a Board of Director's Meeting of the Los Angeles Division of the League of California Cities on June 2, 1966, at 7:00 p.m. and asked who would be attending. Councilmen Adair and Morehead and Mayor McCaron indicated they would be attending. Councilman Crites stated that Councilwoman Gregory and her husband usually attend. Mayor McCaron stated there would be a general meeting of Los Angeles County Health District No. 19 on May 26, 1966, at 7:30 p.m.at the Bassett High School. He stated it was requested that interested persons be appointed to represent the administration to serve on the Overall Area Council as well as the Executive Board; that this was an Economic Use Opportunity Agency; that possibly some people should be named who were interested in this type activity; that Mrs. Dargus was already working under this; that there were several other people in town who were really interested. Mayor McCaron asked that Councilman Crites come back with a recommendation to the Council regarding the appointments. 00- Mayor McCaron mentioned the Footprint Association but no action was taken. 00- Discussion followed regarding the Southern California Edison trip in July. Tentatively Mayor McCaron and Councilman Crites indicated they would be going on this trip. City Engineer French stated he was going. Chief Administrative Officer Nordby stated that he had gone two years ago; that he recommended the trip highly. 00- Chief Administrative Officer Nordby stated that on May 25, 1966, he and the City Attorney would be meeting with Norman Johnson, Director of Parks and Recreation for the County of Los Angeles; that the discussion would be re- garding the reorganization of the Baldwin Park Recreation and Park District; that one method that could be used would be by resolution of the Council and the other by the electorate; that the City Attorney was reviewing the new District Reorganization Act that was passed by the State Legislature in 1965. 00- Chief Administrative Officer Nordby stated that Mayor McCaron wrote to Supervisor Bonelli asking for a meeting to try to resolve the disposition of the proceeds of an eminent domain proceeding in the 1962-63 fiscal year by which the County gained $168,000.00 for a portion of Barnes Park. He stated he would provide in the next day or so a history dating back to about 1954; that in 1956 when the City was incorporated the City had 39 acres of park area; that in 1966 the City now has 18 acres. He stated on June 2, 1966, the Mayor, himself, the City Attorney and Councilwoman Gregory had scheduled an appoint- ment with Supervisor Bonelli at 9:30 a.m. He further stated that Mr. Bonelli had indicated he would have Mr. Dynes there, some one representing Mr. Kennedy from the County Counsel, the Chief Administrative Officer of the County and the Director of Parks and Recreation. Mayor McCaron asked if anyone else wished to attend wherein Councilman Crites indicated he could also attend this meeting. 00- AT 8:20 P.M. COUNCILMAN ADAIR MOVED THAT THE CITY COUNCIL ADJOURN.
