The City Council of the City of Baldwin Park met in special session at the above place at 4:30 p.m. RoII Call: Present: COUNCILMAN ADAIR, CRITES, ROLL CALL GREGORY, MCCARON AND MAYOR MOREHEAD Absent: NONE Also Present: CITY ATTORNEY FLANDRICK AND CITY CLERK BALKUS 00- At L:31 p.m. Mayor Morehead declared a short recess. RECESS 1:31 P.M- 00- At 1:35 p.m. the Council reconvened. Mayor Morehead RECONVENED 4:35.P. *M. called the meeting to order, stating that Chief Administrative C.A.O. NORDBY PRESENT Officer Nordby was now present. 00- Mayor Morehead explained that the purpose of the meeting was PURPOSE OF to: I hold an executive session with the Chief Administrative MEETING Officer and the Building Superintendent concerning the position of the latter; and 2 to take appropriate formal action based upon the executive session concerning said position. 00- Mr. Nordby stated he had talked to Mr. Kalbfleisch and he was available any time. The City Council requested that Mr. Kalbfleisch attend. He MR. KALBFLEISCH was called from his department arriving at 4:38 p.m. PRESENT 4:38 P.M. 00- I Mr. Nordby explained that for some time he had been con- C.A.O. COMMENTS cerned about Mr. Kalbfleisch's physical health and on several occasions he had encouraged him ro file for disability under Workman's Compensation but he had refrained from doing this as it might reflect on his record and effect future employment with another agency. Mr. Nordby stated he felt this was a very valid reason; that he and Mr. Kalbfleisch had just discussed this a few minutes ago. He explained that due to some unrest within the department he had written a letter to Mr. Kalbfleisch on April 3, 1967, suggesting to him that he submit his resignation; that a few days later Mr. Kalbfleisch had written that after thinking it over he had decided not to resign but to contest the resignation. Mr. Nordby stated that in several conversations he had tried to point out that the welfare of the city and Mr. Kalbfleisch's own welfare would be the two entities that would suffer; that he did not propose to pursue the matter publicly in the newspaper; that he and a member of the council had pointed out that the greatest damage could be done to the individual. Mr. Nordby stated that in the conversation with Mr. Kalbfleisch just prior to the meeting he had made a suggestion which had been accepted as follows: that the records indicated twelve days Continued) BIB] 39576-U01 1967-U02 04-U02 10-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO117023-U03 DO117034-U03 C4-U03 MINUTES1-U03 5/7/2008-U04 ROBIN-U04 REGULAR-U05 SESSION-U05 CITY-U06 COUNCIL-U06 1967 04 10 CC MINHÄ—@¸—3QÍ«333 Special Meeting of the Baldwin Park City Council April 10, 1967 Page 2 annual leave accrued as of this date, plus twenty eight days and two hours sick leave; that Mr. Kalbfleisch would bring his departmental records up-to-date by Friday, April 14, 1967; that Mr. Kalbfleisch had a letter of resignation in his hand effective June 15, 1967; that the compensation of $1,964.00 less deductions. due Mr. Kalbfleisch would be paid in four pay periods; that the net benefit would be $1,222.6.; that Mr. Kalbfleisch intended to take employment with another agency, however not as a department head and that he Mr. Nordby) would give him a statement as to his sincerity and good working knowledge of the U.B.C. to assist him in getting employment; that Mr. Kalbfleisch had agreed to give his comments as to the carrying out of the responsibilities of the department. He recommended that the resignation be accepted. RECOMMENDATION 00- COUNCILMAN MCCARON MOVED THAT THE RECOMMENDATION OF THE CHIEF ADMINISTRATIVE OFFICER BE ACCEPTED. Discussion. In answer to Mayor Morehead's inquiry Mr. Kalbfleisch stated he was in agreement with the Chief Administrative Officer's proposal. COUNCILMAN ADAIR SECONDED THE MOTION. Roll Call. There were no objections, the motion carried and was so ordered. 00- Mayor Morehead stated he had enjoyed knowing Mr. Kalbfleisch and that he was sorry to see him leave the city service. 00- MOTION-RECOMMENDATION OF C.A.O. BE ACCEPTED. DISCUSSION MR. KALBFLEISCH CONCURRED MOTION SECONDED AND CARRIED AT 4:53 P.M. COUNCILMAN CRITES MOVED THAT THE MEETING ADJOURN. ADJOURNMENT COUNCILWOMAN GREGORY SECONDED.
