HomeMy WebLinkAbout1967 04 25 CC MIN1967 04 25 CC MINHÄ—@¸—3lÍ«3351 I ADJOURNED REGULAR MEETING OF THE BALDWIN PARK CITY COUNCIL CITY HALL COUNCIL CHAMBER) 14403 East Pacific Avenue The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 7:30 p.m. Roll Call: Present: COUNCILMAN ADAIR, CRITES, GREGORY AND MAYOR MOREHEAD Councilman McCaron arrived at 7:40 p m Absent: CITY ATTORNEY FLANDRICK Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, PLANNING DIRECTOR CHIVETTA, FINANCE DIRECTOR DUNCAN, CHIEF OF POLICE ADAMS, CITY TREASURER PUGH AND CITY CLERK BAL.KUS City Engineer French arrived at 7:35 p.m.) 00- City Treasurer Pugh explained that Senate Bill No. 723 was scheduled for hearing on May 3, 1967; that this Bill introduced by Randolph Collier and referred to the Senate Committee on Local Government was a direct and ominous threat to local government as the Council may by local ordinance provide that the Office of Treasurer shall be appointive and not be required to be a resident or elector of the City. She stated this decision should be subject to the will of the people by vote as the existing law now provides. City Treasurer Pugh presented letters opposing the Bill for each of the Council to sign. Mayor Morehead stated he did not believe the Bill would become law; that it was permissive; that he felt the Treasurer should be a full time employee; that he would not become a part of taking away an-office the people had approved. Councilwoman Gregory stated she felt the Council should oppose the. Bill. Discussion. COUNCILWOMAN GREGORY MOVED THAT THE CITY COUNCIL ADOPT A RESOLUTION IN OPPOSITION TO SENATE BILL NO. 723, SIMILAR TO THE RESOLUTION OF THE CALIFORNIA MUNICIPAL TREASURERS' ASSOCIATION, AND SEND IT TO THE SENATE COMMITTEE ON LOCAL GOVERNMENT AND THE NECESSARY PEOPLE AND THAT THE COUNCIL FURTHER ADD THEIR SUPPORT BY WRITING INDIVIDUALLY. There were no objections, the motion carried and was so ordered. 00- As the City Engineer was boarding a plane at 10:00 p.m. and planned to be out of town the next day, Chief Administrative Officer Nordby suggested that the budget review start on Page 100. Chief Administrative Officer Nordby stated that some revisions would be necessary in the budget; that the Department of Building and Safety had been placed under the Engineering Department. Councilman Crites and CouncilwomaniGregory stated they had not studied as far as Page 100 in the Budget. Inquiry was made on the following budget pages and items: Page 106, Item 74, four door sedan with air condition- ing, $2,500.00 for Enforcement Officer. Chief Administrative Officer Nordby explained that actually this car was for the Administrative Office as the administrative car had been taken over by the Engineering Department. Page 134, Item 74, Water Vacuum Truck, $25,000.00. City Engineer French explained that this vehicle would do the job of two pieces of equipment, pick up sweepings after the sweeper and also could be used as a flusher truck or f ire truck. Chief Administrative Officer Nordby stated there was a possibility of using Civil Defense matching funds for this item; he distributed brochures regarding the item. 00- At 8:57 p.m. the Council excused City Engineer French. 00- Chief Administrative Officer Nordby stated that in discussions with department heads no one had asked for a salary increase; that concerning manpower, equipment and other expenses al I were more concerned with more remuneration for the present employees rather than added manpower; that this City was Continued) BUDGET REVIEW TO BEGIN ON PAGE 100 DEPT. Discussion followed that the present street sweeper would be continued in a stand-by capacity and the contract with Dixon continued; that in about six months the City Engineer would make a report on the cost of contractural versus city sweeping. 00- Councilman McCaron questioned the increase in Estimated Revenue, Account 968. Finance Director Duncan explained that by utilizing City personnel and applying to gas tax projects the City would be able to recover $20,000. from special operating funds, such as gas tax funds and in this way reimburse general funds. 00- In answer to Councilman McCaron's inquiry concerning Estimated Revenue Accounts 985 and 987, Finance: Director Duncan explained that this reflected an attempt to balance the budget; that we have sewer reimbursement from Sewer District No. I; that a resolution had been adopted which set the price under the 1911 Act, which can either come into the general fund or a special sewer maintenance fund can be established as had been in District No. I; that Sewer District No. 2 had now been completed with the litigation of Vella Construction satisfied; that on Sewer District No. 3 there was a savings over the anticipated expense; that in the current budget there was a sewer reimbursement to the general fund which paid for the servicing of the bonds; that they had elected not to reimburse the general fund this year 1967) for the services of the bonds but would hold $35,000. for 1967-68 for a balancing factor; that the money was due the general fund. Councilman McCaron inquired as to whether this was the same money. Finance Director Duncan explained that this was correct; that the money would not be utilized in 1966-67 because there was ample revenue; but it would be used in 1967-68 and it was due the general fund; that the bonds would be serviced for ten years and this was a very legitimate transfer to general funds; that the transfer was being delayed from 1966-1967 to 1967-1968. 00- April 25, 1967 Page 3 $6400.00 TO $6500.00 CONTINGENCY ST. He stated there were other funds to draw on if necessary. As a matter of information Mr. Nordby explained that this year the City did not ask for another population POPULATION survey; that the State Department of Finance will use SURVEY as a base figure the last Federal census; that we are now seven to eight years away from that census and they feel that when we get to the mid-point in our case 1965) the figures are at a point that they are not too reliable any more; that the only contract that can be worked out with the state W for a complete census; that the cost of this would offset the additional revenue; that there has not been as much activity in residential development and therefore the population wouldn't show the increase it has in the last few years; that the per capita addition in revenue on gas tax motor vehicle license, in-lieu, wouldn't be great enough to just more than offset the cost. 00- Mayor Morehead conTnented that he had noticed throughout MEMBERSHIPS the budget that costs for membership-meetings had been AND MEETINGS cut and was the intent that less meetings would be attended. Mr. Nordby explained that the memberships remained the same, however attendance at national conventions had been curtailed, although some department heads stated they had found national meetings sometimes more beneficial than local ones; that in any event one or the other would be deleted when the request came up; that the departments had made requests on the basis of last year's figures, however the report of expenditures for 3/4 of the year indicated some estimates were high and therefore`the:f4gures had been changed. He stated that the International City Manager's Meeting would be held in New Orleans, La. In answer to Councilwoman Gregory concerning page 6, Account 51, Mr. Nordby explained that mileage expense was based on what had been spent this past year. 00- On page 14, City Clerk and 22, Finance, Councilman McCaron_questioned the percentage of retirement in relation to total wages. Finance Director Duncan explained that the City Clerk's portion of salary was not eligible for SERS nor was the City Council; that the City pays a uniform flat fee of $.7133 on all employees; that the rates paid on different kinds of employees have been changed this year; that every four years there is an actuarial study June of 1966 was the year); that the study by Coates, Herfurth, & England, which Council would soon receive, indicated the over all cost to the City has dropped down. The Council concurred. C.A.O. SALARY 00- Councilman Morehead questioned Page 18, Voice Writer for COUNCIL Council Chambers. RECORDER Mr. Nordby explained that he was in the process of putting together a report on a civic center; that in other cities the recording equipment is custom built into the counter and operated by the Clerk or the Clerk's Aide; that La Puente and Bell Gardens city halls were good examples; that the recorder and transcribers are used by the City Clerk and the Planning Director; that the manufacturers of the present ten year old Sound Scriber was phasing out the machine as parts were becoming difficult to get, however all concerned had discussed this item and concurred that the use should continue as long as feasible; that it was budgeted in case it became necessary to make a new installation. 00- Mayor Morehead questioned Page 22 permanent wages the I.B.M. difference between departmental request, $48,260 and C.A.O. SUPERVISOR recommends, $58,052. It was explained that the $9,792 difference was the salary for the IBM Supervisor. 00- Councilman McCaron questioned page 27, Account 01, Adminis- trative Costs SERS. Explanation: the amount paid-SEERS for administration at $5-00 per enip l oyee firer year 00- Finance Director Duncan stated that the IBM will begin to PAYROLL ON handle payroll on January 1, 1968, which will result in a IBM savings of approximately $600. which can be used for incidental IBM supplies as this was not allowed for in Account No. 33. 00- Page 25, No. 26, deleted as unable to recruit a Planning DELETE PLAN Aide. AIDE 00•- Page 49 and 50, Account 51, Membership and Meetings. Councilwoman Gregory asked if this included the twelve board members and the staff as there was a difference between the amount requested and the amount recommended; she stated that the Planning Director had recently attended a meeting on his own time and at his own expense. EXPLANATION: Figure based on actual cost this past year and contingent upon interest of Commission and Board and mileage cost. Mr. Nordby commented that the department head in adminis- tering the budget would have savings in other accounts which could be transferred if the amount was not sufficient. Chief Adams stated the budget POLICE had been prepared realisticlly, according to what the City DEPARTMENT can afford and that the staff was doing a fine job. Mr. Nordby commented that in many cases departments were short staffed, but that all departments are using the staff most effectively. Page 77, Account 74, Vehicles. Plan is to rotate half the vehicles every other year two detective and two patrol vehicles this year). Page 79, Account 76. Deleted radios, screens, shot guns and guard light can be transferred from old vehicles to new vehicles. Page; 78, Account 75. Book case deleted can be built in by maintenance man. Page 80, Account 01 Special Services. These special services are not included in the County tax rate but are covered by the general services agreement. 00- SPECIAL SERVICES Page 84 Building & Safety. Councilwoman Gregory stated the city must maintain present services; that-clubs and service organizations should not be asked to assist with equipment as we are already paying for equipment with taxes, which would be double taxation; that the new building will need equipment inside. Mr. Nordby stated that study on a planned program was necessary and conclusions as to what type of activity. Mayor Morehead asked, in the event the election was successful, what would the city gain from the county concerning vested interest for land land which adjoined Barnes Park). Mr. Nordby commented that as this is property paid for by the people of Baldwin Park he felt the City would get all the facilities, deeds to grounds and the structures; that in the event the City does not get the $168,000. paid by the State of California to the county the City would be reimbursed in aid; that school and city participation in a recreation program will continue with a broader program. 00- Mr. Nordby stated the street lighting program would remain STREET LIGHTS about the same and that there were additional poles to be installed. He distributed tentative computations on salary adjustments SALARY ADJUST- which were not included in the budget; stating that MENTS originally there was a $6,340. contingency and there would be another $4,940. contingency; that there were no blanket raises; that there had not been raises in some instances last year and this was an attempt to bring some salaries into line. 00- i Mr. Nordby stated that by the next budget session there BUILDING RECAP would be a recap of the building division and all changes AND BUDGET would be included in the preliminary budget.
