The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 7:30 p.m. Roll Call: Present: COUNCILMEN ADAIR, CRITES, GREGORY AND MAYOR MOREHEAD Councilman McCaron arrived at 7:38 p.m.) ROLL CALL Absent: CITY ATTORNEY FLANDRICK, PLANNING DIRECTOR CHIVETTA, FINANCE DIRECTOR DUNCAN AND CITY TREASURER PUGH Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, CITY ENGINEER FRENCH, CHIEF OF POLICE ADAMS, CHAMBER OF COMMERCE PRESIDENT LYNN COLE, MANAGER KEN CANNADY, AND CITY CLERK BALKUS 00- Chief Administrative Officer Nordby stated he had excused FINANCE DIRECTOR Finance Director Duncan. DUNCAN EXCUSED 00- Chief Administrative Officer Nordby stated that the Budget C.A.O. REPORT RE: memo with a revised summary of proposed appropriations had REVISED SUMMARY OF been delivered to the Council Monday evening, May 8, 1967; PROPOSED BUDGET that in Engineering there had been some reorganization; that APPROPRIATIONS Ken C aresio would be the Engineering Associate and the position he had held, Engineering Assistant, would be dropped; that by supervising he would relieve the City Engineer of many details. He further stated that a joint service counter for Building, Planning and Engineering would be set up in the area where the Special Enforcement Officer is located, and the Reproduction, IBM, etc., would be relocated in the present Building Department location; that originally there had been a $6,430 contingency and that there might be more; that a savings of $12,000 was being apportioned where most appropriate using the 1967 League of California Cities salary study as a guide; that a list of further salary changes was attached to his memo. 00- At 7:38 p.m. Councilman McCaron arrived. 7:38 P.M. COUNCILMAN MCCARON ARRIVED 00- Chief Administrative Officer Nordby explained that throughout C.A.O. RE: the budget the new SERS schedule would be reflected; that the SERS RATES rates for safety employees was up and the rate for miscellaneous employees was down. 00-- He explained the Chamber of Commerce subvention remained at C.A.O. REPORT RE: $16,000; however, changes were being made in the agreement CHAMBER OF COMMERCE suggesting an activity and fiscal accounting for the first AGREEMENT 10 months of the fiscal year to be submitted to the City prior to the end of the fiscal year; that this would be helpful for Council budget studies. 00-- BIB] 39576-U01 1967-U02 05-U02 09-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO117023-U03 DO117040-U03 C4-U03 MINUTES1-U03 5/7/2008-U04 ROBIN-U04 ADJOURNED-U05 CITY-U06 COUNCIL-U06 1967 05 09 CC MINHÄ—@¸—3ŒÍ«I I Adjourned Regular Meeting of the Baldwin Park City Council Chief Administrative Officer Nordby stated the City had spent $600.00 to $650.00 the first part of the year for a computer study; that there had been a report which the consultant had explained further; that copies of the report were available in his office; that the program would not be available until 1970 at the earliest and the City would budget for three years without results; that the City was ready to go ahead on July 1st and the program was necessary otherwise 3, 4, or 5 extra employees would be required to do the work manually; that if the Council wished to proceed with the study, $12,000.00 a year would cover the cost; that he had discussed the program with Mike McCune; that Geff Miller, Chairman of the study, and even after three years he Mr. Nordby) was not sure how fast the City can go to reap any benefits from the program; that originally there were 19 cities however some were con- sidering withdrawing; that he would not recommend continuing the study; that some cities, have a large volume of utility collections which this City does not have. Councilwoman Gregory commented that all the information she had had on EDP the last few months indicated it was most important for the bread and butter department, Finance; that the City could not truly afford this and would it be wise to budget for this in 3 or 4 years. Chief Administrative Officer Nordby stated the City had to set aside some kind of reserve annually; that the program could be compared to MWD memberships, a City could not come into the program later and benefit without paying a proportionate share. 00- Mayor Morehead stated that Rev. Merle Smith from the First Methodist Church would like to address the Council. Rev. Smith, Chairman of Baldwin Park Beautiful Committee stated they proposed to create some interest on the part of the public to make Baldwin Park more beautiful; that there were 15 people on the committee; that one project was Yard of the Month" of which Dr. Laskowsky was Chairman; that tropies would be awarded; that they were working with Chief Administrative Officer Nordby and Mr. Cannady; that they wished to find a Flower" the City can be known by and they would like suggestions, and would like the flower to appear on the City signs at the 27 different intersections in the City; that they hoped to invite florists and horticulturists to meet with them. Mayor Morehead thanked Rev. Smith and said the City Council would give the matter strong consideration. 00- The 1967-68 Chamber of Commerce approved budget was dis- tributed, wherein Mayor Morehead commented that this was the second budget presented this year without a tax increase. In answer to Councilman McCaron, Chief Administrative Officer Nordby stated he had discussed the proposed changes in the Chamber of Commerce contract with Mr. Cole and Mr. Cannady and they were receptive; that one change would relate to reports being submitted 30 days prior to the fiscal year end rather than 30 days after; that other wise the audit and financial report would come in a long time after the City budget is approved; that since City money was involved this was advisable; that the Teen Post would also be making reports. OF report would be given at 10 or 11 months and this was no CHAMBER OF COMMERCE problem. Discussion followed. DISCUSSION 00- Chief Administrative Officer Nordby stated the City did not have to set the tax rate until August. 00- He explained the recaps on salary adjustments did not include the Enforcement Officer which would be increased 5%. ENFORCEMENT OFFICER INCREASED 5% 00- Mayor Morehead stated the budget would be ready for adoption BUDGET TO BE at the next regular meeting. ADOPTED NEXT REG. MTG. 00- AT 8:25 P.M. COUNCILMAN ADAIR MOVED THAT THE MEETING ADJOURN. ADJOURNED AT COUNCILWOMAN GREGORY SECONED, There were no objections, the 8:25 P.M. motion carried and was so ordered. 00- ARLES E.
