SPECIAL MEETING OF THE BALDWIN PARK CITY COUNCIL

The City Council of the City of Baldwin Park met in special
session at the above place at 11:00 a.m.
City Engineer French led the salute to the flag.

City Clerk Balkus presented a request for a Temporary Use
Permit from the Baldwin Park Jaycees for Dewayne Bros. Circus
to be located at 13938 Ramona Boulevard for July 2, 1967.
COUNCILMAN CRITES MOVED THAT THE APPLICATION FOR TEMPORARY
USE PERMIT FROM THE BALDWIN PARK JAYCEES FOR DEWAYNE BROS.
CIRCUS TO BE LOCATED AT 13938 RAMONA BOULEVARD FOR JULY 2,
1967 BE APPROVED IN ACCORDANCE WITH THE CONDITIONS STIPULATED
IN CITY CLERK BALKUS' REPORT. COUNCILWOMAN GREGORY SECONDED.
There were no objections, the motion carried and was so
ordered.

City Clerk Backus presented a claim against the City sub-
mitted by Harry L. Michelson, Attorney At Law, for his
client Diane Migneault.
COUNCILWOMAN GREGORY MOVED THAT THE CLAIM OF DIANE MIGNEAULT
BE DENIED AND REFERRED TO THE INSURANCE CARRIER. COUNCILMAN
CRITES SECONDED. The motion carried by the following vote:

Special Meeting of the Baldwin Park City Council
Chief Administrative Officer Nordby stated that the Police
Department was short one patrol vehicle; that a Police
Department vehicle had been totaled out approximately one
month ago; that Chief Adams had submitted In writing a
request that the bidding procedure be waived under Section
2914 of the Baldwin Park Municipal Code; that most of the
car manufacturing plants had stopped production In order
to retool for the 1968 models; that dealers were not
interested in bidding for only one vehicle; that formal
bidding procedures were expensive and time consuming; that
there would be an unnecessary delay of about six 6) months
in waiting for a 1968 model vehicle; that in past years the
experience had been that out of approximately 50 letters
sent to dealers requesting bids only 3 or 4 have replied;
that it was recommended that in future bidding procedures
that requests for bids be sent directly to factory represent-
atives in this area and forwarded to the authorized dealer
of their choice. Chief Administrative Officer Nordby further
stated that negotiations for the one vehicle could be
accomplished by quotations; that when the City reached the
point of requesting a half dozen vehicles again the bidding
procedure would be changed; that the staff had discussed
two things: 1) contacting factory representatives and 2)
how to get away from Los Angeles County and out to some of
the smaller places; that this recommendation for the purchase
of the one new Police Patrol Unit would be to obtain
quotations from specified dealers or factory representatives;
that the City had been paid $950.00 by the Insurance company
for the wrecked vehicle; that this amounted to two or three
hundred dollars more than would have been received in trade.
Discussion followed that standardization was preferable but
not essential; that the City does preventative maintenance
but all checks are made by the dealer; that in setting up
the specifications the essential items should be adhered to;
that with some effort bidders can meeel't all the requirements;
that the City is not restricted to see that all companies
bid the same; that there were always exceptions and that a
contract can be awarded even though the bidder cannot meet
all the specifications.
COUNCILMAN CRITES MOVED THAT IN ACCORDANCE WITH THE RECOMMENDA-
TION THAT THE COUNCIL WAIVE THE BIDDING PROCEDURE REGARD'iNG,THiS
POLICE UNIT AS SPECIFIED IN THE MUNICIPAL CODE. COUNCILMAN
ADAIR SECONDED. Roll Call. There were no objections, the
motion carried and was so ordered.

City Engineer French stated the next item concerned bids for
abatement of public nuisance on properties at 13227 and 13155
Fairgrove Street; Proposal No. I for N-45 and Proposal No. 2
for 67-N-I; that Proposal No. I had been abated; that four
bids had been received; that two bidders did not meet the
specifications as they did not supply a bid guarantee. He
recommended that the award be made for Proposal No. 2 to the
lowest bidder complying with the bid specifications, Hintz
Wrecking, 1218 N. Myers, Burbank, In the amount of $696.00.
COUNCILWOMAN GREGORY MOVED THAT THE BID FOR PROPOSAL NO. 2
BE AWARDED TO HINTZ WRECKING, 1218 N. MYERS, BURBANK, CALIF.,
I N AN AMOUNT NOT TO EXCEED $696.00. COUNCILMAN ADA I R SECONDED.

Special Meeting of the Baldwin Park City Council
Mr. French explained that the next item concerned approval of
a quit claim deed to the Los Angeles County Flood Control
District, Storm Drain Project 1701 which will be presented
to the Board of Supervisors for a call for bid in July, 1967,
and that part of construction will be in an easement presently
under control of the City of Baldwin Park. He stated that at
the time of the initiation of the Storm Drain Bond Issue the
agreement entered into between the City and the Flood Control
District contained a condition that the City would grant or
convey their Interest to rights of way if this could be
legally done; that the City had acquired an easement from a
private owner through a parcel map and another easement through
a subdivision; that the County now requested that the City give
the right of way to them.
RESOLUTION NO. 67-169 APPROVING A
QUIT CLAIM OF EASEMENT
COUNCILMAN ADAIR MOVED THAT RESOLUTION NO. 67-169 BE ADOPTED
AND FURTHER READING BE WAIVED. COUNCILMAN CRITES SECONDED.
Roll Call. There were no objections, the notion
carried and was so ordered.

On the advice of the City Attorney the Council directed that
items 6 and 7 be held until the 6/21/67 meeting.

Mr. French explained that Baldwin Park Boulevard Gas Tax Project
No. 36 had been completed in accordance with the plans and
specifications; that he had reviewed and inspected the project
and found it satisfactory; that he recommended that the project
be accepted and that he be instructed to file a Notice of
Completion.
COUNCILMAN CRITES MOVED THAT BALDWIN PARK BOULEVARD GAS TAX
PROJECT NO. 36 BE ACCEPTED AND THAT THE CITY ENGINEER BE
INSTRUCTED TO FILE A NOTICE OF COMPLETION. COUNCILWOMAN
GREGORY SECONDED. Roll Call. There were no objections, the
motion carried and was so ordered.

Council directed that Item 9 be held until the 6/21/67 meeting.

Mayor Morehead stated that the dedication ceremony for Baldwin
Park Boulevard would be held on Monday, June 5, 1967 at 11:00
a.m.; that Supervisor Bonelli would be present.
