REGULAR MEETING OF THE BALDWIN PARK CITY COUNCIL
CITY HALL COUNCIL CHAMBER) 14403 East Pacific Avenue
in accordance with Section 2703 of the Municipal Code
the City Council met in open meeting at 7:00 p.m. in
the Conference Room for an informal session with the
staff to be informed on regular agenda items.
The City Council of the City of Baldwin Park met in
regular session at the above place at 7:30 p.m.
City Engineer French led the salute to the flag.

DEEP LOTS"
COUNCILMAN MCCARON MOVED THAT RESOLUTION NO. 67-236
BE ADOPTED AND FURTHER READING BE WAIVED. COUNCILWOMAN
GREGORY SECONDED. There were no objections, the motion
carried and was so ordered.

Chief Administrative Officer Nordby reviewed his report
regarding Resolution No. 67-235. He stated the present
files now line the walls twenty-six 26) feet in length,
twenty-six 26) inches deep and approximately five 5)
feet high; that after microfilming these same records
would occupy a space five 5) inches by five 5) inches
by twelve 12) inches; that he recommended Resolution
Noe 67-235 be adopted and the records be destroyed.
Discussion followed as to various methods of record
destruction.

Regular Meeting of the Baldwin Park City Council
City Engineer French reviewed his report regarding
the curb and gutter and sidewalk fund proposed by
Resolution No. 67-223. He stated that all collec-
tions from Chaper 27, 1911 assessments would be
deposited in this fund; that payments would be
made out of this fund; that this would eliminate
the necessity of treating each assessment district
as individual assessment districts and keeping
individual records for each one; that there would
be complete control on everyone of the assessment
districts; that he recommended adoption of Resolution
No. 67-223.
RESOLUTION NO. 67-223 CREATING A
SPECIAL CURB AND GUTTER FUND
COUNCILMAN CRITES MOVED THAT RESOLUTION NO. 67-223 BE
ADOPTED AND FURTHER READING BE WAIVED. COUNCILMAN
ADAIR SECONDED. There were no objections, the motion
carried and was so ordered.
City Engineer French stated that the special curb and
gutter fund having been created an advance was needed
out of General Funds to continue the fund in operation
until the City collects back assessments from the
County Assessor; that the back assessment amount was
$15,150.36; that he was requesting that Council
make an advance out of unappropriated reserves for
this amount which would be paid back to the un-
appropriated reserves when the tax collection was
made.
City Attorney Flandrick stated that the transfer of
funds could be accomplished at the present time by
motion of the City Council; that probably at a sub-
sequent date the City auditor would require a resolu
tion.
COUNCILMAN ADAIR MOVED THAT THE CITY COUNCIL ACCEPT
THE RECOMMENDATION OF THE CITY ENGINEER AND AUTHORIZE
THE TRANSFER OF FUNDS. COUNCILWOMAN GREGORY SECONDED.
Roll Call. There were no objections, the motion
carried and was so ordered.

City Engineer French reviewed his report on the
initiation of Short Form 1911 Acts, 67-S-31 for side-
walk on the east side of La Sena Avenue between Anniston
Avenue and Olive Street; and 67-S-32 for curb, gutter
and sidewalk on the northeast side of Foster Avenue
between Frazier Street and Torrey Street.

Councilwoman Gregory stated that perhaps a letter from
the City Council to Mr. Livingston, Postmaster of Baldwin
Park would be helpful in obtaining this.

Regular Meeting of the Baldwin Park City Council
Chief Administrative Officer Nordby stated that he
believed there was a postal regulation that required
the house to be numbered or there would be no mail
delivery on urban properties; that he would contact
the Postmaster and have a report at the next meeting.

Mayor Morehead stated that there had been a Town Hall
Meeting in the Civic Auditorium on August 5, 1967; that
the City Council, the City staff, the Park Board and
the Chamber of Commerce had arranged the information
session; that the property owners at the present time
were supporting the parks; that at the present time
the parks were being managed by the Los Angeles County
Recreation and Park Department; that the City officials,
community leaders, service clubs, etc., were in favor
of the City managing the Parks and forming another
department within the City; that the legislative body
would be the City Council; that through the efforts
of many people they had been able to explain the issue
which would appear on the ballot; that the election for
dissolution of Baldwin Park Park and Recreation District
would be Tuesday, August 8, 1967.

It was the time and place fixed for a public hearing
on 67- S'.28, a Short Form 1911 Act for curb, gutter
and sidewalk on the southwest side of Central Avenue
between Dundry Avenue and Big Dalton Avenue.
Proper posting and mailings had been accomplished.
There were no written protests.
As there was no testimony either ip favor of or in
opposition, Mayor Morehead declared the public
hearing closed.

of Ramona Boulevard between Francisquito Avenue and
Corak Street, to hear any protests in regard to the
cost for the construction of sidewalk on Parcel 2.

There were no written protests.
As there was no one in the audience desiring to speak
either in behalf of or in opposition to this Short
Form 1911 Act, Mayor Morehead declared the public hearing
closed.

low; that the curb line had been extended with an eight
8) Inch curb; that the top of the curb fitted the
properties; that the installation was the City standard
except that It was asphalt Instead of concrete; that
originally the concrete had come all the way into the
street area; that when the curb and gutter were installed
the concrete had to be removed; that the City rather than
leave dirt or just drop it off dressed It up; that this
property had fifty 50) feet of curb and gutter; that
$87.50 was the cost of installation, a $5.00 permit fee
and an Administrative cost of $21.88,- that he would

ZV-178 had been set for public hearing on July 19,
1967; that the gentleman who appeared, at that time
and stated that he was the owner had requested that
the matter be dismissed and the application be withr
drawn; that he was advised to file a written letter
to-that effect with the City Clerk; that he had not
done so as of today; that he had contacted City Clerk
Balkus; that the gentleman still wished to withdraw;
that unless the owner or the agent was in the audience
this evening to present the evidence in favor of this
zone variance application he would suggest that the
Council dismiss the proceedings.
As there was no one in the audience desiring to testify
in favor of Zone Variance Case No. ZV-178, Mayor Morehead

CP-93, Mayor Morehead declared the public hearing

Councilwoman Gregory asked for more Information
concerning the required parking, wherein Planning
Director Chivetta stated that the Planning Commission
had undertaken a study to revamp the off-street park-
ing requirements for certain uses; that one of these
related to day nursery schools; that the Planning
Commission had come up with a figure of one parking
space for each two employees, plus an additional
parking space for service vehicles and one additional
parking space for each four spaces to be utilized for
visitor parking.
Councilman McCaron stated that a congregation of this
many children would be an invasion of privacy in an
R-I Zone; that a past case had been denied because
of too close proximity to R-I; that there was a need
for.day nurseries In the City.

Planning Director Chivetta stated that the report
regarding conflicting street names which had been
held over earlier in the meeting concerned a re-
submittal of a recommendation for a street name
change, Adour Lane and Adoue Place; that the
Planning Commission recommended that Adoue Place
retain its name and Adour Lane be changed to Eiw)n
Drive.
The City Council instructed Planning Director Chivetta
to notify the residents involved at least thirty 30)
to sixty 60) days before a proposed change would be
presented to Council.
Councilwoman Gregory stated that weeds have gathered
in the parkways and fields and on city sidewalks;
that she felt an additional crew along with the
County abatement people should be considered; that
she would like to see Council instruct Mr. Nordby to
peruse the budget and see what could be done about
hiring someone to abate the weeds.
Mayor Morehead stated that if there were weeds that
needed to be abated on City property this should be
done first; that pressure should be brought on
private individuals and companies to clean up their
property.

Chief Administrative Officer Nordby stated that
up to this point the City had had a program of weed
abatement that involved the County Fire Department;
that he. would report to Council next meeting con-
cerning a proposed program for weed abatement.
Councilwoman Gregory stated she wondered if the
Chamber of Commerce could not be instrumental in
helping alleviate the problem of dirty sidewalks
and alleys in the center of the City; that a letter
be sent from the City Council to Mr. Cannady, Manager
of the Chamber of Commerce asking him to bring this
before the Chamber members to consider this as a
project.
Chief Administrative Officer Nordby stated that he
felt the most effective way to accomplish this would
be by enforcement, to put pressure on through legal
means; that persuasion and discussion had been tried.

low; that the curb line had been extended with an eight

street area; that when the curb and gutter were installed
the concrete had to be removed; that the City rather than
leave dirt or just drop it off dressed it up; that this
property had fifty 50) feet of curb and gutter; that
$87.50 was the cost of installation, a $5.00 permit fee
and an Administrative cost of $21.88; that he would
