WONG, REP- RESENTING CITY ATTORNEY FLANDRIGK AND CITY CLERK BALKIJS City Engineer French arrived at 5:35 p.m.) 00- Chief Administrative Officer Nordby explained that the Recreation and Park Budget must be approved by resolution before the regular tax resolutions could be considered. He read and expLalned..the following Budget for the City Department of Parks and Recreation. Mr. Nordby recommended that the tax be 350 in order to maintain the same service, cover possible two 2) month billing, possible excess construction cost, possible furnishings for the recreation building, contingencies, and have a surplus. Mr. Nordby explained that he was not committed to any one individual Councilman, and that up to this time no one knew what his recommendation would be. 00- Councilwoman Gregory stated she had discussed this with Chief Administrative Officer Nordby today, that she did not feel the Council had all the facts; that if taxes were the only source of revenue she would be able to defend the action; that.-fees, etc., would defray some of the cost. She stated there are many ways to acquire money for an expanded, planned, and better recreation service for Baldwin Park without establishing a high recreation tax rate at this time. A program should be established, a General Plan studied by the Park Commission, and ways of obtaining additional money for these parks re- commended. There are many unanswered questions, by the County and the City Staff and in. view of previous dis- cussion the dissolution of the Park District should have been better planned for the action results in a loss to the people of Baldwin Park in budgeted funds. That there is still the question of approx- imately $168,000.00 that is due to the taxpayers of Baldwin Park by the sale of some 14 acres of Barnes Park by the County to the State Highway Division. There is a verbal agreement between the County and the City that street improvements will be made in exchange for that money. If this were to become a fact this service, although not actually money,.should be matched by the City and returned to the Park Fund. A joint program, between the City and the School District, to provide Walk to Parks" on a part of each school property should also be studied by the Commission. The procedure outlined in the State Education Code authorizes cities, counties and school districts to enter into an agreement to organize, promote and conduct programs of community recreation, establish systems, and acquire, construct, improve, maintain and operate recreation centers within or without the territorial limits of the public authority.- We need to establish a tax levy that is adequate. With no other source of revenue the 38e, levied upon the recommendation of the park advisory board, was to finance the recreation building. The City is now in the recreation business. I know 331 will maintain the operation and now it will be better. The staff is adequate. I will not be part of a Council to saddle the people with more taxes. I am thinking of the overall tax for the city. 334 i s f a i r I f we have to increase in future years the people will understand. I will not go for any more the 334. Councilman Adair stated he had promised people the tax would be cut and that in his opinion 334 was ample; that there would be a 13% cost of Administration savings in the future. Councilman McCaron discussed areas in and out of the district and revenue; stating he would be In favor of 354 this year as a safeguard and then if possible make an adjustment the following year. COUNCILMAN ADAIR STATED PROMISED PEOPLE TAXES WOULD BE CUT; 334 WAS AMPLE Discussion followed. DISCUSSION Councilwoman Gregory stated the Park Board recommended 284; legal Park Board 314; the recommendation was 354 and that 334 was compio mising between the three. Mr. Nordby explained that at 354 the cost woul'.d be 6 2/34 a month on an $18,000.00 home, or 800 a year; that this would not be a burden on the property owner. Mr. Bernard Martin, 3749 North Ahern Drive, Baldwin Park, stated the City was committed to a tax reduction; that he would like to see the same rate we had before; that there was no conflict on the Board; that $10,000.00 was needed to replace play equipment and school areas need equipment; that there could be land acquisition costs; that the tax should be 354 or 364. RESOLUTION NO, 67-261 OF THE CITY OF BALDWIN PARK ADOPTING THE TENTATIVE SUPPLEMENTAL BUDGET FOR THE CITY OF BALDWIN PARK TO OPERATE THE DEPARTMENT OF RECREATION AND PARKS FOR THE FISCAL PERIOD COMMENCING SEPTEMBER It 1967 AND ENDING JUNE 30, 1968 MAYOR MOREHEAD.MOVED THAT RESOLUTION 67-261 BE ADOPTED MOTION MADE DID NOT AND FURTHER READING BE WAIVED. COUNCILMAN MCCARON CARRY; TIE VOTE SECONDED.
