HomeMy WebLinkAbout1967 08 28 CC MIN1967 08 28 CC MINHÄ—@¸—4ZÍ«35'4 U ADJOURNED REGULAR MEETING OF THE BALDWIN PARK CITY COUNCIL CITY HALL COUNCIL CHAMBER) 14403 East Pacific Avenue Roll Cal I: Present: COUNCILMAN ADAIR, CRITES GREGORY, MCCARON AND MAYOR MOREHEAD Absent: NONE Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, FRED K, WONG, REPRESENTING CITY ATTORNEY FLANDRICK, PLANNING DIRECTOR CHIVETTA, AND CITY CLERK BALKUS City Engineer French arrived at 5:05 p.m.) 00- Chief Administrative Officer Nordby explained there were three items to be discussed; Resolution No. 67-261, adopting a budget for the Park Department; Resolution No. 67-241, setting the amount of money to be raised for the year 1967-68; Resolution No. 67-240, setting the tax rate. He explained that an agreement with the County provided for operation of the Recreation and Parks from September Is 1967 to July I, 1968; that they would be operated by County personnel at an estimated cost of $100,000.00 for this service; and that this was included in Resolution No, 67-261; that the City has requested transfer of the real property; that the tax rate for City operation must be established before August 31, 1967. He explained the proposed Parks and Recreation budget, including the $12,000.00 contingency and included the same information imparted to the City Council August 18, 1967, again recommending the 35a tax levy. Discussion followed with all Council explaining the basis for their previous action and answering Councilman Crites' questions. COUNCILMAN CRITES SECONDED. COUNCILMAN MCCARON MOVED THAT RESOLUTION NO. 67-241 BE ADOPTED AND FURTHER READING BE WAIVED AND THAT THE AMOUNT OF $435,134,00 BE INSERTED IN. SECTION I. a), COUNCILMAN CRITES SECONDED, The motion carried by the following vote: AYES: COUNCILMEN MCCARON, CRITES AND MAYOR MOREHEAD NOES: COUNCILMEN ADAIR AND GREGORY ABSENT: NONE 00- RESOLUTION NO. 67-240 FIXING THE RATE OF TAXES AND LEVYING TAXES FOR THE FISCAL YEAR COMMENCING JULY I, 1967 COUNCILMAN MCCARON MOVED THAT RESOLUTION NO. 67-240 BE ADOPTED AND FURTHER READING BE WAIVED AND THAT THE TAX RATE OF THIRTY FIVE 35(t) BE INSERTED IN SECTION I, c). COUNCILMAN. CRITES SECONDED, The motion carried by the following vote: AYES: COUNCILMEN MCCARON, CRITES AND MAYOR MOREHEAD NOES: COUNCILMEN ADAIR AND GREGORY ABSENT: NONE 00- Discussion followed wherein all agreed that officially the Baldwin Park Recreation and Park District would be the Baldwin Park Recreation and Park Department and that the Recreation and Park Board would be designated as the Recreation and Park Commission, Councilwoman Gregory stated the Board was made up of representatives of various clubs and organizations; that she represented the Woman's Cl,ubat the Council; that Mr, Francis Gregory was a Democratic Club Representative; that a one year term would be adequate for Mr. Gregory; that she would like to see someone closely associated with the City and the School District acting in the capacity of a Commission member, Councilman McCaron suggested that each P.T.A. elect send a representative, giving representation from each section of town; that if there were too many then two P,T,A,'s would elect one representative; that a procedure should be set up for 1968-69. Councilwoman Gregory explained that the present regularly attending Board consisted of Hastings, Martin, Jirsa, Gregory and Gregory; that a new member, Mrs. Sherry Elmore, should be appointed from the Woman's Club. As Mrs. Elmore had been contacted, there were no objections to her appointment as a member of the Recreation and Parks Commission. Chief Administrative Officer Nordby stated an Ordinance would be prepared for presentation at the next Council meeting creating the Commission and defining their duties and responsibilities. 00- AT 6:08 P.M. COUNCILWOMAN GREGORY MOVED THAT THE CITY COUNCIL ADJOURN. COUNCILMAN MCCARON SECONDED. There were no objections, the motion carried and was so ordered. 00- APPROVED:- September 6. 1967 1967.
