The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 7:00 p.m. Councilwoman Gregory led the salute to the flag. FLAG SALUTE Present: COUNCILMEN ADAIR, CRITES, ROLL CALL Roll Call: GREGORY, MCCARON AND MAYOR MOREHEAD Absent: CITY ENGINEER FRENCH, PLANNING DIRECTOR CHIVETTA, FINANCE DIRECTOR DUNCAN AND CHIEF OF POLICE ADAMS Also Present: CHIEF ADMINISTRATIVE OFFICER NOROBY, CITY ATTORNEY FLANDRICK, CITY TREASURER PUGH, DEPUTY CITY TREASURER CODLING AND CITY CLERIC BALKUS Judge Paul W. Egly, Citrus Municipal Court) 00- Mayor Morehead Introduced Judge Paul W, Egly from Citrus JUDGE PAUL W. ECLY Municipal Court, He stated that Judge Egly was present to FROM CITRUS MUN1C- PAL COURT PRESENT administer the Oath of Office to the City's newly elected Council Members, the City Clerk and the City Treasurer. TO ADMINISTER OATH OF OFFICE TO NEWLY ELECTED COUNCIL MEMBERS, CITY CLERK AND CITY TREAS, 00- City Clerk Balkus announced that this was the time and place CITY CLERK'S fixed for receiving the City Clerk's Certificate as to the CERTIFICATE AS TO results-of the General Municipal Election held Tuesday, April RESULTS OF GEN. 9, 1968. She stated that 3,072 ballots had been cast; nclud- MUN. ELECTION Ing 34 absentee ballots; that the Certificate of Canvass was APRIL 9, 1968 attached to Resolution No. 68-90, which indicated the votes cast for ail candicates; that the following were elected as Members of the City Council William S. Adair, Adelina Gregory and Joseph AcCaron; as City Clerk Thelma L. Balkus; as City Treasurer Betty J. Codling; that campaign statements for the persons so named were filed In the City Clerk's office on April 15, 1968. RESOLUTION NO. 6890 RECITING THE FACT OF THE RES. NO. 68-90 GENERAL MUNICIPAL ELECTION HELD IN SAID CITY RECITING THE FACT OF BALDWIN PARK ON THE 9TH DAY OF APRIL, 1968, OF THE GEN. AUN. DECLARING THE RESULT THEREOF AND SUCH OTHER ELECTION HELD IN MATTERS AS ARE PROVIDED BY LAW SAID CITY OF B,PK. ADAIR, COUNCILWOMAN ADELINA GREGORY AND COUNCIL- MAN JOSEPH MCCARON; CITY CLERK THELMA L. BALMS AND CI TY TREASURER BETTY J. CODLING 00- Mayor Morehead stated that on behalf of Councilman Crites RESOLUTION OF MERIT and himself he would like to congratulate Councilwoman TO BE DRAWN FOR Gregory, Councilman Adair, Councilmen McCaron, City Clerk MRS. EVA ELDER PUGH Balkus and City Treasurer Codling on their election and reelection. He stated that If there was no objection by Council, Mr. Nordby, Mr. Flandrick and Mrs. Balkus would draw a resolution of merit for Mrs. Eva Elder Pugh. 00- Mayor Morehead inquired if any Member of Council had any comment at this time. Councilman Adair and Councilwoman Gregory stated that they had no comment. Councilman McCaron stated he was glad to be back to attend to his duties. City Treasurer Codling stated that It was a privilege to be elected to office and that she hoped to be able to serve the people. 00- At 7:08 p,m. City Attorney Flandrick was excused. 7:08 P.1M, CITY ATTY. EXCUSED 00- As there were no objections, Mayor Morehead stated that an AMENDMENT TO MUN. amendment to the Baldwin Park Municipal Code relating to CODE RELATING TO Fireworks permits, which had been prepared by City Attorney FIREWORKS PERMITS Flandrick would be held until the regular meeting of Council, TO BE HELD UNTIL April 17, 1968. REG. MTG. OF COUNCIL APRIL 17, 1968 00- At 7:09 p.m. Chief Administrative Officer Nordby was excused, 7:09 P.M. C.A,O. EXCUSED City Clerk Balkus stated that the League of California Cities LEAGUE OF CALIF. would have a general meeting April 18, 1968 at 7t3O p.m, at CITIES GENERAL MTG the Pickwick Recreation Center, Burbank, California. APRIL 18, 1968, 7:30 P.M., PICKWICK RECREATION CENTER, BURBANK, CALIF. 00- 1968 04 16 CC MIN ×P%˜ö 6003755 Adjourned Regular Meeting of the Baldwin Park City Council April 16, 1968 Page 3 City Clerk Balkus proceeded with the reorganization of the REORGANIZATION OF City Council. She announced that at this time all of the CITY COUNCIL Council Members were on an equal basis, to nominate and elect, and that voting could be done by roll call or secret ballot. It was the consensus of Council opinion that the reorganiza*- tion would be done by voice vote. COUNCILMAN CRITES NOMINATED COUNCILMAN MCCARON. COUNCILMAN COUNCILMAN MCCARON ADAIR SECONDED. The motion carried by the following vote: ELECTED MAYOR AYES: COUNCILMEN CRITES, ADAIR, MCCARON AND MAYOR MOREHEAD NOES: NONE ABSTAIN: COUNCILWOMAN GREGORY ABSENT: NONE 00- City Clerk Balkus stated that the nominations for Mayor pro tem were now open. MAYOR MCCARON NOMINATED COUNCILMAN MOREHEAD FOR MAYOR PRO TEIN. COUNCILMAN MOREHEAD COUNCILMEN ADAIR SECONDED. The motion carried by the following ELECTED MAYOR PRO vote: TEM AYES: MAYOR MCCARON, COUNCILMEN ADAIR, CRITES AND MOREHEAD NOES: NONE ABSTAIN: COUNCILWOMAN GREGORY ABSENT: NONE E30- RESOLUTION NO. 68-91 DESIGNATING PERSONNEL RES, NO. 68-91 AUTHORIZED TO SIGN WARRANTS DESIGNATING PERSONNEL AUTH. TO SIGN WARRANTS COUNCILMAN CRITES MOVED THAT RESOLUTION NO. 68-91 BE ADOPTED RES. NO. 68.91 AID THAT FURTHER READING BE WAIVED. COUNCILMAN MOREHEAD ADOPTED SECONDED. Roll Call. There were no objections, the motion carried and was so ordered. 00- Mr. Michael Dargus, 13260 East Francisqulto, Baldwin Park MR. MICHAEL DARGUS, stated that Mr. Adair had pulled the mast votes; that Mrs. 13260 East Gregory had the second highest amount of votes; that It was Franclsquito, B.Pk. practically an unwritten law that the one to pull the most votes was awarded the Mayorship; that Mrs. Gregory had already served four 4) years and was now reelected and that she had not even been considered. Mayor McCaron stated the question was out of order unless they cared to indulge in it further and that he did not feel they cared to at this time. Mr. Dargus stated that four people were trying to run the MR. DARGUS whole City; that Mrs. Gregory was entitled to her share; that she might evens do a better job; that she had been locked oat for four years and now they were locking her out for another four years, Councilwoman Gregory stated that Mr. Dargust cements were unsolicited, but that she wanted to express her thanks to Mr. Dargus for his cements. 00- 1968 04 16 CC MIN ×P%˜ö0003756 Adjourned Regular Meeting of the Baldwin Park City Council April 16, 1968 Page 4 City Clerk Balkus read in full a letter from Mrs. Eva Elder LETTER FROIA AM. Pugh as follows: EVA ELDER PUG" REQUESTING FULL I was not re-elected the Treasurer of Baldwin Park on April AUDIT 9th, 1968; I therefore request a full audit of ail Bank accounts, Trust funds, and all Treasury Accounting functions, to date, with a copy for myself and the enclosed Clearance Certificate with Corrected Date signed for the Insurance Company. COUNCILMAN MOREHEAD MOVED THAT MRS, EVA ELDER PUGH'S REQUEST MOTION MADE AND BE GRANTED, COUNCILMAN CRITES SECONDED. There were no CARRIED THAT LAIRS. objections, the motion carried and was so ordered. EVA ELDER PUGH'S REQUEST BE GRANTED 00- Councilman Morehead stated he would like to express his appreciation for all the cooperation he had received from the Council Members, from the staff and from the audience that had been present at each of the meetings; that he felt he had received better cooperation while serving this term than for the first one he had served; that he did not know how to compare the first term with the second; that he felt it was due to experience on the part of the staff; the Council Members and himself; that this had made his job quite easy; that he had always felt at ease regardless of the issues they had had before them; that he felt as though the staff had always provided Council with the up to date information that was needed to make decisions; that each Member of Council had studied their material; that there had been nothing in the past year that he would call a controversy; that he was appreciative of this; that thanks to everyones help he felt he had performed the duties of his office. r00- ADJ.
