The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 7100 p.m, Councilman Morehead led the salute to the flag. FLAG SALUTE Roll Call: Present: COUNCILMEN ADAIR, CRITES, ROLL CALL GREGORY, MOREHEAD AND MAYOR MCCARON Absent: CITY ATTORNEY FLANORICK AND CITY TREASURER CODLING Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, CITY ENGINEER,FRENCH, PLANNING DIRECTOR CH1VETTA, CHIEF OF POLICE ADAMS, FINANCE DIRECTOR DUNCAN AND CITY CLERK BA LKUS 00- Mayor MdCaron stated that Council would continue the budget CONTINUATION OF study starting on Page 91, Civil Defense, BUDGET STUDY, PAGE 91, CIVIL DEFENSE Chief Administrative Officer Nordby stated that there was a C,A,O, RE1 RECORDS correction on the salary survey; that he had misquoted one SUPERVISORY SALARY, figure; that for the position of Records Supervisor in the P.O. Police Department he had quoted 5% and it should have been 7 J% which had already been worked into the budget and would make no actual change in the allocation to the Police Department, Account No. 3500, Civil Defense, was approved as presented, ACCT. NO. 3300, CIVIL DEFENSE, APPROVED Councilwoman Gregory stated that under permanent salaries for ENGINEERING DEPT., the Engineering Department there was listed one 1) Enforcement PERMANENT SALARIES, Officer; that considering weed abatement, etc, she. felt sure ENFORCEMENT OFFICER that one man could not handle everything; that Chief Adm1nistra- tive Officer Nordby had made the remark that traveling from one city to another you noticed the difference; that she felt that difference was that the City had so many weeds n the sidewalks and along the parkways; that she wondered if an assistant was needed. Chief Administrative Officer Nordby stated that recently they had initiated a new program on weed abatement and that about ten or fifteen cases were being processed at this point. He said the program had not been in effect long enough to show in the field; that this did not really involve too much more work on the part of the Enforcement Officer, Councilwoman Gregory stated that she was referring to weeds by the curbs and in sidewalk crevices right in the heart of the City. She said many cities have crews which spray periodically, Mr. Crites stated the school district had a regular weed spraying program, City Engineer French stated that this function would fall under Trees and Parkways; that because of the size of the problem it would probably be more expensive to go through the process of holding a hearing and make people clean the weeds out of their sidewalks than it would be for the City to spray or clean them up. He said they did need more men to do the job; that last week two men had pulled and removed weeds in front of the stores as some merchants did not seem to care whether they had a weed patch Continued) 1968 05 13 CC MIN ×P$Ó˜öooo3&n4 Adjourned Regular Meeting of the Baldwln Park City Council May 13, 1968 Page 2 growing in front of their door or not. Mayor McCaron stated that one I) wan was being added to the force for Trees and Parkways. Councilwoman Gregory asked if street sweeping was being done approximately every two 2) weeks in all areas. City Engineer French stated that residentl,41 areas were swept twice a month and comlnercl a l areas Wee a week. * Counci lam Adair stated that parking cars prevented the sweeper from cleaning the streets. Mayor McCaron suggested that Chief Administrative Officer STREET SWEEPING, Nordby check to see if stations could be set up for trash ACCT. NO. 5301, disposal from the sweeper so that there would be no additional TRASH PICK-UP, handling; that for the present they would leave Account No, C.A.0. TO SEE IF 5301, Trash Pick-Up, as it was; that perhaps they could save STATIONS COULD BE some money If a new procedure was worked oat. SET UP FOR TRASH DISPOSAL FROM SWEEPERS SO THAT THERE WOULD BE NO- ADDITIONAL HANDLING Chief Administrative Officer Nordby stated that the street sweeper did not always do a goad job, however he did not believe that the frequency was the problem Its the residential areas; that It was disheartening to see the beautiful 16 ft, strip of grass on Baldwin Perk Boulevard Littered with rocks, candy wrappers, etc.; that probably the solution to the whole problem was some kind of an educational program for the people. City Engineer French stated that Baldwin Park Boulevard was swept once a week and that trash was picked up from the strip once a day. Mrs, Duncan explained that 5419 $500,1 should be changed to Account No. 5463.. Account No. 5400, Trees and Parkways and Account No. 5500, ACCT. NO. 5400, Signs and Striping were approved as presented, TREES AND PARKWAYS AND ACCT. NO. 5500, SIGNS AND STRIPING, APPROVED Chief Administrative Officer Nordby stated that Account No. 5674, Motor Vehicles had had $25,000.00 In the current budget; that the major piece of equipment purchased was the Multi- Purpose Municipal Utility Unit, which replaced a 1942 Mack truck. Account No. 5600, Street Maintenance was approved as presented. ACCOUNT NO. 5600, ST. MAINTENANCE, APPROVED Account No. 5700, Sewer Maintenance, Account No, 5500, MaInte- ACCT. NO. 5700, nonce Bridges, Tunnels, Account No. 7100, Health Services, SEWER MAINTENANCE were approved as presented. AND ACCT. NO. 5800 NIA I NTENANCE BRIDGES, TUNNELS, ACCT. NO, 7100, HEALTH SERVICES, APPROVED Mayor McCaron Inquired If Account No, 7200, Recreation Schools, Personnel Services was on the City payroll, Chief Administrative Officer Nordby stated they were; that for this year the County would do the recruiting for the swimming pool life guard; that-- Just recently Mr. Lucas had joined the City staff as the Recre- ation and Park Director. NO. 7200, presented. RECREATION SCHOOLS, APPROVED Chief Administrative Officer Nordby stated that they were trying to negotiate an agreement with the school district at the present time for the development of the Sierra Vista High School Softball Diamond; that City Attorney Fiandrick had reviewed the agreement; that he personally had taken exception to some of the terms of the agreement, In particular, the use of the facilities; that the agreement n its present form tail- ed for the sharing of the facilities on the basis that the school district would have full use during school hours and non-school hours; that this meant seven days a week, twenty-four hours a day; that In another section of the agreement It stated that the City shall pay the operating costs; that this would mean the replacement of lights and the electricity on a year around full time basis; that the City would be paying for this even though it would be purely a school function; that he did not agree with this. Councilwoman Gregory stated that the Recreation and Park Board had studied agreements with the school district and the City for the past seven 7) years; that Morgan Park was recreation for all; that the reason for the development of the Sierra Vista High School Softball Diamond was to get the young people out of Morgan Park and into a place where they could play ball and the spectators would be out of danger; that If the proposed agree- ment stated It would be purely for the schools, It was not the agreement they had studied. She said she would be glad to furnish a copy of the agreement the board had studied. Councilwoman Gregory inquired what had been done with the light standards on Azusa Canyon Road that were n Irwindale, City Engineer French stated the City had put In part of the tights and were paying the total to have.them installed; that this was not all of the lights for the area; that Irwindale would have to put them in and bring them up to standard; that he had been verbally told they would do this. Chief Administrative Officer Nordby stated that the salary survey for Administrative Aide that had been conducted did not really present a reliable figure; that they had not made any comparison between the City Clerkts total salary and other City Clerks; that the title of Administrative Aide had as many de- scriptions as there were positions; that the survey itself had a very wide range. Mayor McCaron stated that due to the fact they did not have a POSITION OF ADMIN- ISTRATIVE AIDE Administrative Aide by 7 J%. There were no objections. INCREASED 7 J'% Chief Administrative Officer Nordby stated that Chief of Police Adams and he had attended a demonstration at the Educational T.V. Studios on Vine and Sunset. Chief of Police Adams stated that the memorandum which Chief Administrative Officer Nordby had distributed explained what District Attorney Eveile Younger was trying to do in develop- ing a closed circuit T.V. system over KCET; that the idea behind this was that all Police Departments throughout Los Angeles County and some adjoining Counties would all receive the same information and in the same manner. He stated that the cost was nominal; that the T.V. set would be given to them free; that In order to use the T.V. set as a closed circuit they would need to purchase an unscrambling device; that there were 85 planned receivers at the present time within the County of Los Angeles; that it had been antici- pated that the annual cost shared by all receivers would Continued) 1968 05 13 CC MIN ×P$Ó˜ö0003806 Adjourned Regular Meeting of the Baldwin Park City Council May 13, 1968 Page 4 be about $500.00 per unit; that the first twelve programs concerned decisions about current changes of law; that the District Attorney was setting up a committee that would be involved with Chiefs of Police throughout the County. The basic means by which the programs could be maintained and used over and over again were by: 1) making a film of it; 2) to obtain a script; or 3) a video tape recording; that they would make their own tape recording; that in order to play these tapes they would need a tape recorder costing $5,000.00; that by purchasing a small compact portable unit they could make their own tapes, store them and have then available; that they felt a camera, recorder and monitor could be purchased for around $1,500.00 to $2,000.00; that there would be a $500.00 program cost; that the unscrambier would run around $100.00; and allowing $400.00 for extra tapes this would make a total of approximately $3,000.00. Chief Adams explained that this equipment would replace many man hours; that instead of having to send four or five men for a class, one man could attend and record the information and the information would be available to fifty men exactly as it was given. Chief Administrative Officer Nordby stated that an account would be set up for this purpose; that it would not increase or decrease the departments budget; that the money would be removed from the salary account and put into an identifiable item. There were no objections to the transfer of funds $3,000.) TRANSFER OF FUNDS from Account No. 3111, Permanent Wages, Police Department, to ACCT. NO. 3111, Account No. 3176, Other Equipment, Police Department, PERMANENT WAGES, POLICE DEPT., TO ACCT. NO. 3176, OTHER EQUIPMENT, POLICE DEPT. It was the consensus of Council opinion that Account No. ACCT. NO. 3175, 3175, City Clerk, Voice Writer for Council Chambers and CITY CLERK, VOICE two 2) Transcribers be approved. WRITER FOR COUNCIL CHAMBERS AND TWO 2) TRANSCRIBERS BE APPROVED Chief Administrative Officer Nordby stated that previously RE B.Z.A, he had suggested a reevaluation of the Board of Zoning Adjustments; that the Board of Zoning Adjustments had been created in Baldwin Park a few years ago for a specific purpose; that he felt it had now served its purpose; that any statement he had made was not meant as criticism of any member of the Board or of the Board as a whole; that he had received a memo from the Planning Director at the RE COMPENSATION direction of the Planning Commission for future consider- PLAN. COMM. ation by the City Council and Chief Administrative Officer to review the compensation paid to the Planning Commissioners; that the memo had pointed out that the Commissioners were a part of the City's major medical plan and were not receiving enough compensation to cover the cost of the plan; that he did not believe it was the purpose of the compensation to cover anything that was probably their responsibility; that he did not feel it was Council's intent to pay Commission or Board members sufficient compensation to cover part(clpa- tion to the City's plan as the opportunity of participating in the plan was an advantage in itself. He suggested that any revisions Council considered regarding this could be accomplished by resolution after adoption of the budget. Continued) I~III I IA~~ 1968 05 13 CC MIN ×P$Ó˜ö 000380' Adjourned Regular Meeting of the Baldwin Park City Council May 13, 1968 Page 5 Mayor McCaron stated he did not feel that much thought had been given this by members of Council and that he would suggest It remain as It was; that the amount of compensation that was set up for the Planning Commissioners had been done to protect them when and if they should enter upon some premises that would make them liable for anything; that he suggested this also remain the same for the present, Councilwoman Gregory stated that she noted most of the budget RE CHAMBER OF for the Chamber of Commerce consisted of administrative costs; COMMERCE that she wondered if the additional $2,000,00 requested would also be administration costs; that she would like to know what they were doing as far as inviting Industry and commercial business into the City, Mr. E, A. Cannady, Manager of the Baldwin Park Chamber of Commerce MR. E.A. CANNADY, stated that this was partly covered In his salary, partly covered M16R, B.PK. CHAMBER in the postal increase which had increased from $80.00 to $800.00 OP COMMERCE in the last four years, partly covered In the office expenses of the general mailing, partly covered in amps they had worked on, the business directory and many other areas; that they answered correspondence to people who inquired and also conducted personal tours; that they tried to assemble Information on the property and where It was available and for what purpose it could be used; that regarding this he worked to a large extent with the Planning Commission; that he could not specifically pinpoint an area of merchant and Industrial solicitation into the City; that he felt that most Chambers were of the opinion that concentrating on devel- oping the existing businesses was economically more feasible than trying to solicit the unknown; that It took a tremendous amount of money to solicit holding companies and lending Institutions; that the utility companies had a lot more favorable information for this type of solicitation than the Chamber of Commerce; that they did work with them In securing the information to pass on to others, particularly the San Gabriel Real Estate Board. Councilwoman Gregory stated that she sometimes felt that the Chamber was duplicating work that the City staff was doing; that she knew that Planning Director Chivetta was also doing this type of work; that where most cities were cutting back and asking the Chamber of Commerce to be more self supporting this City was always increas- Ing the budget; that she felt there was a lack of communIcation; that she had always felt that the Chamber of Commerce was the life line of a City; that she received more information in the mail from the West Covina Chamber of Commerce than she did from Baldwin Park; that last year she had received the activity sheets, etc, monthly; that this year she had received several at a time; that when she received something she liked to read it, but receiving several at one time was rather hard to get through; that she would appreciate receiving monthly reports. Mr. Cannady stated that he was not aware that this situation did exist and if It did he would see that It was corrected, Mr. Cannady stated that four years ago the Chamber of Commerce had 70 members and two full time employees; that they now had 300 members; that 200 of the members had actively served on committees; that they still had just two full time employees; that the work load at the front desk was so that 759 of one girls time was taken up by people coming into the office, the telephone and the mail; that additional help was needed to alleviate part of the work load as he was not hired to be the Chamber secretary; that just about everything they did was on a deadline and someone had to do it; that with more help it would give him more time to get out and do some of the things that a Chamber manager should be able to do without being bogged down with paper work; that by enlarging the staff he hoped to be able to further meet the needs of the Continued) 1968 05 13 CC MIN ×P$Ó˜ö 6003808 Adjourned Regular Meeting of the Baldwin Park City Council May 13, 1968 Page 6 City, industrially, commercially and in many other ways. 00- Chief Administrative Officer Nordby stated they were making C,A.0, RE AB 684 good progress on AS 684; that it would go before the Senate CIGARETTE TAX Revenue and Taxation Committee on May 16, 1968; that letters over the Mayors signature had gone out to each member of the Revenue and Taxation Committee in the Senate; that follow Ing this, letters had gone out to the Members of the Finance Committee in the Senate; that he had attached the Mayorts communications to a letter he had personally drafted to this City#s Senate Representative, Senator Song, from whom he expected to receive support on this measure. DO. Chief Administrative Officer Nordby stated that if there were C,A.0. REQ. no objections he would like to attend the State Library PERMISSION To Committee Meeting in Sacramento on the 29th of May; that he ATTEND STATE was a member of the Comittee; that he was also a member of LIBRARY CullTTEE the Workmen's Compensation Comittee; that he had missed MTG.
