REPORT RE SCHOOL reported at the last regular meeting regarding the 91STRICT AGREEMENT proposed School District Agreement for the construction and lighting of the ball diamond an the Sierra Vista School grounds; that the terms of the agreement had not been satisfactory at the time of his last report; that the agreement had been returned to the School District; that the School District had revised the agreement and had returned It to the City; that he was still not in accord with the terms of the agreement and that he suggested it be held over to the next meeting. As there were no objections, Mayor McCaron stated the SCHOOL DIST. AGREEMENT HELD OVER TO NEXT REG. School 91strlct~Agreement would be held over to the next regular meeting. MTG. He stated that It was the northerly AGREEMENT MODIFICATION extension of the 605 Freeway; that the State Division of OF INTERSECTION Highways had contacted there requesting permission to modify the intersection in order to take advantage of the abandonment of the Pacific Electric Railroad line, when It takes place; that the State Division of Highways desires to amend the intersection to provide a better flow from Ramona Boulevard to the 243 Freeway; that It would have the effect of eliminating the taking of a considerable number of homes in the City of Baldwin Park; that it would provide a more standard dlamond intersection and allow interchanging on both sides of Ra +na Boulevard rather than ail on the south side; that he recommended that Council approve the modification and that the Mayor and City Clerk be authorized to sign the agreement on be- half of the City of Baldwin Park. REPORT RE Planning Director Chivetta reviewed the report of the CITY OF IRWINDALE'S Planning staff's presentation to the Irwindale City PROPOSED BILLBOARD Council, pursuant to the Council's directive regarding ZONE an S over lay zone to allow the erection and maintenance of billboards throughout the City of Irwindale in spec- ified Jocations; that out of respect for the City of Baldwin Park and other communities the City of Irwindale held the matter over until June 4, 1968; that on dune 4, 1968 they had held the muter over until July 2, 1968; that at their July 2, 1968 meeting they expect a report from the City of Baldwin Park as to which areas the City was protesting in terms of their 5 over lay zone that he-would report back to the Irwindale City Council If it was the desire and instruction of the Council. Councilwoman Gregory stated it would proba~iy be advan- tageous to the City of Baldwin Park If the Chief Admin- Istrative Officer were to write to Pacific Outdoor Adver- tising, Foster & Kleiser, etc., stating the reasons for Baldwin Park's opposition to Irwindale's billboard zone; that the letter should also request information from the companies as to their Intention relative to billboards on the major streets entering into this City; that In this way the City would know exactly what they were doing. Chief Administrative Officer Nordby stated that shortly before'Planning Director Chivetta's first appearance before the Irwindale City Council h,-,, had a call from an official of Foster & Klelser; that the official had wanted to know what stand the City took; that he told him the City did not take any stand other than they felt they should have been informed of what was going on; that this was what had generated the Council's directive. Mayor McCaron stated the areas the City objects to could be drawn up and be presented to the City Council at their next regular meeting. REPORT RE Planning Director Chivetta reviewed the report of the CITY OF IRWINDALE'S Planning staff's presentation to the Irwindale City PROPOSED BILLBOARD Council, pursuant to the Council's directive regarding ZONE an S over lay zone to allow the erection and maintenance of billboards throughout the City of Irwindale in spec- ified Jocations; that out of respect for the City of Baldwin Park and other communities the City of Irwindale held the matter over until June 4, 1968; that on June 4, 1968 they had held the matter over until July 2, 1968; that at their July 2, 1968 meeting they expect a report from the City of Baldwin Park as to which areas the City was protesting in terms of their S ever lay zone that he-would report back to the Irwindale City Council If It was the desire and Instruction of the Council. Councilwoman Gregory stated it would probably be advan- tageous to the City of Baldwin Park If the Chief Admln- istrative Officer were to write to Pacific Outdoor Adver- tising, Foster & Klelser, etc., stating the reasons for Baldwin Park's opposition to Irwindale's billboard zone; that the letter should also request information from the coMenles as to their intention relative to billboards on the major streets entering Into this City; that in this way the City would know exactly what they were doing. Chief Administrative Officer Nordby stated that shortly before Planning Director Chivette's first appearance before the Irwindale City Council he had a call from an official of Foster & Klelser; that the official had wanted to know what stand the City took; that he told him the City did not take any stand other than they felt they should have been Informed of what was going on; that this was. what had generated the Council's directive. She stated that she had TRAILER COURT, 12773 been talking with her neighbors and that they would like GARVEY AVE., B. PK. the City Council to make a study all along the Garvey Avenue frontage as to usage of the area. Mayor McCaron Inquired If there were any problems In the area that might hinder any development that was recommended. Planning Director Chivetta stated that at the present time the properties fronting on Garvey Avenue were Zoned C-2 for commercial; that they could be developed with a variety of commercial uses, however the area to the rear was zoned R-3 fronting on Torch and the north side of Torch was zoned R-I; that at the present time the Municipal Code specified that trailer parks were nonconforming if they have not applied for a Conditional Use Permit and they do not conform to the State Mobil Home and Mobil Park Act; that they would be required to conform to the Municipal Code by June of 1969; that this could be accomplished by three 3) pro- cesses: 1) Applying for a Conditional Use Permit and bring the park up to Code; 2) Razing the park and building some- thing else in its place; 3) Applying for a Variance to continue the use for a specified time; that there could possibly be a fourth; that Council could take action to amend the Municipal Code making all nonconforming trailer parks conforming.
