In accordance with Section 2703 of the Municipal Code
the City Council met in open meeting at 7:00 p.m, in the
Conference Room for an Informal session with the staff
to be informed on regular agenda items.
The City Council of the City of Baldwin Park met In
regular session at the above place at 7:30 p.m.

Mrs. Othan T. Eskue, 13318 Demblon Street, Baldwin Park, MRS. OTHAN T. ESKUE,
stated that before the City sewer line was installed 13318 DEMBLON ST.,
they had built seven 7) houses on La Rica Street. At B.PK.
that time they had been built exactly the way the City
Inspector had specified. They had put in their sewer
lateral and the Inspector had said they were not low
enough out to the street, because the back of the
property was lower than the front. Then when the City
had installed the sewer line in the street it had been
too high and it would now cost them $200.00 to raise
their sewer lateral up to the sewer line. They had been
assured by the City when they prat their lateral in that

it would be adequate; that they had wanted to put
it higher on their property and had not been allowed
to. She stated she was now trying to hook-up and that
her lines and everything were open.
Chief Administrative Officer Nordby stated he had
received Mrs. Eskuets letter regarding this matter
this evening. He recommended that this matter be
referred to the City Engineer for a report to be
brought to Council at their next regular meeting.
Mayor McCaron suggested to Mrs. Eskue that she go COUNCIL INSTRUCTION
ahead and hook-up since she already had the lines
opened; that the matter would be referred to City CITY ENGR, TO MAKE

Councilman Morehead stated that City Engineer French COUNCILMAN MOREHEAD
and he had attended a meeting of the Route 243 Freeway AND CITY ENGR, FRENCH
Association; that the officers of the association had ATTEND MTG. OF RT,
been elected at this sleeting. Route 243 has been 243 FREEWAY ASSN,
changed to 605. Mr. Ayanlan, Chief Engineer of District
7 of the State Highway Department, who was in charge of
the Los Angeles and Orange County Freeway system was in
favor of moving right along with the 605 Freeway and It
is now a matter of appropriating the money.

Chief Administrative Officer Nordby stated that proposed C.A.O. RE.PROPOSED
Ordinance No. 530 would amend Section 2233 of the Baldwin ORD. NO. 530
Park Municipal Code. He stated that the Recreation and
Park Commission had requested through the Director that
there be a change in their meeting place; that presently
the code called for the meeting to be held each month in
the administration building at Morgan Park; that the
adoption of Ordinance No. 530 would allow the meeting to
be held In the City Council Chambers.
Councilwoman Gregory stated that one of their reasons for
wanting to meet'in the Council Chambers was that they would
be able to record their meetings.

Chief Administrative Officer Nordby stated that a letter C.A.O. RE LETTER
had been received from Arthur E, and Betty L, Hall, 4737 RECID FRS ARTHUR E.

Mayor McCaron inquired if this would be a waiver of
improvements or just a postponement.
City Engineer French stated that the development would
be on the front of the property; that it was a deep tot
and the rear of the property remained undeveloped; that
in essence they would be delaying the improvement, until
such time as they developed the rear of the property;
that they would then have to put in the improvements and
the grades would have to be established; that they had
made dedication for the street; that in the event that
the rest of the street developed it would be very simple
to initiate an Improvement district under Chapter 27 to
accomplish the rest of the improvements.
City Attorney Flandrick stated that there would be
Improvements constructed at a future time, either when
the property owner developed the rear portion of the
lot or other portions of the street were dedicated
and developed. He stated that at this point a waiver
would be appropriate without any conditions.

that the City of Irwindale had hired the County to make
some studies to determine exactly how the street could be
programmed and widened to 100 ft. through this area; that
it would be a little more difficult from Stewart east than
from Stewart west; that from Stewart east it would probably

on the north side there were tracks that would be in
the way and on the south side there were water tanks
that would be in the way. He further stated that on
an 80 ft. basis east of Stewart the parkway was in
the City of Baldwin Park; that if the street were to
be widened and it was necessary to obtain 100 ft. of
right-of-way to get the traveled roadway probably saw
of Baldwin Park property would then go out as far as
the parking lane.

2) members of the Personnel Board had resigned; that RESIGNATIONS
Mr. Roy Apple had resigned as he had accepted a position MR.-ROY APPLE
in another school district; that AAr. Art Wilson, Chairman MR. ART WILSON
had also resigned for personal reasons; that the City
Employees Association would be making one recommendation
to replace Mr. Wilson; that the City Council had appointed
Mr. Apple.
Mayor McCaron stated that the appointments should be made
before the next meeting of the Personnel Board.
Chief Administrative Officer Nordby stated he would
