In accordance with Section 2703 of the Municipal Code
The City Council met in open meeting at 7:00 p.m. In the
Conference Room for an informal session with the staff
to be informed on regular agenda items.
The City Council of the City of Baldwin Park met in
regular session at the above place at 7:30 p.m.

City Clerk Balkus asked if the Council wished to consider LETTER MRS. SHERRY

requesting reinstatement as Recreation and Park Commissioner. REINSTATEMENT
With the approval of the Council, Mayor McCaron stated that LETTER HELD OVER
this item would be held over for consideration at a future
Council meeting.

Chief Administrative Officer Nordby suggested a change in C.A.0. SUGGESTED
Municipal Code Section 2907 b relating to Personnel Board CHANGE IN B.P.M.C.
meetings. He recommended the present wording, Personnel SECT. 2907 b
Board shall meet at least once per calendar month", be
changed to read, Personnel Board shall meet upon the
notice of call of the Chairman"; and that as such times
as may be convenient to all members of said board", be
deleted. This change was suggested as there has not
been enough business from month to month to call the
Personnel Board together.

Chief Administrative Officer Nordby reported that he C,A,0. RE PROPOSITION
and Finance Director Duncan had attended a meeting on 9 OA NOV. BALLOT
Thursday, August 23rd concerned with Proposition No. 9,
the Watson Initiative. This meeting was attended by
representatives from all 77 cities in the County of
Los Angeles. He obtained literature to be distributed
to the City Council members. He stated that at the
Baldwin Park Unified School District breakfast,
attended by 900 teachers and school employees and a
few city officials, Dr, Arthur Corey spoke on Proposition
9 suggesting that all school teachers, In particular,
and everyone in general oppose this measure. The last
report on Proposition No. 9 was that the Board of
Supervisors had held a hearing on this proposition on
Tuesday, September 3rd, at which time the County Assessor,
Philip Watson, gave his presentation. The Board reversed
their action of last spring when they voted 4 to nothing
to support the Watson Amendment and voted 3 to 2 to oppose
it. The opposing members were Chairman Bonell( and Supervisor
Debs.
Chief Administrative Officer Nordby announced that the C,A.0. ANNOUNCED
Independent Cities of Los Angeles County would meet on MEETING OF
September 20, 21 and 22nd at the Miramar Hotel In Santa INDEPENDENT CITIES
Barbara. He planned to attend the Saturday session on OF L. A, CO.
Labor Relations and Local Government,
Chief Administrative Officer Nordby requested permission C,A.0. REQUESTED
to attend the City Managers' Convention to be held in PERMISSION TO
Detroit, Michigan in October. There were no objections. ATTEND CONVENTION

City Engineer French explained that the reason this item ENGINEER'S REPORT
was held over was the question in regard to the extention OF DEVELOPMENT COSTS
of Palm Avenue, Palm Avenue Is on the City's Select
System of Streets. He stated that at the present time
the City does not have sufficient funds to purchase the
property which would be required to extend Palm Avenue
between La Rica Avenue and Baldwin Park Boulevard. An
appraisal made two years ago-set the approximate cost
at $20,000. for land acquisition. The sidewalk to be
constructed as part of this district would cost between
$90.00 and $110.00.
In answer to Mayor McCaron's question, Planning Director IF PLANS SUBMITTED

Planning Director Chivetta gave a brief resume on PLAN. DIR. RESUME
Tentative Tract #30481, located on the southeasterly TENTATIVE TRACT
side of Maine Avenue between Merced Avenue on the northeast, #30481, P.C.
Durness Street on the southwest, and the Southern Pacific REC. APPROVAL
Railroad right-of-way fine, and stated that the Planning
