In accordance with Section 2703 of the Municipal Code
the City Council met in open meeting at 7:00 p.m. In
the Conference Room for an informal session with the
staff to be informed on regular agenda items.
The City Council of the City of Baldwin Park met in
regular session at the above place at 7:30 p.m.

Mr. Michael V. Dargus, 13260 E. Francisquito, Baldwin MR. MICHAEL DARGUS
Park, requested that the City Engineer consider a change 13260 E. Francisquito,
in the speed limit on Francisquito Avenue from 40 to 25 B. Pk.
miles per hour. There are school children crossing the
street, and there are not adequate traffic markings in
the vicinity of the school. He suggested that a study
be made.
Mr. Dargus asked if Barnes Park had been taken over when
the City took over the park district. He was advised
that it had and that all of the park property was In
the process of being transferred from the county to the
City, that this parcel, about an acre, was not Included
in the transfer originally and that the county would get
the money from the state.

Mr. Dargus asked whether the City would be forced to improve
Patrltti Avenue on the park land which the City has acquired.
There was no definite answer on this at this time.
Mayor McCaron thanked Mr. Dargus for beinging up these items TRAFFIC COMMITTEE
and stated that The Traffic Committee will be advised to REEVALUATE SPEED

Two areas are defined by specific agreement 1) the City
providing the service to the other City will compensate its

City will provide the liability compensation for Its officers.
This agreement applies when officers respond to emergency
calls in each others areas. The agreement formalizes what
has been done in the past. He recommended approval of the
agreement.

Chief Administrative Officer Nordby requested permission C.A.0. REQUEST
to negotiate for right-of-way for Palm Avenue between TO NEGOTIATE

estimate of about $12,000 for clearing and constructing
the street. A report and recommendation will be brought
back to the Council at some future time. This is not a
budgeted Item, but sufficient funds are available in the
unappropriated reserve to cover the amount.

Chief Administrative Officer Nordby reviewed the two RES. 68-204 RE

800 million dollars in bonds have been approved by the voters
of the state to complete the state water project of which about
600 million remain. The Watson Initiative," if adopted, would-
prevent the state from selling any further bonds to complete
the water system. He stated that time is getting short between
now and the 5th of November, and it will be a job to inform the
voters both pro and con on this matter. He explained that if
this amendment passes, it will have an effect on the bond market,
and it will wipe out Baldwin Park as far as oar own projects are
concerned. By consolidating the maximum amount of percentage of
bonds permitted by all revenue districts, including the state,
there would be nothing remaining for municipalities and certainly
not for Baldwin Park. It was decided to hold this Resolution
over until the next meeting so that the Council members may
study it farther.

City Engineer French stated that at the time Merced
Avenue was improved, about a year ago, the City put in
curb and gutter, the street was paved oat and the City
forces dressed up the street. Asphalt drive approaches
were put in where there were not existing concrete drive
approaches. This was done as a protective measure and
was not charged to the property owner. If the owner has
the City put in a concrete drive approach without making
prior arrangements, he will be charged the administrative
cost for carrying it through an additional public hearing
and the collection procedure of the City, If arrangements
are wade ahead of time for the city contractor to pat In
the drive approach, there is a set figure and when that
amount Is paid there Is no charge made for removing the
asphalt. The owner has 60 days to contact the Engineering
Department or the contractor of their choice.

parking space on his property for these cars, and how
did he come to have so many vehicles on one parcel.
AAr, Diegel stated he was not renting spaceg that there
were four people at this address driving automobiles
and that he was in the process of restoring a anew of
them himself.
City Attorney Flandrick stated that the lawn required that
this hearing be held over, and suggested that this gentle-
man meet with Mr. Palmer or Mr. French to ascertain the
requirements of the Municipal Code.

report on the Board of Zoning Adjustment; how it ryas BD. OF ZONING ADJ.$
created In 1964 to relieve the Planning Commission of PURPOSE AND OBJECTIVE

of Baldwin Park; that generally speaking It had EFFECTIVE, NO LONGER
functioned In a commendable manner and that the purpose NEEDED, DISSOLUTION
and objective for which the board was created had been ICI NOVEMBER
accomplished. He stated that just as action was taken
to establish the board when It was needed, action should
now be taken to dissolve the board because continued
need is not apparent but dissolution should not be
construed by Its members as being critical of Its
services or actions; that members deserve a great amount
of appreciation for unselfishly serving their community
when a serious need existed, and that the board has
performed efficiently and effectively In Its nearly four
years of existence, The actual dissolution will not
take place until about the first week in November; action
being taken on the ordinance now and the second reading
at the next meeting on October 2nd; 30 days thereafter
the ordinance will become effective and the board will
be dissolved. He stated that the ordinance calls for
a transfer of ail of the duties that have been performed
by the board to the Planning Commission.
Mayor McCaron stated that he felt the board had done a MAYOR EXTENDED THANKS

that the board was averaging only two items per month
this last year which hardly merited asking the board to

tremendous job and had used exteme wisdom In their

the geometric section it would be necessary to construct
some of the street within the corporate limits of
Irwindale and that, upon dedication of the street to
the City of Irwindale and acceptance, they will grant
the City of Baldwin Park the right to construct, maintain
and have jurisdic-tion over this section of street. He
stated that the street essentially serves the City of
Baldwin Park and it is part of the overall improvement
program of Ramona Boulevard. He requested that the
City Council approve the Joint Powers Agreement, which
has been reviewed by the City Attorney and meets with
his satisfaction, and authorize the Mayor and the City

whatever the misunderstanding was, and also the park
improvements In the acreage that the county still owns

City Engineer French stated that approximately two CITY ENGR. FRENCH
years ago the City made a request to the County of Los RE CITY'S REQ. TO
Angeles, when the park was under the control of the L, A. CO, TO DEDICATE
county, to dedicate and Improve that area of Barnes AND IMPROVE AREA OF
Park adjacent to Patritti. This would have widened BARNES PARK ADJ, TO
Patritti to its full travel width and provided for PATRITTI
access along Patritti. The county Indicated that
they would consider this. He stated that he assumed
Mr. Dargus' request concerned what the county's action
will be In regard to this improvement now that the parks
have been taken over by the City.
