In accordance with Section 2703 of the Municipal Code
the City Council stet in open meeting at 7:00 pin. In
the Conference Room for an informal session with the
staff to be Informed on regular agenda items.
The City Council of the City of Baldwin Park met in
regular session at the above place at 7:30 p.m.

record of education on traffic safety in the community during

Mr. French stated that he did not know Mrs. Day was
going to be present at this meeting or he would have had
a report prepared; that Mrs. Day's property s shown as
two Independent parcels by the county assessor; that he
would prefer to give a complete report in writing.
Mrs. Day stated that when she bought the property it was
one property 125 x 25 feet; that she didn't know anything
about a separate parcel; that when the City checked the
books, it was 125 x 75 feet; that she couldn't understand
an additional charge for 25 feet of sidewalk.
Mayor McCaron stated that the Council would wait for a
complete report from the Engineering Department so they
would have a better understanding of the problem; that
the matter will be brought back at the next Council
meeting on December 4, 1968.
City Engineer French stated that he would be willing to
go over his report with Mrs. Day before the next meeting.

Chief Administrative Officer Nordby reviewed his report C.A.0. REVIEWED REPORT
on the sale of City-owned property to the V.F.W. of a SALE OF CITY-OWNED
6250 square foot parcel on Railroad Avenue for $5,000. PROPERTY TO V.F.W.
He recommended that the City accept the offer of the V.F.W. REC. ACCEPT OFFER;

Mayor McCaron questioned Mr. Hess, representative for the
V.F.W., as to whether he had checked Into the zoning to see

stated that Mr. Hess had told him earlier that they might

He stated that this case had been continued from the
October 16th and November 6th meetings by request of
Mr. W. P. Garrett; that he had talked to Mr. 6arrett,
since the last meeting, in regard to the abatement of
the conditions that the staff considered a nuisance.
City Engineer French recommended the following: 1)
elimination of the living quarters in the service station
structure, 2) removal of the canopy and the clean up of
the greasd_rack area, 3) secure the structure and keep
it,secure and bring the structure into presentable condi-
tion and 4) at the time use is made of the property, the
structure would either be demolished or brought into
compliance with the Baldwin Park Municipal Code In respect
to that particular useage. He stated that the applicant
has requested 90 days to comply with all of the conditions
with the exception of ascertaining a use for the structure
and bringing the structure into compliance with the code
also the applicant would terminate the use and remove the
metal building.

1968 that Incidental expenses would be added to the
cost of construction, and this cost could exceed the
cost of having her own contractor perform the work.
In reply to Mayor McCaron's question as to whether the
figures had been rechecked to see if there was any
error, City Engineer French replied that they had.

City Engineer French reviewed his report on an award CITY ENGR. REPORT
for a Loader-Tractor. He stated that three bids had been RE LOADER TRACTOR BID
submitted; that it was recommended that the award be made
to the low bidder, C. R. Cook, Ford Tractors, Inc., 14550
Garvey, Baldwin Park, in accordance with their low bid of
$5,633.25. He stated that n addition to the tractor, a
request is being made for authorization to buy a hydraulic
scraper for $943.11 from C. R. Cook, making a total cost of
$6,576.36 which is below the budget figure of $7,507. He
said that It was not specifically clear in the City's
specifications whether the wheel weights were to be In-
cluded as a part of the bid; that a letter was received
from C. R. Cook clarifying that the wheel weights were
included in their bid. He stated that the scraper is
being requested due to the Impracticability of adapting
the existing scraper to the new Loader-Tractor.
In answer to Mayor McCaron's question as to whether he
concurred with the recommendation or whether there was
some objections, Chief Administrative Officer Nordby
replied no, but there was some misunderstanding concern-
ing the options and this had been clarified. He stated
that he wanted t made a matter of record that the options
were a deductive Item; that they were separately quoted,
and if they were-not desired, they would be deducted from
the quoted price.

In reply to Mayor McCaron's question as to whether there
was any controversy as to the handling of this by any of the
the bidders, Chief Administrative Officer Nordby replied,
no. The City is accepting the low total bid.

Merced. He recommended that authorization be granted to RIGHT-OF-IIAY

Councilman Morehead stated that it had been brought to POULTRY LICENSES TO
his attention that there were quite a few poultry businesses BE CHECKED Ally REPORT
making deliveries in the City who are not licensed; that MADE
one business man, who has met the current ordinances in
regard to City licenses, feels his business is being
hurt as a result of this. He requested that these
licenses be checked.

Councilman Morehead also stated that he was wondering REAL ESTATE LICENSES
whether all of the Real Estate companies in the City TO BE CHECKED & REPORT
are licensed, and Mayor McCaron replied that a report MADE
could be made on this.

Referring to a letter from the Chairman of the Park and PK. & REC.
Recreation Commission, Councilman Morehead stated that he COMMUNICATIONS
felt any ccmunication from a chairman of a commission that
is addressed to the Mayor and the City Council should be
included on the agenda.
Chief Administrative Officer Nordby stated that he con-
curred with Councilman Morehead's suggestion; that there
had been a time or two when it was not known what kind of
action to take, and it had never become an official part
of the agenda; that sometimes these matters should be
referred to the staff for additional information or reports
and, following this,the Council could take affirmative or
negative action.
Mayor McCaron stated that the letter concerning school
Play grounds should be referred to the Planning Commission
for a recommendation and Council could then decide whether
or not to hire a consultant to handle the matter.
Councilwoman Gregory suggested that the agenda as established PK. & REC. COMM. TO
Include the Park and Recreation Commission. There were no BE INCLUDED UNDER
