The City Council of the City of Baldwin Park met In adjourned
regular session at the above place at 4:00 p.m.
Councilman Morehead led the salute to the flag, FLAG SALUTE
Roll Call: Present: COUNCILMEN ADAIR, GREGORY, ROLL CALL
MOREHEAD AND MAYOR MCCARON
Absent: COUNCILMAN HAMILTON, CITY
TREASURER CODLING, CITY
ENGINEER FRENCH, PLANNING
DIRECTOR CHIVETTA

CITY ENGINEER FRENCH ARRIVED AT
4:08 P.M.

COUNCILMAN ADAIR MOVED THAT COUNCILMAN HAMILTON BE EXCUSED. COUNCILMAN HAMILTON
COUNCILMAN MOREHEAD SECONDED. There were no objections, the EXCUSED
motion carried and was so ordered.

Chief Administrative Officer Nordby reviewed his report on C.A.O. REPORT RE
the proposed Civic Center Copy of report in official file). PROPOSED CIVIC
He stated that the steps to be taken in the decisions involved CENTER
in providing adequate facilities for the operation of city
government should be taken in orderly sequence, that the
first step would be to retain the best architectural firm
available; that he would suggest a screening committee to
proceed with a review and evaluate the architectural firms
and then submit a list of ten or twelve to the City Council
for later review and final selection; that a complete
analysis of four procedures for financing would'be submitted
at a later date; that several Federal grant and loan programs
should be explored when financing begins; that the staff is
looking forward to working with the City Council on this
vital project. He stated that the problems, In regard to
the proposed center, had been mainly of a financial nature;
that the City spent about a year and a half trying to get a
revision of the cigarette tax to provide financing; that
last fall it was successful in doing that.
City Engineer French arrived at 4:08 p.m. CITY ENGR. FRENCH
ARRIVED AT 4:08 P.M.
Councilman Gregory suggested that before hiring, even, that COUNCILMAN GREGORY
our own staff could work out some plot plans and then these
plans could be offered to an architect or architects.
Chief Administrative Officer stated that the staff is really
only geared to day to day function; that this is really what
their responsibilities are; that an architect is paid on a
fixed fee basis; that the City would suffer if you take the
Cityls one planner away from his normal responsibilities;
that it would not cost any more to have an architect tomorrow
than to have him six months from now; that this Is why he
suggested getting the professional assistance at the beginning.

Mayor McCaron stated that the City would need to know about MAYOR MCCARON
location, size and other answers>so if getting an architectuel
firm is the first step to get these answers, then he felt this
was the step to take.
Councilman Adair stated that he thought the Council should COUNCILMAN ADAIR
proceed along the suggested line and get the architect.
Councilman Morehead stated that he did not think an architect COUNCILMAN MOREHEAD
could start giving the City any help until he could be given
a general Idea what size property the building would be built
on and where it would be located; that a committee, as
suggested by the-Chief Administrative Officer, could undoubtedly
decide upon a site and make a recommendation to the Council;
that this would be the most important move at the beginning of
this project; that he did not feel it was a part of the
architect's job to tell the City where to locate the building
but maybe It was.
Councilman Gregory stated that In the case of the Parks and COUNCILMAN GREGORY
Recreation Department building, the committee figured.out the
amount of space available and what was needed by the citizens
for use In a building; that the decision as to the size of the
City Hall would more or less dictate where It could be built.
Mayor McCaron stated that he would move that the City should MAYOR MCCARON
not buy any property if it had property now that could be used;
that the appointing of a committee should be done first; that
there Is no question that the facilities are needed; that the
length of time for paying for a center should be short.
Chief Administrative Officer Nordby stated that he thought C.A.0. NORDBY
for the last thirty years the process had remained essentially
the same an individual is hired to provide the information
for site selection; that this Information can be accepted or
rejected the decision always rests with the Council; that
site selection, the scope of the project, how much space should
be utilized by the various departments can be decided by the
expertise of an architect with many years of experience.
Councilman Gregory stated that the City probably should have COUNCILMAN GREGORY
the architect to get started. She inquired whether other
adjourned meetings would be held such as this one and whether
the architect would be sitting in on the meetings with the
Council.
Chief Administrative Officer Nordby replied that the architect C.A.0. NORDBY
would be attending future meetings; that Council'shouldl
set certain guidelines as to what they desire.
Mayor McCaron stated that It appeared a committee should be MAYOR MCCARON
formed to select an architect; that it had been suggested
that two members of the City Council, the Chief Administrative
Officer, the City Engineer and the Chairman of the Planning
Commission be on the committee. He appointed Councilman
Morehead and Councilman Adair to work on the committee.
Chief Administrative Officer Nordby stated that he could give C.A.0. NORDBY
a more elaborate report at a later date.
Mayor McCaron stated that the next procedure after the MAYOR MCCARON
selection, by the approval of the Council, would be to get
the necessary Information before proceeding further.
