REGULAR MEETING OF THE BALDWIN PARK CITY COUNCIL FEBRUARY 5, 1969
CITY HALL COUNCIL CHAMBER) 14403 East Pacific Avenue 7:30 P.M.
In accordance with Section 2703 of the Municipal Code
the City Council met in open meeting at 7:00 p.m. In
the Conference Room for an Informal session with the
staff to be informed on regular agenda items.
The City Council of the City of Baldwin Park met in
regular session at the above place at 7:30 p.m.
City Attorney Flandrick led the salute to the flag. FLAG SALUTE

Mrs. Eugenia Igna, 12819, 13409 and 12793 E. Garvey Avenue, MRS. EUGENIA IGNA
Baldwin Park, stated that she wanted rolled curb and 12819, 13409 & 12793
gutters on two of her properties in accordance with the E. GARVEY AVE., B. PK.
one property she owns which had these improvements installed RE TRAILER PARKS
previously; that the rolled curb would prevent people from
parking In front of the property; that the street is so
narrow that Ingress and egress to the property is difficult.
She asked what the Trailer Park Committee had decided after
inspecting the properties.
Mayor McCaron stated that she would have to wait for the
report to be studied and that the Planning Commission would
make recommendations.

Mrs. Igna asked, How long will it take, sir. I was MRS. IGNA
under the impression that tonight is the night. It is
getting close to the time that I am planning a trip to
Europe and I have to have the answers so 1 know and I
want to have everything before I leave."
City Engineer French stated that there would be no
rolled curb and gutters; there would be drive approaches
where needed; that there would be full access to the
properties; that the intent was to keep cars off the
sidewalk area.
Mrs. Igna stated that she wanted permission to finish the MRS. IGNA
sewer without a Conditional Use Permit on Wolverine #3),
to which Planning Director Chivetta replied that this
park is non-conforming and a hook-up to the sewer would be
disallowed unless It was an absolute necessity and unless a
waiver to release the City from all claims was signed.
Mrs. Igna stated, I want an answer within a week or two.
You don't let me put sanitary sewer in there; you don't
let me put rolled curbs so that I can continue my business-
I don't want to go on the county."
Mrs. Igna stated that she wanted a definite zone, and City
Attorney Flandrick stated that she could apply for a change
in the zoning regulations if she liked. He also stated
that a copy of the Trailer Committee Report would be available
for inspection in the Planning Department.

Mrs. Edith Dunn, 101 Palm Drive, Arcadia, stated that their MRS. EDITH DLINN
property at 13210 Ramona Boulevard had been posted and 101 PALM DR., ARCADIA
they felt that they should have been notified by mail
that the property was being condemned.
City Engineer French stated that the structure on this CITY ENGR.
property was posted as an unsafe structure in accordance
with the Building Code; that a notification and a list of
the problems would be sent to the property her; that
this property cannot be converted to residential use unless
the application Is made through the Planning Department for
a residential use In a commercial zone; that the structure
had to be rehabilitated whether used for residential or
commercial use; that posting the initial action is to notify
a possible renter or buyer that work has to be done on this
property to bring it into compliance with the Building Code.
Mayor McCaron suggested Mrs. Dunn contact the City Engineer
for procedure details and the reasons for the action.

Chief Administrative Officer Nordby stated he had a LEASE AGRMT. FROM STATE
lease agreement from the State Division of Highways DIV. OF HWYS. ROADSIDE
which would grant the City permission to lease a small PK. $1.00 PER YR.
tract of land along the freeway, near the Edgewood
Theater, for the purpose of developing a roadside park
for the sum of $1.00 per year rental. He recommended
execution and signing of the lease.
