COUNCILMAN HAMILTON SECONDED. There INTRODUCED were no objections, the motion carried and was so ordered. City Attorney Flandrick stated that a public hearing P.H. MAR. 19, 1969 on this Ordinance would be held on March 19, 1969. 00- City Attorney Flandrick stated that there was pending CITY ATTY.RE LEGISLATIGs. legislation concerning hearings at the local level on CONCERNING HEARINGS AT such matters as Zone Variances, Conditional Use Permits, LOCAL LEVEL POLL BY Personnel Matters and Public Nuisance Cases. The State LEAGUE OF CALIF. CITIES Bar had proposed that these hearings be taken oat of the REC. OPPOSITION. hands of local governmental bodies and that they be conducted by a hearing officer who would have to be, according to the legislation as proposed, an attorney and have not less than five years in practice. The State Bar recommended this item for adoption at Its meeting in California In September of last year, and it is to be considered at the current session. City Attorney Flandrick stated that the League of California Cities sent out a newsletter to City Attorneys on February 18th indicating they wanted to find out how the various cities feel about this proposed legislation; that he recommended it be opposed as it would completely disrupt the system that has been in effect for many years; that if his recommen- dation were approved by Council, he would direct a letter to the League to that effect. INEQUITY OF L. A. CO. He stated that the cities with their owes departments POLICE SERVICES appeared to be subsidizing the law enfercement activities outside of the cities since they all pay the same county general tax rate; that since he had made his report a study and report made by Councilman Bernardi of the City of Los Angeles had been received. He explained that the report is available for examination. Last year the League of California Cities adopted a resolution directing the League to make a study of this problem. Mr. Nordby was not recommending action at this time, but felt action should be taken ultimately. Councilman Gregory stated that the Independent Cities had been studying this problem for two years and were working in conjunction with the League. 00- Chief Administrative Officer Nordby presented a request from C.A.0. Mayor McCaron explained that property owners are paying a special district flax and this action now made the Ramona Storm Drain part of the county district. 00- Planning Director Chivetta gave a report of the Planning PLANNING DIRECTOR Commissions review of the Trailer Park Committee Report REPORT RE TRAILER PK. which commended the ccx=ittee for their report. He stated COMMITTEE REPORT that the commission felt the City Council should request of the trailer park people that they file a Conditional Use Permit by April 2, 1969 in accordance with the Municipal Code and upon the culmination of the public hearing for each individual trailer park, they would be deemed conforming in accordance with the Code and minimum standards would be imposed at that time.
