In accordance with Section 2703 of the Municipal Code
the City Council met in open meeting at 7:00 p.m. In
the Conference Room for an informal session with the
staff to be informed on regular agenda items.
The City Council of the City of Baldwin Park met n
regular session at the above place at 7:30 p.m.

The Council was given a list of architects for the Civic DISCUSSION RE
Center project compiled by the Civic Center Committee. CIVIC CENTER
Six firms were recommended. Council discussion followed
regarding preferences for screening the six firms, and
it was agreed that an adjourned meeting, tentatively set
for April 7th at 7:00 p.m.,'should be held for this
purpose. Eacii firm would be allowed adequate time for
their presentation. The firms are to be notified by letter.

stated that he was opposed to some of the Planning
Commission requirements due to financial hardship; that
he believed he could meet the requirement far installing
curb and gutter on Arrow Highway but felt that he should
not be required to pave out as the street is in the City
of Irwindale; that he would cause his fence on Arrow
Highway and Gayhurst to become view obscuring and would
maintain it but would like to leave the gates as they are
due to the police protection that It afforded him; that
he was requesting at least one year to complete all
conditions that may be required of him; that he has
occupied this property since October, 1968, and the rear
lot for the past 4 years; that he can comply with the
ingress on Gayhurst and the egress on Arrow Highway.

testified that he has property on the southeast corner 4741 N. CENTER ST.,

good job of cleaning up and maintaining this property,
and he thought he deserved a little extension of time.
CITY ENGR. FRENCH
In answer to Mayor McCaron's question, Mr. French explained
that the curb and gutter area is In Irwindale, however
standard requirements apply and Irwindale meets our
requirements as we meet theirs.
MAYOR MCCARON
Mayor McCaron stated that he was concerned with the future,
that the street frontage in this area was deteriorating
Instead of Improving; that as,long as the Council continued
to allow useage without requiring conformance to the Code,
violations would continue; that he questioned whether the
Council had any way to enforce the necessary improvements
required other than denial to the applicant; that the owner
should be aware of what Is required before he authorizes a
tenant to move on the premises, and he,the owner, should
be willing to make improvements.
CITY ATTY.
City Attorney Flandrick stated that If the permit were to FLANDRICK
be granted, the conditions are suggested by Planning
Director Chivetta could be imposed as conditions of approval,
and it would be up to Mr. Reed and/or the property owner to
comply with them, If this was what Council wished; that the
owner could take advantage of the Conditional Use Permit as
the permit goes with the property.
