In accordance with Section 2703 of the Municipal Code the City Council met in open meeting at 7:00 p.m. in the Conference Room for an informal session with the staff to be informed on regular agenda items. The City Council of the City of Baldwin Park met in regular session at the above place at 7:30 p.m. Chief Administrative Officer Nordby led the salute to FLAG SALUTE the flag. DARGUS, respectfully submitted the following information for 13260 E. FRANCISQUITO the Council's consideration and assistance in the re- AVE. organization of the Council in April: A public opinion poll had been made, by a group of interested citizens, of approximately 450 persons who were asked during the interview I) Do you believe that the office of mayor should be on a rotation basis 57% yes, 22% no, 21% no opinion, 2) Would you accept a woman mayor 62% yes, 18% no, 20% no opinion. He stated that he had contacted 14 cities and in every case where women had served on the council, they had served one time as mayor. He named eight women who are now serving as mayors in surrounding communities, and he asked that this information be taken into consideration. Jack Lyons, 13420 E. Frazier Avenue, stated that he JACK LYONS, concurred with Mr. Dargus' action; that in Baldwin Park, 13420 E. FRAZIER AVE. as far as he knew, two ladies had served on the Council and had served well; that he felt the ladies should not be descriminated against. Councilman Gregory thanked the two gentlemen, and she COUNCILMAN GREGORY stated that their remarks were unsolicited but much appreciated. 00- City Engineer French stated that a letter had been CITY ENGR. RESUME received from the Federal National Mortgage Association 68-N-73 copy of letter in official files) in regard to Public LETTER FROM FEDERAL Nuisance Case No. 68-N-73. He stated that the property NAT'L. MORTGAGE ASSN. had been improved; that permits had been taken out by Mr. Baxter, the reported owner; that the Engineering Department saw no objection to the request for an extention of time up to 90 days to abate the nuisance; that all action had been stopped on this property which was about 80% in compliance. COUNCILMAN HAMILTON MOVED THAT AN EXTENTION OF TIME OF MOTION MADE & CARRIED SIXTY 60) DAYS BE GRANTED ON CASE NO. 68-N-73. Use Permit by the Baldwin Park High School Associated B. PK. HIGH SCHOOL Student Body for a school carnival staged by the E 8 M CARNIVAL MARCH 28 Amusement Company on March 28 and 29. She stated that 8 29. WAIVER OF FEES they were requesting a waiver of fee and carnival 8 LICENSE. FOUR license. She also stated that the police department POLICE OFFICERS had recommended the service of four police officers at RECOMMENDED the location while the carnival is in operation, the police officers to be paid at the rate of $6.00 for each officer for each hour while the carnival is in operation. REPORT AB 374 Assembly Bill 374 concerning retirement at age fifty RETIREMENT AT AGE 50 for policemen and firemen. He stated that while the POLICEMEN b FIREMEN City might agree in principal, economically it would be impossible for the City to afford the additional cost; that the League of California Cities has taken a position in opposition to this bill. OQ- Chief Administrative Officer Nordby gave a report on C.A.O. REPORT $B 310 Senate Bill 310 prohibiting the fingerprinting and PROHIBITING FINGER- picture taking of cafe musicians. He stated that he PRINTING & PICTURE thought this bill could have detrimental effects in TAKING OF CAFE identifying problem areas; HA recommended opposing<it. MUSICIANS The Chief of Police concurred. REPORT SB 396 Senate Bill 396 which permits the State to impose a PERMITS IMPOSING 1% 1% sales and use tax on privately-owned utilities. He SALES & USE TAX ON stated that this would provide an additional source of PRIVATELY-OWNED revenue for all the cities; that the League has taken UTILITIES a position in support of this bill and he recommended the Council support it also. COUNCILMAN MOREHEAD MOVED THAT THE COUNCIL SUPPORT MOTION MADE ii, CARRIED SB 396. COUNCILMAN GREGORY SECONDED. There were no COUNCIL SUPPORT SB 396 objections, the motion carried and was so ordered. 00- Chief Administrative Officer.Nordby gave a report on C.A.O. REPORT SB 312 two Senate Bills which attempt to amend the Brown Act b SB 314 ATTEMPTING and make It more restrictive. He stated that SB 312 TO AMEND BROWN ACT 8 would broaden the application of the Brown Act to MAKE MORE RESTRICTIVE include any committee, even though it was less than a quorum, and SB 314 would add to the Brown Act the provision that would make it necessary for those involved in executive session to sign an affidavit that matters discussed were only those permitted by law, which is a small list. He recommended that a stand should be taken in opposition. COUNCILMAN GREGORY MOVED THAT THE COUNCIL OPPOSE SB 312 MOTION MADE 8 CARRIED AND SB 314. COUNCILMAN MOREHEAD SECONDED.
