MAYOR MCCARON ARRIVED Absent: CITY ATTORNEY FLANDRICK 00- COUNCILMAN ADAtR MOVED THAT MAYOR MCCARON BE EXCUSED, COUNCILMAN GREGORY SECONDED. There were no objections, the motion carried and was so ordered. MAYOR MCCARON EXCUSED 00- Mayor pro tern Morehead stated that a communication had been received from the Employees' Association of Baldwin Park. Chief Administrative Officer Nordby stated that previously a letter had been directed to the Council from the Employees' Association and to his office; that since a verbal presentation was to be made, he suggested this be held over until Council- man Hamilton arrived, CO/WAUNICATION B. PK EMPLOYEES' ASS'N. At 7:04 CounciIman HamiI ton arrived. Russell King, President of the Baldwin Park Employees' Association, thanked the Council for being allowed to address them and stated he thought he could speak truthfully for the employees and reflect their true attitude. He stated that the general attitude, that he could get from talking to people, was serious; that this would affect not only the City but the individuals themselves as well. He stated that the Baldwin Park City Employees' Association had tried to improve itself; that they were hoping to become a truly functional organization which would help to upgrade the City employees. He stated twenty-six employees had left since April 5, 1968 for one reason or another. He stated he was sure many had left for higher wages and an effort to improve themselves; that he did not like to see the City of Baldwin Park become a training ground for other cities or private industry. He cited a number of examples of the versatility of the employees stating this was one of the reasons the City could be run more economically, but that he believed it was being taken for granted. He also cited a number of pay scales which he did not consider fair, He stated that the pay scale in Baldwin Park Ts competitive but it has always been low; that some employees found it necessary to moonlight; that the people cannot live with this forever; that if a person is proficient and knows he does a good job, the only way the City can hold him is to upgrade the pay schedule. He further suggested a true job classification where an individual with responsibiIity wouId be paid accordingly. He stated that he had heard a lot of bad comments about the cost of improvements of the parking lot, especially after the budget message. Councilman Gregory stated that she felt Mr. King had pre- sented his case very well. She referred to the Employees' Association letter of May 26, 1969 where it was stated that This City does not have the working conditions enjoyed by other ci t ies, i.e. buiI dings, equi pment, etc."; that the parking lot had been upgraded to provide more parking for employees and a more pleasant atmosphere, and it was difficult to understand the comments regarding the parking lot. She stated these budget study sessions would surpass all others that the Council has had; that she felt the Council had a real problem this year, CounciIman Adair said he would give Mr, King's request the utmost consideration, and Councilman Hamilton stated the Employees Association's request was reasonable and would be considered, and the Council would do the very best they cou td. Chief Administrative Officer Nordby stated that he appreciated the fact that the employees had voiced their thoughts and attitudes; that the budget study was in the initial stages and every attempt would be made to work with the employees; that he did not always tike to do what he had to do to reconcile revenue with expenditures. He suggested that the unnumbered pages at the beginning of the budget be numbered A" to K". Mr. Nordby explained that in many instances where the projected expenditures is less than the request, the figure had been compared with the projected expenditure for this year as well as with previous years. In answer to Mayor pro tern Morehead's question, he stated that the proposed 5% salary increase was the same throughout the budget. Councilman Hamilton stated that he did not agree with a 5% across the board raise; that the living costs for a $10,000 a year man go up the same as for a $50,000 a year man, and this was not a fair method. Mayor pro tern Morehead and Councilman Gregory agreed. The budget accounts were considered as follows: I 100 City CounciI 1200 Administrative 1300 City Clerk Mavor pro tern Morehead stated that over a period of years the City Clerk, who Is a department head and an elected official, that that person's salary in his opinion hasn't been adjusted according to the position. Part of the salary is governed by the vote of the people and part is Administrative Aide where other duties that might be assigned by the CAO & City Counci I is governed by control of the budget. He con- siders the Cit / Clerks office Just as important in the Ltty as the City Engineers office. All departments are required and needed or we wouldn't have them, al- though the City Clerk's office is required by law. He stated he was speaking of the office and not the person holding that position. Just a little over one half the City Clerk's salary is governed by the budget. The vote of the people next election could change this so she or he could receive a $1,000 a day or $500 a day, but until that happens the other salary is governed by this governing board and controlled by the budget. Continued) ACCOUNT NUMBERS #1100 #1200 #1500 BIB] 37659-U01 1969-U02 06-U02 09-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO9995-U03 DO10005-U03 C4-U03 MINUTES1-U03 2/6/2003-U04 ROBIN-U04 REGULAR-U05 SESSION-U05 CITY-U06 COUNCIL-U06 1969 06 09 CC MIN(ÌìÛF pe0004145 Adjourned Regular Meeting of the Baldwin Park City Council City Clerk Continued) He stated that in view of Mr. Hami l+on*s remark, that that department head's salary has never increased in his opinion along with the responsibility and the magnitude of the work that the department head supervises and the responsibility assumed from time to time when the CAO is out of the City, He stated that at this point he had no set recommendations in regard to that position but since Mr. Hamilton mentioned this, it certainly coincided with this department as he sees it; and a little later before this budget is adopted he would have some figures jotted down to where he could read them; that he had some now, but couldn't read them as he had not proved them out yet and would hold them unit 1 later. 1500 Finance Concerning Account #1461, Chief Administrative Officer Nordby explained that MFOA means Municipal Finance Officer's Association. 1400 1500 1600 Treasurer City Attorney Chief Administrative Officer Nordby explained that this salary was now in line with what other municipalities pay. He stated that the $ amount on pace 58 should be $12,000.00, not $1,000.00; that for court appearances we paid per diem. Planning Department Mayor pro tern Morehead stated that it appeared that the Planning Director had given up on the position of associate planner and he asked the Planning Director why he thought it has been so difficult to acquire an assistant. Planning Director Chivetta said that the situation would have to be analyzed in terms of dollars and cents; that surrounding communities are able to pay in excess of the amount of money we can pay for the same caliber of person we would hire. However, this was not the entire problem. The problem is that we receive a flyer from the American Society of Planning Officials once a month. This flyer has positions that are open throughout all catatagories in planning. This is throughout the United States, Canada and in Europe. There are not enough qualified people for these positions. Salary ranges vary from $55,000 per year to $9,000. Other cities able to pay more cannot recruit. The solution may be to train more planners. This City's planning trainee, graduating from Cal Poly with a degree in Urban Design in Planning, Just left to tour Europe for 5 months. When he returns he hopes to start at not less than $800 per month. To acquire a qualified individual the City would have to pay $1,500.00 to start and this City nor any other city cannot afford this. The average stay of any top official with a community is 5 years. Much money is spent in training and cities hope to get the maximum efficiency and benefit from these individuals. 700 Government ButIdings Audi tori urn Fixed Charges 900 2000 2200 5100 Police Department Councilman Gregory stated that on page 7 it appeared that the policewoman's salary surpassed that of a patrolman. Chief Administrative Officer Nordby stated the salaries were the same; that it depended on the steps that this departmental budget was the most difficult to work on as in 95% of the cases the requests were v^lid but that the personnel and equipment had to fit the revenue. In answer to Councilman Gregory's inquiry page 67, account 5561, membership-meetings, he explained this cost was based on per capita; that a repeater station is located on Johnstone Peak page 90) in the San Gabriel mountains to increase the signal strength of the Civil Defense radio. The block building is self maintained. \ Councilman Gregory requested that monthly Civil Defense reports be given to the council. 4t00 Engineering 5500 Street Sweeping tn answer to Mayor pro tem Morehead's question City Engineer French stated he would rather have a City Street Sweeper, but for the level of service contract sweeping is the most economical. In answer to CounciI roan Gregory's question account 5544, page 105, and account 5576, page 104) Mr. French explained that the old sweeper was declared surplus and the new small sweeper and brooms had been deleted from the budget, tn answer to Mayor pro tem Morehead's inquiry he explained that at the present time spot clean-up Is done by hand and and large areas by the contract sweeper, Chief Administrative Officer Nordby stated the small sweeper may be reconsidered. 5400 Trees and Parkways 5500 Signs and Striping 5600 Street Maintenance tn answer to Councilman Gregory's question account 5601, page 126) Chief Administrative Officer Nordby explained that $55,000. Contractural) for the storm drains in Falrgrove from Frazler to Athol had been deleted. The revenue from property tax ts $270,000 on a $5,000,000, budqRt. This Is less than 9%. He explained that on a $16/OOO.home the City receives about $24.40 a year from the tax payer. So city services are costing the tax payer pennies a year. He Is having a complete compilation prepared showing exactly what services the $24.40 pays for. He stated there would be no more wooden poles. 8000" Sewer Connection City Engineer French explained that there is a standard sewer connection charge of $6.00 a front foot. The City installs the sewers and then the people pay a flat charge to connect to the sewer. This is a self sustaining fund. 9000 Curb and Gutter 7200 Recreation School Project This is the same program that has been offered for many years. The county no longer participates. The School District contributes $11,750. and the City contributes the remainder. 7500 Recreation and Parks Chief Administrative Officer Nordby explained that the money for the Softball diamond would be available when a suitable location is found. Account 7575 Page 160 Youth Center Dev. 1st increment) Is money to be set aside for a Youth Center. Day Camp Site and landscape) is a proposed site near the interchange of Highway 605. He stated that 10,000 copies of the Recreation and Park Information booklet had been printed.
