A. Councilman Morehead led the salute to the flag. Roll Call: Present: COUNCILMEN ADA IR, GREGORY, KAMILTOM, MOREHEAD AND MAYOR McCARON June 16, 1969 7:00 P. M, FLAG SALUTE ROLL CALL Also Present: CHIEF ADMINISTRATIVE OFFICER NORDBY, CITY ENGINEER FRENCH, PLANNING DIRECTOR CHIVETTA, FINANCE DIRECTOR DUNCAN, CHIEF OF POLICE ADAMS, CITY TREASURER CODLING AND CITY CLERK BALKUS Absent: CITY ATTORNEY FLANDRICK 00" Police Chief Adams showed the Council the San Gabriel Valley Tribune Shoot trophy which the men from his department had won on Saturday, June 14th. He stated that this was the first year his men had been able to come home with the No. I trophy. Duane Morrow was top shooter of the day, Don Mooneyham was number 3 and Henry Dock was number 10. Each man received a trophy, Mayor McCaron asked Chief of Police Adams to offer his men congratulations on behalf of the Council, 00- POLICE TROPHY SAN GABRIEL VALLEY TRIBUNE SHOOT Mayor McCaron stated that all accounts in the Budget had already been gone through page by page and the President of the Employees Association had been present. He then asked the members of the Council to present any individual items which they wished to discuss. Councilman Adair and Councilman Morehead stated that they had noticed that the salaries of the City Clerk-Administrative Aid and the Director of Finance seemed to be out of alignment with those of other department heads? that their salaries were lower than, for in- stance, the salary of the Associate Engineer. Chief Administrative Officer Norby stated that it had been his belief that the title of a department head did not necessarily have with Tt a salary greater than a professionally trained person in another department; that in the field of engineering the City requires certain technical and academic requirements, whereas in other positions there are no such requirements. Mayor McCaron stated that a determination should be made of the duties and responsibilities of the Administrative Aid and of the City Clerk and what the qualifications would be for the person holding the positions; that the two positions should not be confused. Councilman Morehead recommended that the salaries of the Finance Director and the City Clerk-Administrative Aid be brought up over an employee who does not have the responsi- bility that they do. Continued) BIB] 37659-U01 1969-U02 06-U02 16-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO9995-U03 DO10006-U03 C4-U03 MINUTES1-U03 2/6/2003-U04 ROBIN-U04 REGULAR-U05 SESSION-U05 CITY-U06 COUNCIL-U06 1969 06 16 CC MIN(ÌìÛPpeCO^^ Regular Meeting of the Baldwin Park City Council June 16, 1969 Page 2 Chief Administrative Officer Nordby stated that he had pro- vided the Council with information on finances dated last Friday^ he reviewed some of the Information, He stated that a tax payer on a home valued at $16,000, pays 34 cents a year to support the City Council; that the property tax really plays a very small part in financing the City operation; that a 5% increase across the board would amount to $65,583; that this sum Is a large amount when It is realized that it is not realized in current revenue for thp current year; that by taking this sum from the surplus, the surplus will be depleted by $110,000; that the alternative would be to apply a 15 cent increase to the 61 cent tax In the general fund, CounciIman Gregory stated that she would suggest another look at the budqet^ that perhaps the people under $7,000 should get a 7-1/2^ increase; those over would get a 5% Increase and the department heads 2-1/236, She also stated that if a look were taken at the recreation tax again, probably 5 cents could be taken off of that. Chief Administrative Officer Nordby stated that the unap- propriated surplus had been built up to a high of almost one-half a million dollars; that if the budget were approved as It is, we would still have $305,000 at the end of the 1969-70 fiscal year; that we do have to budget more than one year in advance. He stated that he had some faith that something would happen in Sacramento concerning certain revenue measures such as Assembly Bill 2138 and the 5% tax on utilities; that support should be given to these measures. He stated that this is the first time that he had suggested a 5% across the board salary increase; that the two departments that concerned him most were Police and Public Works; that an alternate proposal concerning salaries could be brought back to the Council for their con- sideration. CounciIman Gregory suggested that in the future ne Council should have budget sessions before the book-form of the Proposed Budget stage is reached so that any problems might be worked out; that she would like to see a study made on her suggestion to see how it would work out for the City and see what adjustments might have to be made tax wise, Councilman Hamilton stated that he agreed with Councilman Gregory especially on the point of the people In the lower salary levels; that he felt this needed looking Into; that he realized It would take a lot of work to redo the budget. He stated that as far as raising property taxes, no doubt the property In Baldwin Park will get reassessed, and there will be an Increase in the tax. He questioned the need for five lieutenants In a department with fifty-three people. Chief of Police Adams explained the duties of the police lieutenants and why he feels the department needs five Ileutenants. Chief Administrative Officer Nordby stated that the Police Department is the only department that works around the clock seven days a week; that spreading five lieutenants over twenty- one shifts Is spreading it thin. Mayor McCaron stated that a 5% raise was a pretty good raise; that he would like to see sufficient remuneration for each type of job; that this year the City Is deficit budgeting; that if income does not increase next year, and another salary adjust- ment is made. He stated that the new pro- posed Civil Center will have to be financed out of money derived from various sources; that hopefully new sources will aid the City and relieve some of the burden; that he did not see how too many changes could be made in salaries at the present time. He suggested that Mr. Nordby give the Council a report at a later date letting them know what exists in the way of deficiencies, compared with other cities and compared with industry and private enterprises; that if there are any glaring deficiencies they should be corrected as soon as possi bIe. Discussion followed, concerning last year's salary raises. Councilman Hamilton stated that he would like a survey made on the salaries and Councilman Gregory agreed, Chief Administrative Officer Nordby stated that the Department Heads were way below the scale in other cities whereas other employees while being below were not so far below; that the 5% across the board might make a little adjustment in Department Head salaries to compensate for what they did not get last year. Mayor McCaron suggested that a little more information might be provided for either the meeting on Wednesday, June 18th, 1969 or for another adjourned meeting so all Council members would be satisfied; that it would be necessary to go back over posi- tions historically to see what the City had been doing in the way of raises. Chief Administrative Officer Nordby stated that he was sympa- thetic with the employees' request/ but that he had to produce from some source the money to finance the request. Mayor McCaron stated that the City was trying to pay what was fair but within the City's ability to pay; that if the funds were available they would be produced, but that the Council members could not forget some of the obligations that they have to the public of Baldwin Park; that some facilities have to be produced as well as services. He asked whether there was any objection to having deficit financing this year. Discussion followed regarding the tax rate and revenue sources. Mayor McCaron stated that before the next meeting on the budget, information would be obtained on percentages, deficient salaries, etc. and also a report on the positionsof City Clerk-Administrative Aid and Finance Director, In answer to Councilman Adair's question, City Engineer French stated that curbs and gutter had been Installed at Elwin ViIlage Market. At 8;15 P. M., Councilman Morehead moved that the City Council ADJOURNED AT 8:15 P.M. adjourn. Councilman Gregory seconded.
