M. In accordance with Section 2705 of the Municipal Code the City Council met in open meeting at 7:00 P. M. In the Con- ference Room for an informal session with the staff, to be informed on regular agenda items. There were no objections. 00- Chtef Administrative Officer Nordby recommended that the firm of Crowell and Larson, Baldwin Park, be awarded the contract for the improvement of Patrltti Avenue by Barnes Park, Stitchman Avenue between Pacific and Central, and Elizabeth Street, northerly of Olive Street. Four bids were received and opened on June 9, 1969. COUNCILMAN MOREHEAD MOVED THAT THE CONTRACT FOR IMPROVING VARIOUS STREETS IN BALDWIN PARK BE AWARDED TO CROWELL AND LARSON, BALDWIN PARK, IN THE AMOUNT OF $30,073.75. COUNCILMAN ADAIR SECONDED. Roll Call There were no objections, the motion carried and was so ordered. 00- Chlef Administrative Officer Nordby stated that City Council approval of the purchase price was required by Section 3775, Revenue and Taxation Code, for the conveyance of a parcel of land at Maine and Scott Place from the State to the County. In answer to Councilman Morehead's question regarding the advantage to the City^, by this transfer of title, Chief Administrative Officer Nordby stated that there was a possl- billty that the City might pick up back taxes. NO. 69-98 ADOPTED City Engineer French stated that the attorneys for the Southern California Edison Company had requested that Resolution No, 69-62, concerning Underground Utility District No. I, be amended so as to indicate reasons for forming the district. He enumerated three reasons and recommended that the Council adopt Resolution No. 69-100 which included the changes requested. City Attorney Flandrick stated that an addition to the title of Resolution No, 69-100 should be made indicating that Resolution No. 69-62 was being repealed, RESOLUTION NO. 69-100 DECLARING ITS INTENTION TO ESTABLISH UNDERGROUND UTILITY DISTRICT NO. Lemm Memorial Park; that he concurred with the recommendation as Mr. Lemm had served long and faithfully on the Park and Recreation Board. He stated that Mr. Lemm was a relative by marriage. Councilman Gregory concurred with Councilman Morehead, stating it would be a wonderful memorial for a wonderful man;" that he was Mr. Baldwin Park as far as she was concerned. Councilman Adair agreed. JUNE 18, 1969 Page 7 DISCUSSION Mayor McCaron stated that there were many people in Baldwin Park who deserve recognition as well as Mr. Lemm, that he felt this had been clarified when there had been a request to name a room in the Public Library for an individual; that there was to be an historical room for the use of the City in the new library and one wall would be set aside for the installation of plaques honoring the many civic-minded citizens of the City. The survey was based on the official compilation for 1969, prepared by the League of California Cities. He suggested a short recess so that he could obtain more information from his office. M., the Council reconvened in regular session Roll Call: Same as at beginning of meeting Chief Administrative Officer Nordby reviewed his report. He stated that whether an increase of 2-1/2%, 5% or 7-1/2% is granted, the City Is still dealing with deficit funds; that he was still hopeful that the bill in Sacramento, pertaining to a tax on utilities, would Just about put the City in the black again next year; that one answer to the problem would be a cut in personnel but that the City was already short staffed; that he was recommending an additional 2-1/2% to the initial recommendation of a straight 5% increase for all person- nel; that this would help effect a salary adjustment with the other cities used in the survey; that even giving 7-1/2%, Baldwin Park would still be behind the others In salaries paid. In reply to Councilman Gregory's question regarding paying 7-1/2% to those making under $7,000; Chief Administrative Officer Nordby stated that this would eliminate most of the people In Public Works and all of the patrolmen; that he did not feel that this system would apply equitably to all classifications. Mayor McCaron stated that he was not in favor of deficit financing, and that further salary adjustments could be re- considered If funds became available. Discussion followed that should additional funds become available, further salary adjustments would be considered. Resolution No. 69-102 was read by title as follows: RESOLUTION NO. 69-102 ADOPTING THE BUDGET FOR THE CITY OF BALDWIN PARK FOB THE FISCAL YEAR COMMENCING JULY I, 1969, AND ENDING JUNE 30, 1970. COUNCILMAN MOREHEAD MOVED THAT RESOLUTION NO. 69-102 BE ADOPTED, BASED ON A 7-1/2% SALARY INCREASE. The motion died for lack of a second. MAYOR McCARON MOVED THAT RESOLUTION NO. 69-102 BE ADOPTED BASED ON THE 5% SALARY INCREASE AS PROPOSED IN THE ORIGINAL BUDGET PROPOSED BY THE CITY ADMINISTRATOR. COUNCILMAN MOREHEAD SECONDED.
