City Attorney Flandrick explained that by this action the CITY ATTORNEY

in the future the Council wished to reopen the street the

Edwin EIko, 15057 Bess Avenue, stated that he was not In EDWIN ELKO
favor of closing any street although this seemed a 15057 BESS AVENUE
feasible thing to do in regard to the proposed park;
that he thought the closing of this portion of Leorlta
would only compound the problem of heavy traffic which
already exists on Bess Avenue; that the City should have
a four-way stop at the corner of Leorl+a and Bess as it
Is impossible for anyone living on Bess to get out on the
street or cross it, particularly In the morning and in the
evening; that there are already too many cars on Bess which
Is a narrow street and that the posted speed limit of
thirty-five miles per hour should not be over twenty-five
mt les per hour,
In answer to Mayor McCaron^s question, he stated that at
least twenty residents would be Involved*
Mr« EIko stated that If there were a four-way stop light
at Bess and Leorl+a most of the traffic would continue on
up Dalewood and turn at the traffic light on Baldwin Park
Boulevard Instead of taking a short cut as they do now;
that If Leorl+a Is closed many drivers would drive In and

with all that Mro EIko had saido She-stated that her school-
age daughter had a problem crossing at Leorl+a and Bess and
a four-way stop was neededo
TESTIMONY IN OPPOSITION WAS GIVEN by:
Mrs. Elsa Smith, 953 Leorita, stated that she had the same
trouble everyone else did getting onto Bess Avenue; that
she was unable to get on at 6s50 a.m. or 7:50 a.m. when she
goes to work; that she was opposed to the closing of Leorita,

portion of Leorita Street, Mayor McCaron declared the public
hearing closed.
As there were no objections, Mayor Mcdaron referred ResoJu-
tion NOo 69-156, ordering the closing of a portion of Leorl+a
Street, to the Traffic Committee for further study and a
report,

City Clerk Balkus presented a petition signed by Mrs. Pat
Davis and a.number of residents of the 14000 block on
Cloverslde who were requesting the granting of a Temporary
Use Permit and waiver of fees tor a Block Party" to be
held on August 16, 1969o Permission was requested to close
the block from 7;00 porno to 10:00 pom. Copy in official
files,)
Chief Administrative Officer Nordby stated that a memo-
randum from Chief of Police Adams recommended that the petition
for the Block Pary" be granted subject to a refundable deposit
to insure proper cleanup of rhe area and repair of any damage
to City propertyo An attachment to the memorandum showed that
out of twenty adjacent property owners only one had voiced an
objection^ Mro Nordby stated that it was probably an appro-
priate action to make this a test case and concur with the
Chief's recommenda+iony waiving the permit fee and probably
having a small deposit for cleanup. He thought, however,
that the cleanup deposit was probably unnecessary,
Councilman Morehead stated that he did not think the Council
should consider asking for a deposit for cleanup; that the
Chief Administrative Officer should write and let the lady know
that if the cleanup were not made by the group, they could
expect to pay a fee to the City a He did not feel a definite
deposit would be necessaryo
Mayor McCaron expressed concern over the problem of cleanup
and whether the City would have to bear the expense. He

Discussion followed regarding the need for a deposit.
Councilman Gregory stated TOBT rnis did not have to be a
test case; that she thought it was a wonderful show of
good neighbors to get a whole block of residents together
and she wished there good luck.

Chief Administrative Officer Nordby stated that the actuarial
study ordered by the City Council in January had been received
from Public Employees' Retirement System; that within thirty
days a complete evaluation and recommendation would be made-
Mayor McCaron asked whether a report co^d be made by the
employees themselves, and this matter could be taken to the
Personnel Board for a hearing before final recommendation is
made*
Chief Administrative Officer Nordby stated that it was the
intention to involve the Employees' Association representa-
tives; that the only restrictions would be the funds involved,
the cost to the City and possibly to the employees,
Mayor McCaron stated that after more information is gathered
on this subject it should be referred to the Employees'
Association and that the Council should receive some com-
munication indicating the progress.

Chlef Administrative Officer Nordby recommended renewal of
the Community Recreation Agreement between the City and the
Baldwin Park Unified School District for the fiscal year
beginning July I, 1969,

Ci+y Attorney Flandrick stated that the Engineering
Department had received a request from Mr, Wo Co Hannah
for the circulation of a petition for 1911 Act Improvement
District on the South side of Palm Avenue between Baldwin
Park Boulevard and Crickett Lane consisting of curb, gutter,
sidewalk, drive approach and right-of-way acquisition; that
the City Engineer recommended authorization be given to
circulate the petition as requested*.

COUNCILMAN MOREHEAD MOVED THAT APPROVAL BE AUTHORIZED FOR
THE CIRCULATION OF THE PETITION FOR THE 1911 ACT IMPROVEMENT
DISTRICT, COUNCILMAN ADAIR SECONDED. There were no object-
ions, the motion carried and was so orderedc

City Attorney Flandrick reviewed the report on SP-14o
He stated that initially the Staff had recommended that
there be a prohibition about the issuance of any building
permits on properties affected by the specific plan to be
sure that the plan coutd be carried into effect; that after
a reexamination of the problem, it was now the conclusion
that this prohibition is not required; that if the Council
wished to approve the plan it could be done in the manner
proposed by the ordinance, deleting the reference to the
prohibition against building permits and inserting in place
of the last full sentence in the ordinance on Page I, that
No division of any property affected by said Specific Plan
shall be approved, unless the same is in substantial con-
formity with Specific Plan NOo 14»"
