As there were no objections, Mayor Mcdaron referred ResoJu- tion NOo 69-156, ordering the closing of a portion of Leorl+a Street, to the Traffic Committee for further study and a report, 00- City Clerk Balkus presented a petition signed by Mrs. Pat Davis and a.number of residents of the 14000 block on Cloverslde who were requesting the granting of a Temporary Use Permit and waiver of fees tor a Block Party" to be held on August 16, 1969o Permission was requested to close the block from 7;00 porno to 10:00 pom. Copy in official files,) Chief Administrative Officer Nordby stated that a memo- randum from Chief of Police Adams recommended that the petition for the Block Pary" be granted subject to a refundable deposit to insure proper cleanup of rhe area and repair of any damage to City propertyo An attachment to the memorandum showed that out of twenty adjacent property owners only one had voiced an objection^ Mro Nordby stated that it was probably an appro- priate action to make this a test case and concur with the Chief's recommenda+iony waiving the permit fee and probably having a small deposit for cleanup. He thought, however, that the cleanup deposit was probably unnecessary, Councilman Morehead stated that he did not think the Council should consider asking for a deposit for cleanup; that the Chief Administrative Officer should write and let the lady know that if the cleanup were not made by the group, they could expect to pay a fee to the City a He did not feel a definite deposit would be necessaryo Mayor McCaron expressed concern over the problem of cleanup and whether the City would have to bear the expense. There were no object- ions, the motion carried and was so orderedc 00- City Attorney Flandrick reviewed the report on SP-14o He stated that initially the Staff had recommended that there be a prohibition about the issuance of any building permits on properties affected by the specific plan to be sure that the plan coutd be carried into effect; that after a reexamination of the problem, it was now the conclusion that this prohibition is not required; that if the Council wished to approve the plan it could be done in the manner proposed by the ordinance, deleting the reference to the prohibition against building permits and inserting in place of the last full sentence in the ordinance on Page I, that No division of any property affected by said Specific Plan shall be approved, unless the same is in substantial con- formity with Specific Plan NOo 14»" ORDINANCE NO, 555 APPROVING A SPECIFIC PLAN SPECIFIC PLAN NO, 14) COUNCILMAN GREGORY MOVED THAT FURTHER READING OF ORDINANCE NO. 555, AS AMENDED BE WAIVED.
