Roll Call; Presents COUNC1LMEN ADAIR, GREGORY, HAMILTON AND MOREHEAD COMMISSIONERS DARGUS, GERALDt, Klhte, LARSON, MIDDLETON AND CHAIRMAN MCCORD Absent; MAYOR MCCARON AND COMMISSIONER THOMAS 00- COMMISSIONER DARGUS MOVED THAT COMMISSIONER THOMAS BE EXCUSED* COMMISSIONER LARSON SECONDED. There were no objections, the motion'carried and was so ordered. 00- Meyor pro tern Morehead s+a+ed that this was a Joint meeting of the City Council and the Planning Commission where every- one should feel free to express their opinions and ask questions; that he surmised that each one present would speak up and make the meeting worthwhile. 00- Chairman McCord stated that they were there to work together as two bodies for improvements in Baldwin Park; that they would present pictures; that both bodies could make sugges- tions to help clean up the City. COUNCILMAN GREGORY 00- Councilman Adair stated that this problem lay between the Planning and Building Departments; that the Building Department should contact the Planning Department and see tf they lived up to the agreement, such as in the case of the Mobile Station and McDonald'So 00- Mayor pro tern Morehead stated that a competent inspector should not have to contact the Planning Department and if they can't read or abide by the conditions then there Is something wrong. 00- Councilman Adair stated that it would take about ten minutes for the Building Department to consult with the Planning Department* COUNCILMAN ADAIR MAYOR PRO TEM MOREHEAD COUNCILMAN ADAIR Chairman McCord stated that they were expected to follow the conditions and plot plan to the letter; that Planning Director Chive+ta can not check each Job; that we have to have unitye 00« In answer to Chairman McCord*s questions as to who to go to^ who was responsible and who was at fault? COMMISSIONER KING Councilman Hamilton Building Department up to, the City had house is brought up the area. 00- stated that move-ins related to the again; that if conditions are ived as good as a new house; that if the to Code, it is an improvement for COUNCILMAN HAMILTON 00- Chairman McCord agreed that there should be no move-ins and related some instances such as a slab poured so thin that the living room floor was broken through and a garage floor which should have been lowered six inches; that it should be a requirement that all of these things be done correctly; that this comes back to the Building Depart- ment again* 00- Slides were shown by Planning Director ChIve+tBo 00- CHAIRMAN MCCORD SLIDES At 8s00 p»m. Councilman Hamilton left for another meeting. Planning Director Chive+ta explained the presentation would be made to local businessmen in conjunction with 01 Pnfv students1 study on urban Ills; that cleanup, upgrading and building cor- rections were a cooperative effort, PLANNING DIRECTOR CH IV ETTA Discussion followed regarding business license renewals; that licensing was revenue; that applications are checked by the Planning Department; that Ordinances should be implemented. 00- In answer to Mayor pro tern Morehead's question regarding the pictures depicting nuisances as to whether these nuisances had been cleaned up or why wasn't abatement started, Planning Director Chlvetta stated that the City had instituted nuisance abatements; that some were cleaned up, but the next day litter accumulated againo He stated that action is taken, but the bog down*' Is with people; that the next action Is to take the matter to the District Attorney and have a conference with them. Planning Director Chlvet+a stated that a relocation can be denied if the structure does not meet the Code*. PLANNING DIRECTOR CHIV ETTA PLANNING DIRECTOR CHIVETTA 00- Commissioner Larson asked why bother to bring before the Planning Commission if they can be Code* He stated the Planning Commission must basis on which to turn them down, re locations brought up to have some COMMISSIONER LARSON 00- As Commissioner Dargus stated that the attorney did not +e the Planning Commission that they could not turn down a relocation If It could be brought up to Code, Mayor pro tern Morehead suggested that they ask Mr. Neher for an ooinion from the attorney's office 00- COMMISSIONER DARGUS MAYOR PRO TEM MOREHEAD Chairman McCord asked whether they should investigate com- plaints and to whom they sou Id be reported^ There was no comment a 00- Commissioner Larson reported on a complaint regarding the Police Department taking down the United States flag and how It was handled; he felt the flag should not be wadded up e Mayor pro tern Morehead agreedo 00- Chairman McCord stated that a Globe van had been parked on Ramona railroad right-of-way for four days and also another was pat'kad at Los Angeles and Cen+ero He asked whether the police should give them a citatjono 00- Councilman Gregory stated that this is a violation; that there is to be no parking in this areao 00- Chairman McCord said that the Planning Commission receives $10a00 per month; that It costs more for insurance and this does not cover other costs for Inspections, etCa He listed what other Planning Commissions pay as foilowss Azusa $30,, Covina $75,, Glendora $60,, Irwtndale $^0o. PLANNING DIRECTOR CHIV ETTA 00- Commissioner King said he felt the compensation was adequate; COMMISSIONER KING COMMISSIONER MIDDLETON that the City gets better qualified people by keeping a mini- mum compensation. Commissioner MIddle+on agreed, saying he would be satisfied with no pay. 00- Mayor pro tern Morehead suggested that the request for addi- tional remuneration be put in writing and enumerate the cities in the survey* MAYOR PRO TEM MOREHEAD 00- Chairman McCord suggested that this matter be considered In future budgets; that he was not thinking of himself. He req.ues+ed that Council consider taking the building Inspectors and the enforcement officer out from under the Engineering Department and putting them in another place where they would be more effective than where they are. He felt some of the trouble was right In there; that they are told to go and do a Job; that If they were under their own department then they would ba more responsible. CHAIRMAN MCCORD 00- Mayor pro tern Morehead stated that this was an administrative MAYOR PRO TEM problem and he would relay the information to the City MOREHEAD Manager so that If there was Inefficiency In the department It could be ascertained why. He said he was considering asking for an adjourned meeting next Monday and having the City Manager and Department Heads presento 00- Planning Director Chivet+a asked to be excused as other staff PLANNING DIRECTOR members were not present. CH1VETTA ASKED TO BE EXCUSED 00- Councilman Gregory said Mr. Chlvetta need not leave; all agreed. Councilman Gregory stated that these were organizational COUNCILMAN GREGORY problems and should be referred to the City Manager; that this meeting pointed out discrepancies and problems; that Mr< Nordby should listen to the tapes and review the minutes and then, if necessary, a rnee+Ing with staff could be held. She said she had enjoyed the slIdes and the thought put into them, that sometimes we are blInd as to what Is in our City. He read the four requirements to be met on a Zone Variance and explained If any one item were not true, the Variance was denied by the Commission. DISCUSSION 00- Chairman McCord suggested the Mayor and the Ci+y Council Initiate a cleanup campaign again and this would help some- what +o make the town l,ook better. He felt the Joint meeting was productive; that the Commission tried to give good decisions; that the Commission had benefited from the meeting and hoped It had been of benefit to the Council too, 00" Commlssioner King and Councilman Adair agreed on the clean- up campaign* 00- Mayor pro tern Morehead said that this had been a productive meeting; that items had been brought out which he had not been aware of; that some of the problems were administrative and bear investigation by the City Manager; that Mayor McCaron and Councilman Hamilton should be given a copy of the minutes. CHAIRMAN MCCORD COMMISSIONER KING COUNCILMAN ADAIR MAYOR PRO TEM MOREHEAD Chairman McCord suggested having a Joint meeting every six months. CHAIRMAN MCCORD AT 9i50 P*M. COUNCILMAN GREGORY MOVED THAT THF JOINT MEETING OF THi CITY COUNCIL AND THE PLANNING COMM I SS ION ADJOURN. COUNCILMAN ADAIR SECONDED. There were no objections, the motion carried and was so ordered.
