M, PATTERSON PUBLICATIONS, POSTINGS AND MAILINGS RESUME TESTIMONY IN FAVOR WAS GIVEN by: Don Ferryman, 200 South S+imson Avenue, La Puen+e, repre- senting the applicant, discussed the three points which the applicant had been asked to substantiate. He stated the following? 1) The building was adequate for the needs of his client and would be adequate for far more than four years; that his client was willing to spend several thousand dollars so obviously he did not feel It was inadequate In size; that It could be noted on their plan for the building and parking layout that the Staff commented they had more parking for the building than was required of them; that it had been mentioned that If Paddy Lane were not extended It would create a parking deflcency, so if Paddy Lane were not going to be there they could take another look at It. 2) In regard to traffic, Mr, Ferryman stated that other churches were handling traffic on narrow streets without problems. 3) Further, he did not feel the church would have an adverse effect on adjacent property as the use would not be full time; he did not feel noise was a factor; that cars would not arrive and leave at the same time; Mr. Ferryman requested that the Council's action be based on whether this use Is proper in this area, Councilman Hamilton stated that he could see the need for the church; that he felt there was less noise from a church than an apartment house; that he did not feel this appeal should be turned down, As there was no one else in the audience desiring to speak either In behalf of or in opposition to CP-154, Mayor McCaron declared the public hearing closedo Mayor McCaron stated that churches should be located in the proper place; that this had not been petitioned by the people In the area; that this case was being con- sidered on location, the zoning and other uses In the area* Councilman Gregory stated that It was the property, not the church, which presented the problems; that Paddy Lane does not go through and the lot Is narrow. He stated he had not heard of any complaints regarding traffic flow to and from a church and that he did not see how this would hinder the traffic flow on Maine Street. Mayor McCaron stated that,, In this case, these deep lots could be developed for residential use; that the main point was that this proposal would change the usage in this area; that this was not good planning; that other areas would be better for their use and give them expansion for the future. He stated that two responses had been received; one from Mr. Makinster, Administrator for the Baldwin Park Convalescent Hospital, who said that Mr. Laurence Vogel, the property owner, was a patient in his hospital and his estate is being handled by the County of Los Angeles. Mr. French stated that the County of Los Angeles had been contacted; that Mr. Ombossy, representative of the office of the Public Guardian of the County of Los Angeles, called and asked If he coutd board up the property and leave It as it was; that he was told that the property was beyond rehabilita- tion; that the City was recommending that it be demo I ished. There were no objections, the motion carried and was so ordered. 00- Ptanning Director Chive+ta reviewed his report on the request by Dennis Irving that the City participate In partial street improvements for a future street, namely Merced Avenue. He stated that Mr. Irving, In connection with the Merced Avenue Extension, had requested. In as much as Merced Avenue was on the City's Select System of Streets, that perhaps the City could participate in the street Improvement on a partial basis. City Engineer French stated that, in a normal situation, when a developer comes to the CI+y for a street improve- ment or the Improvement of a property such as this and he Is on a secondary highway. It had been a policy of the City in the past to require installation up to the width of a residential street with the rest of the footage being installed by the City; that this had been standard practice., He recommended that the policy which had been established In the past be followed In this case. E. IGNA Planning Director Chlve+ta stated that Mrs» igna had not accepted the conditions of the Conditional Use Permit for her trailer parks. City Attorney Flandrick stated that If the Council wished to condition the granting of a variance, so that they altered the usage of the frontage. It would certainly be appropriate. Planning Director Chivet+a stated that the Conditional Use Permit was only for the trailer park and not for Mrso Igna's other uses; that the other uses are permitted tn that particular zone without a variance, without a Conaltional Use Permit, so long as she meets the Code In terms of pro- viding ample landscaping, walls, etc. CE+y Manager Nordby stated that there were two actions to be considered?
