Planning Director Chtvetta referred to the land use and zoning map posted on the wait, He stated that the Plan- ning Commission recommended to the Council redassification of the property'on a partial basis from M°1 to M°2 and that the remainder of the property maintain its present zoning of M-1 nd R-1. Lima Street, Sierra Madre, Real Estate Broker representing the lessee and lessor, explained the reason for the requested zone change would be to accommodate the manufacturing of concrete products which Brooks Products of El Monte planned to do on this property: underground electrical conduit, concrete vaultss water meter boxes, etc, He stated this would be a fifteen-year lease site contingent upon a zone change which would permit them to operate on this acreage with an option to buy. He referred to the map on the wall and explained how Brooks Products would utilize the property: manufacturing, drying yard and storage. DISCUSSION FOLLOWED DISCUSSION Councilman Gregory stated that some reference had been made in the minutes of the Planning Commission to the moving in of metal buildings, that our Code does not preclude this but that she felt it should and she would like this taken under submission; that she was against the metal buildings brought in on the Cantrelt property; that she did not feel they upgraded the area. Mr. Owens stated that economic reasons would not permit them MR. OWENS to build any other than metal structures with the ceiling heights they need for their operations, that manufacturing would be on the 10 acresi that they had been in business since 1910 and employ SCO people; that they had 10 acres at the present time.. Continued) BIB] 37659-U01 1970-U02 01-U02 21-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO9996-U03 DO10022-U03 C4-U03 MINUTES1-U03 2/6/2003-U04 ROBIN-U04 REGULAR-U05 SESSION-U05 CITY-U06 COUNCIL-U06 1970 01 21 CC MIN(ÌìÜ% pe00043±9 Regular Meeting of the Baldwin Park City Council January 21, 1970 Page 5 Councilman Gregory inquired as to what type of protection would be made for adjoining R"1 property., Mrs Owens stated that a fences or whatever the Code requires; that they were over 120 feet from the power and light ease- ment and 300 feet from dwellings; that they did not want the R-1 to be rezoned to M-L Mrs. Gregory stated she would like to take this case under submission; that this area had a great potential for the City and the freeway would soon be opening^ TESTIMONY WAS GIVEN bys Joseph Balkus, 4625 No Hartan Avenue, stated that he did not know whether he was for or against the zone change, however, several meetings were held at the offices of Cantrell Company regarding the property and the people around it; that the Planning Director had made several maps contemplating the future development of the property; that one of the exhibits was approved by the people in the area who were involved; that nothing of this had been mentioned at this Council meeting; that he would like it brought to the Council's attention about a proposed road along the easement which affects quite a few acres. He asked the Planning Director to outline this proposed road to the CounciL Planning Director Chivetta stated that the City had been asked by Mr<> Brooks and his group to work out a possible street plan for opening up the area of the landlocked portions of property so that if the property were developed into something other than that proposed by Mr. Brooks, the owners would have access to Los Angeles Street and to the 605 Freewc^y; that three proposals had been submitted as follows to Mr, Brooks, Mro Cantrall and the surrounding property owners; Plan A" followed the Mater & Power line easement; Plan B" between Little John and Cantretl property and then followed the powerline; Plan C" eastside of Littlejohn property and then cut de sac. Plan A" is now before Los Angeles Power officials for consideratione The City property adjoining could be a neighborhood park, Joseph Balkus stated that he was not against the rezoning from M-1 to M-2 but that if it becomes M-2 on a fifteen- year lease, then a11 he could see for fifteen years would be a landlocked piece of property with which he was in- volved and the only way he could develop the property would be to have access and egress through residential property, Mayor McCaron stated that when a zone change is being requested, the City can not make any demands upon the prop- erty owner to develop any streets within the property;, TESTIMONY IN OPPOSITION WAS GIVEN bys Jack Baker, Route 2»0rovi11e, Caliform'aa asked whether Brooks Products could use their M-1 property for stock- piling. Mayor McCaron answered that they could. Mr 6 Baker stated that then there would be no need for them to change the zone for manufacturing concrete products or put a roadway through it; that the City needs manufacturing. Z-319 CONT'D* OATH TESTIMONY IN FAVOR Mra Brooks» Brooks Products 9 El Montea stated that their present projections for building their main office were for some time within the next two or three yearss that as soon as they started producing they would be applying for a sales license in the City and the City would get the sales tax on all products produced at this site; that they would not have an office in the City just manufacturing, that 751 to 802 of their business was retail businesSo He stated that it would be eight to nine hundred feet from the production building to the rear property line, that their products make a very orderly screen in themselves; that Baldwin Park would be the shipping point. Councilman Morehead commented that Mr,, Adair had retired some two weeks ago and the earliest, according to Councilman Gregory's recommendation and theory^ that this seat could be filled would be April 18th, some three months hence; that there were stilt four members left on the Council and if election was not facing Council, they would still be re- quired by law to make a replacement within thirty days or call an election; that he had been a part of appointing two replace- ments prior to this one and had received no criticism up to this po'fnt and if there was any criticism forthcoming he thought he could grin and bear it.
