COUNCIL CHAMBER) 14405 East Pacific Avenue The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 7:30 p.m. Counci I man Ham I I ton led the salute to the fIag. FLAG SALUTE ROLL CALL Also Present: CITY MANAGER NORDBY, CITY ENGINEER FRENCH, PLANNING DIRECTOR CHIVETTA, FINANCE DIRECTOR DUNCAN, CHIEF OF POLICE ADAMS, CITY TREASURER CODLING AND DEPUTY CITY CLERK CORYELL Absent: CITY ATTORNEY FLANDRICK AND CITY CLERK BALKUS 00- COUNC1LMAM GREGORY MOVED THAT CITY ATTORNEY FLANDRICK AND CITY CLERK BALKUS BE EXCUSED. COUNCILMAN HAMILTON SECONDED. There were no ob- jections, the motion carried and was so ordered. 00- City Manager Nordby presented a request for a Temporary Use Per- mit for a carnival from the Kenmore School PTA to be held on May 15, WO. He stated that they had their insurance and were requesting waiver of fees. COUNCILMAN GREGORY MOVED THAT THE TEMPORARY USE PERMIT FOR A CARNIVAL FROM THE KENMORE SCHOOL PTA ON MAY 16, 1970, BE GRANTED AND THAT FEES BE WAIVED. COUNCILMAN HAMILTON SECONDED. There were no objections, the motion carried and was so ordered. 00- Chief of Police Adams informed the Council that Officer Pierre LaMar of the Baldwin Park Police Department had been the recipient of one of five awards given by the Law Enforcement and Community Recognition Association LECRA) of Los Angeles. He stated that, out of thirty-four names submitted. Officer LaMar was the only city policeman selected; that this spoke well for the City of Baldwin Park. He passed the plaque to the CounciI» Mayor McCaron thanked Chief Adams and extended the Council's congratulations to Officer LaMar for receiving this award. He stated that he had attended meet Ings on drug problems con- ducted by Officer LaMar and commented that the Service Council had bought a projector for him so that he could further his efforts, CITY ATTORNEY AND CITY CLERK EXCUSED TUP CARNIVAL KENMORE SCHOOL PTA,MAY 16, 1970 TUP CARNIVAL KENMORE SCHOOL PTA MAY 16, 1970 GRANTED OFFICER LAMAR AWARDED PLAQUE BY LECRA FOR DISTINGUISHED PUBLIC SERVICE, PROMOTION PEACE OFFICER IMAGE PROFESSION 00- Citv Manager Nordby presented the Council with'a Revenue Account Detail for the current budget. Copy in official files). He stated that he knew the Council had seen this reoort before- that it had not been made a part of this work budget but that it would be included later. He asked Finance Director Duncan for a brief review of the Estimated Revenue Funds. Continued) PROPOSED BUDGET 1970-71 BIB] 37659-U01 1970-U02 05-U02 11-U02 CC-U02 MIN-U02 LI1-U03 FO9994-U03 FO9996-U03 DO10034-U03 C4-U03 MINUTES1-U03 2/6/2003-U04 ROBIN-U04 REGULAR-U05 SESSION-U05 CITY-U06 COUNCIL-U06 1970 05 11 CC MIN(ÌìÜÃpel wono Adjourned Regular Meeting of the Baldwin Park City Council Finance Director Duncan explained that a flat 5% was applied to the assesed valuation less 6% delinquency; that the safes tax figures given were supplied by the State of California and a 7 1/2% increase had been applied; that the State's figures had been used in the Proposed Budget, but she was not sure if they were accurate: that there had been an increase in unemployment: that she was not sure about the'sales tax figures supplied by the State Board of Equalization; that the Citv had not received much revenue from the Documentary Stamp Tax due to the tight money situation; that Business Licenses included a 25% increase. City Manager Nordby stated that he had spoken to members of the the Chamber of Commerce, who represented the business community fairly well, and that they had indicated they would support, from their own group, a 25% Increase in the business license fee; that there had been only one major revision of the business license fee since the City was incorporated; that the business- men he had spoken to had indicated they would support the i n crease. Finance Director Duncan stated that the City now issued a permanent bicycle license instead of yearly; that there were some increases in Building Permits but the City was not re- ceivino a Just amount for Building Permits considering the work that goes into granting these permits; that the City was receiving less revenue from the Cigarette Tax; that she did not think that the revenue from Other Fines would quite reach $10,000. She stated that late Penalties were holding quite steady at $1,500. that the money received from Interest on Investments was not being brought into the General Funds but was being invested as soon as it come in and the City was anticipating $50,000. for the coming year; that the City now receives 6 1/4% on sixty-day notes. She stated that, under Rents and Concessions, most fees are waived on the auditorium; that she was concerned that the revenue received from Alcoholic Beverage Licenses had not come up to the expectations and hopefully, it would increase by two or three thousand dollars; that the City uses State figures or In-Lieu Motor Vehicle revenue and generally they were conservative in their estimates, so there should be no problem there. She stated that under Police Department Services, she had found that the City was giving services for far less than other entities were charging for theirs: that the City wit I study Engineering Fees and f n- soections; that every effort was being made to get the amount returned to the City for Damage to City Property; that two sales of Refuse are made each year; that the City had an agreement with Los Angeles County for ambulance service, that the City attempts to recover the cost and that it was costing the city about $8,000, a year. She stated that the Pavement Restoration comes from the Public Works Department; that Other Current Services covered money received for any service other than those listed; that Refunds and Adjustments covered refunds from the State Compensation insurance Fund. In answer to Councilman Gregory^ question as to whether Other Fines included Fines and Forfeitures, Finance Director Ouncan replied, No", Finance Director Duncan stated that the City audits all Gas T&x Funds twice a year; that every expenditure had to be sup- ported, She stated that the Sewer Connection Fund is limited; that it is u?pd only for extension of sewers; that Street I iqhtinq pays for energy and installation of new lights; that the money for Recreat ion nd arks, when remi tied from Los Anqeles Countv, is brought into the Recreation and Parks Fund and the funds are not mingled. Mayor McCaron stated that there was a general increase in all of the expenditures, and all of it appeared to be in recommended wage raises and the insurance and taxes which go with these raises. PROPOSED BUDGET 1970-71 e I Finance Director Duncan explained that throughout the budget would be found the notations at the bottom of pages refer- ring to Encumbrance," She stated that thi s meant that last year, at July 50, there was an outstanding purchase order which had not been received by the City; that this meant that this year's budget had to be increased by that amount, Page 5 City Manager Nordby, in answer to Councilman Gregory's question, stated that the charge to the Council for Equip- ment Rent-Maintenance included the Voicewrlter unit used in the Council Chamber; that although the unit was used by other departments, the maintenance was charged to the Council and was really not too significant an amount. Finance Director Duncan explained that the Planning Department and the City Clerk's office were charged for the maintenance of their portable Edison Voicewriter units. Councilman Blewett questioned the change from $500. to $500. for Travel for the City Council. He stated that with the change in the Council, there might be more traveling. City Manager Nordby stated that apparently the Council had not traveled much last year so the amount had been cut down; that this amount was always subject to adjustment. e 4 Councilman Gregory questioned the $500, budgeted for Member- ship-Meetings. She asked whether other meetings could be added to the list. She stated that she did not think that this amount considered travel, dues and lodging'for even three people. City Manager Nordby stated that Account 61 did not necessarily mean that expenses would be restricted to what was listed; that it was only an explanation as to some of the major organizations to which the City belongs. Councilman King thought this account should be looked into also, as Councilman Blewett might be going to more meetings and he planned to too. City Manager Nordby stated that before the budget was concluded some adjustments could be made. Page 7 Personnel Services Councilman Blewett stated that he wanted to go into the aspect of the wages very deeply; that he would like to hear from the employees and the Employees' Associ at ion. Councilman King suggested that Council should delete what they do not need to expend so there would be more money for waqes. City Manager Nordby stated that Crossing Guards were a volunteer effort In some communities; that perhaps this could be a means of citizen involvement. Councilman Gregorv suggested that perhaps mechanical signals could be considered for some of the City's more hazardous corners- that portable signals might be used in the meantime. Councilman Hamilton suggested tha'r the PTA take over; that the safety of the children should not be Jeopardized. May II, 1970 Page 4 PROPOSED BUDGET 1970-71 Page 14-1 ayor McCaron questioned the Satellite Pat-k program. He suggested that the schools might participate in the cost of this program and stated he would like to receive more information on these parks. Page 8 ln answer to Councilman Blewett's question. City Manager Nordby stated that 12 1/2^ was the ceiling for pay in- creases, Page 4 ln answer to further questioning on the reduced budgeted amount for travel for CounciImen, City Manager Nordby stated that, after refining the organization affi Iifattens and making a more accurate prediction as to which ones the City v/ould be sending representative^ he could come back with a more reasonable figure. Mayor McCaron stated that a detai led report could be made as to how much should be allowed for meetings. City Manager Nordby stated that Account 61 had just listed some of the representative groups to which the City belongs, that by no means was this all; that if the City were to affili ate more aggressively with other organizations, ft would t'ake more money. Councilman Blewett stated that he felt the increase for Patrol- men was a tittle low: that he would like to see it somewhere near the County's raise of 11%. Councilman Hamilton stated that he thought some of the proposed raises for employees were a little low, Courci Iman King agreed with Councilman Blewett that the City should pay their policemen as much as the County. Councilman Gregory questioned the proposed increase in salary for the Administrative Secretary, Mayor McCaron asked whether she would like additional facts on this, and she replied that she would. Paqe 17 ayor McCaron questioned the salary of the City Clerk and suggest- ed that possibily it should be brought more in line with the other department heads. He asked for more information on this i tern. Paqe 46 Planning Director Chivetta explained the requested increase in compensation for Planning Commissioners from $10. to $50. Councilman King and Councilman Blewett were opposed to this increase. Councilman King stated'that he felt the position of.Zoning Enforce- ment Officer, which had been deleted from the Planning Department, was necessary as Mr. Chivetta was taken away from his duties to take care of enforcement, Paqe 56 swer to Councilman Gregory's question, in regard to the clean- ing service at City Hall, City Engineer French stated that the cfeaninc program is spread out; that the cost of $400. per month was very reasonable, Councilman Blewett questioned tha oossibility of putting the auditorium under the Parks and Recreation Department. He stated that Mr. Lucas had made this suggestion in his budget message to the Council, Mayor McCaron stated that this should be settled between department heads. May I I, 1970 Page 5 PROPOSED BUDGET 1970-71 Page 67 Cify Christmas Tree Account 01 9A Councilman Hamilton suggested that the merchants should take a more active part and underwrite the decorations; that possibly, through the Chamber of Commerce, a collection could be made from the merchants. Discussion followed regarding whether the tree was worth the money which was expended. Account 61 Councilman Gregory stated that the word Contract" should be deleted from Independent Contract Cities" and the amount changed from $50." to $45."
