The City Coincil of the City of Baldwin Park net in adjourned regular session at the above place at 7:30 p.m. Councilman King led the salute to the flag. FLAG SALUTE %. Roll Call: Present: COUNCILMAN BLEWETT, GREGORY, ROLL CALL HAMILTON, KING AND MAYOR MCCARON Also Present: CITY MANAGER NORDBY, CITY ENGINEER FRENCH, PLANNING DIRECTOR CHIVETTA. CHIEF OF POLICE ADAMS, CITY TREASURER CODLING AND CITY CLERK BALKUS Absent: CITY ATTORNEY FLANDRICK AND FINANCE DIRECTOR DUNCAN 00- This adjourned regular meeting was for the purpose of discussing the proposed 1970-1971 Budget. 00- Page 68 Account 3100 Police Department Budget ACCOUNT 3100 POLICE DEPT. City Manager Nordby explained that since the first budget study meeting on May 11, 1970, Chief of Police Adams had submitted a budget request modification report. The modifi- cation 1s within the amount previously budgeted. The report affects the Cadet Program- The weekly tour of duty Is reduced from 40 hours tp 20 hours and the number of Cadets Is Increased from two to four so there Is no change In the dollar amount. City Manager Nordby said there was also a report on Crossing Guards. The report recommends adoption of the League of California Cities Policy on adult school crossing guards. Using the policy, a survey of vehicular and school pedestrian traffic revealed that only two of the present fourteen crossings warrant adult crossing guards. Only Big Dalton and Pacific and Maine and Baldwin Park Boulevard fall within the criteria. He distributed the report to the Council. Chief Adams explained that the $18.000 or $20.000 set aside for crpssing guards would p^y for a couple of Policemen. Then through a cooperative volunteer program with the PTA and the schools, people could be trained as crossing guards and possibly a schpol safety program can be Initiated. Discussion followed that it was difficult to get part-time help and that an educational program was needed; that it might take a year to phase out the present program. Mayor McCaron stated that the Police Department would remain the same. Account No. 3142 Supplies, Radio Maintenance Cost has increased. Account No. 3144 The amount of $10.444 was reduced to $6,476. This includes an attachment for the microfilm performer. Account No. 3153 Vehicle Maintenance $9,000 was budgeted last year but as of April. 128% had been expended. With the three radios, the Police units will be changed over to a multiple four channel system. Councilman Blewett recommended that another 1% be added on top of the 7-1/2% and 2-1 /2% to bring the Police Officers' wage scale up to 11%. He felt this would eliminate some of the work force turnover in the department; that money could be saved In administration; that the proposed salary raise helps administration but does not help others. Discussion followed that there were various inequities In other departments as well; Public Works, for Instance^ and that people should not be paid equal» but for their worth to an organization. 00- Moy 19, 1970 Page 2 Page 156 Chanber of Commerce Henry Little John, 4225 Jerry Avenue, Baldwin Park, stated he represented Lex Lechtenberg, President of the Chamber of Commerce. He stated that the Chamber performs as an Infor- mation bureau, that citizens often go to the Changer rather than to City Hall, that the Chanber needed sii)s1diz1ng from the city and with a good manager and secretary they can do the job and that the Chantoer was going through a period of reorganization. He enumerated the yearly activities of the Chamber as follows: Citizen of the Year, Beauty Paoeant Policeman of the Year, Sales Promotion, Crazy Days, Christmas Lighting and Decorating, Business Directory. Parade and Carnival, etc. The Chamber was In the process of Interviewing for a new Chamber Manager. Councilman Hamilton stated that the city needs a good public relations man either at the Chanber or at City HalT, however, the proper place Is the Chanter. Discussion followed that a strong Chanber Is vital to the city, that the city needs new business, that perhaps a joint meeting of the Council and Chamber would' be fruitful, that the Chamber needs the support of the Council as well as the businessmen of the city and that there should not be a duplication of services by the Chamber and City Hall. Councilman Blewett stated that in his opinion the Chasber has two fifictions: 1) To promote business and 2) To establish new businesses. He, as a Coimciinn, responsible for the public's Money, would like to see the Chair's correspondence file for the last year to see what they have done, what they are doing now and their plan for the future. Mr. Little John stated they would welcome proposals in regard to enticing new business to cone to Baldwin Park. Yesterday, at 5:00 p.n. he had mat at his have with two gentlemen and they were talking about suitable land for devetopient and they wondered who to contact and who owned the property. He stated that many businesses had loved to the new shopping center and had done better there partly because of the foot traffic. He said any owners of buildings mil not modernize and any are out-of-town ownerships. Larry Brown stated that everyone is concerned about business; that if the Changer cannot get a public relations nan the city should. He stated he was a businessman in town and he would welcome conpetition as lore traffic on the street brings wore business to everyone. Mr- Brown stated the Chairiber is a very vital part of the city and represents all the people not Just business, and with a capable manager they can do the job. The Chamber needs subsidizing and he recommended they be allocated the same amount they had last year. Mayor McCaron thanked Mr. Little John and Mr. Brown for their interest and for the discussion. 00- Building Division Page 82 Temporary Wages PAGE 82 BUILDING DIVISION Councilman Gregory asked if this was really a part-time Butt ding Inspector. City Manager Nordby explained that when activity in the Building Department warrants, then inspectors who have worked for the County are hired, that they are usually retired gentlemen. 00- Civil Defense Page 88 Account 3561 Membership and ACCOUNT 3561 Meetings CIVIL DEFENSE City Manager Nordby stated that he recomnends dropping Area D which will reduce this amount. There has been little, if any, contact with the Area D Coordinator and the city has radio operators, who donate their time. The city received a commendation for the big part placed in the Azusa Glendora floods a year ago in January, in providing both base and mobile communications. The city has a relay station at Johnstone Peak and they have coverage all the way to San Diego. In answer to Councilman Gregory, he explained that the Deputy Director, at no increase in p^y, does all the leg work, conducts meetings, handles paper work and checks several times a week with his office. 00- Engineerinq Paqe 92 et seq. Account 4101 Contractual ACCOUNT 4101 ENGINEERING It was explained that costs for sub-standard buildings, weeds and auto abatement are recoverable items and will come back to the city as revenue the next year; however, the District Attorney fees are not recovered. He explained that some of the cost was for Polaroid film. as a Public Nuisance case requires about four rolls of film; Short Forms 2 rolls and Weed Abatement 2 rolls. Discussion followed that before" and after" photographs were essential and that a portion of the cost Is recovered. Councilman Blewett asked how much the city pays for outside engineering service and If it wouldn't be better to Invest in our own staff. City Engineer French stated some cities have tried to staff for major projects, the city of Los Angeles, for instance. However, on projects such as the Ramona Badlllo project, 11 would not be possible for the staff to handle all the details which requires thousands of dollars of nan hours by professional people to prepare. He stated the city had recently completed an assessment district list entirely within the staff but normally It was less costly to put large projects out to contract. 00- Street Sweeping Page 101 Contractual Account 5300 ACCOUNT 5300 STREET SWEEPING Councilman Blewett asked what was the advantage of leasing versus owning street sweepers. City Manager Nordby explained that the city had purchased a sweeper about 7-1/2 years ago and paid $13,000 for It and the second year It broke down and we had no replacement and this had ended the program. Sweeping cost may be lower but replacement of equipment has to be considered as well as the gasoline. 00- Councilman Gregory asked If the 8 foot fence removed from Bames Park could be used In another location, and If another site besides Bames Park could be used as a dunping site. City Engineer French explained the Park Department had removed the fence and they will have another use for it and he said dump sites are a constant problem, they are constantly looking for other sites and that the city takes the debris twice a week to the dump. 00- Trees and Parkways Page 111 Salaries Account 5428 FENCE BARNES P^ ACCOUNT 5428, TREES AND PARKWAYS City Engineer French explained that one man was transferred from street maintenance to trees and parkways and that the men are interchangeable. 00- Signs and Striping Page 118 Salaries Account 5500 ACCOUNT 5500. SIGNS AND STRIPING City Engineer French stated that the personnel numbered three in this department. 00- Street Maintenance Page 124 Rock, etc. Account 5643 ACCOUNT 5643. STREtT MAINTENANCE Discussion followed that the curb, gutter and paveout program had proceeded well and that continuation of the pace was a primary concern. City Manager Nordby agreed, but he explained that a certain amount is budgeted and problems arise when construction begins on a street. Palm Avenue fur instance, and suddenly everyone on the street dedicates and asks for curb and gutter. Therefore the overall city improvements had to be slowed down. 00- Ambulance Services Page 129A No Change PAGE 129A AMBULANCE SERVICES 00- Recreation and Parks Page 130 PAGE 130 RECREATION & PARKS Councilman Blewett suggested that the Auditorium be placed under the Recreation and Parks Department. Councilman Gregory and City Manager Nordby agreed. Discussion followed that a pick up truck had been purchased and a 1965 Valiant detective unit had been transferred to the Recreation and Parks Department for the transportation of supplies and people between the parks. City Manager Nordby stated there were 16 acres southwest of the interchange of the San Bernard!no and 605 Freeways which would make a good park, however there is no access. The property has been offered for sale and the appraisal is $46.900. The city could lease a 200 foot strip along the freeway for $100.00 a year and then purchase the remainder in the future if it is available. To hold, the city should file a tentative application. Discussion followed regarding mini-bike program signs and trails. Councilman Gregory suggested that the freewc^y roadside rest should be named Baldwin Park Roadside Rest. 00- Sewer Connection Page 144 Account 8000 PAGE 144 SEWER CONNECTION Mr. French stated this account is used for the extension of main line sewers in areas where there is no service and the money is collected from users as connections are made. 00- Curb and Gutter Page 147 Account 9000 PAGE 147 CURB AND GUTTER City Engineer French explained that this is an in and out" account administrative costs for the improvements- 00- Street Lighting Page 150 Account 10000 PAGE 150 STREET LIGHTING In answer to Mayor McCaron, Mr. French stated this amount was based on present installations and proposed new installations. He stated the department had begun studies on a special district. 00- Councitman Gregory suggested that perhaps a joint informal meeting could be arranged between the Chamber and the Council to discuss promotion and to resolve problems financial and otherwise. The letter outlines the program for the next year and he had planned to give copies of the letter to the council before this budget Item was discussed. Councilman Blewett stated that efforts should be made to bring an automobile agency or other outside agency Into the city to Increase the sales tax revenue; that possibly the city should have a public relations man. Councilman Gregory stated that It Is necessary to go out after business, that the Chamber should contlhue with Citizen of the Year; have one big Parade; that possibly the Recreation and Parks Department could handle the Beauty Pageant; that the Policeman of the Year banquet should be an organizational thing; that street lighting and Christmas Decorations should be Chamber and merchants; that there Is too much duplication of service by City Hall, Chanter of Co-nerce and'the Recreation and Parks Department and that the efforts should be coordinated. Further discussion followed regarding the $16,000 budget request for the Chanter of Coranerce. Councilman Hamilton stated that Mr. Caresio, President of the Employees Association was present. Mayor McCaron requested that Mr. Caresio withhold his coffments until the next budget session. AT 11:08 P.M., COUNCILMAN GREGORY MOVED THAT THE CITY COUNCIL 11:08 P.M. ADJOURNED MEETING ADJOURN.
