The City Council of the City of Baldwin Park met in regular session at the above place at 7:30 p.m. Councilman Gregory led the salute to the flag. City Engineer French stated that this case had been continued from April 15, 1970 and May 6. 1970, as there was some question as to whether this property had been disced or whether a drag bucket had been used. He stated that he had gone out to look at the property last week and found that recently a drag bucket had been used but that he could see evidence of a disc having been on the property; that he had been informed by a neighbor that Mr. Martin had authorized the property to be cleaned by a drag bucket. TESTIMONY WAS GIVEN by: Robert Lindau, 14633 Central, owner of the property, stated that he was waiting for the City to put in the improvements on Central Park West before putting in his curb and gutter; that he would just as soon pay the City to put in his improvements as to pay a private contractor. POST- INGS, MAILINGS NO WRITTEN PROTESTS Planning Director Chivetta stated that the Planning Commission, RESUME on April 17, 1970, adopted a comprehensive set of regulations pertaining to on-premise signs by their Resolution PC70-17; that this concluded over a years study by the Planning Commis- sion working very closely with local citizen groups, the California Electric Sign Association and City Attorney Flandrick. In answer to Councilman Gregory's question regarding revolving signs. Planning Director Chivetta stated that revolving signs were only permitted on service stations previously; that they were being allowed for a11 businesses now; that they would revolve at eight 8) revolutions per minute, which the California Sign Association and'others said mat tney could live with." He clarified the difference between wait signs, marquee signs and revolving signs. In answer to Mayor McCaron"s question regarding marquee signs, Planning Director Chivetta stated that the two 2) square foot size limitation was based on the street frontage or the facade of the building. Very possible." He stated that this particular section could be clarified. In answer to Mayor McCaron's question regarding painting signs on buildinqs. Planning Director Chivetta stated mat they would be allowed but they would be limited. May 20, 1970 Page 6 PUBLIC HEARING AZC-43, ON-PPEMISE SIGNS REGULATIONS CONTINUED) Maiyor McCaron stated that this did not seem a very good type of sign to have; that often these signs are not kept up; that the aesthetics of the building are ruined by having signs painted directly on them; that these signs do not add to the area. Planning Director Chivetta stated that this could be limited in the definition. In answer to Councilman King's question regarding animated signs. Planning Director Chivetta stated that the Planning Commission had recommended no animation. As there were no objections, it was decided to continue the public hearing on AZC-43 to the June 3, 1970 Council meeting. COUNCILMAN BLEWETT MOVED THAT AZC-43 BE CONTINUED TO JUNE 3, 1970. There were no objections, the motion carried and was so ordered. 00- City Clerk Balkus presented an application for a Temporary Use Permit to paint house numbers on curbs from Marvin Moss, 3734 Peck, El Monte. He requested that he be allowed to paint curbs from July 1, 1970 to December 31, 1970. City Clerk Balkus stated that Council had, on May 6, 1970, allowed two organizations to paint curbs but that the City was large; that Mr. Moss would be required to obtain a business license and be fingerprinted. She suggested that Mr. Moss get together with the City Engineer and the other applicants to work out which blocks they would be numbering, and that the application be approved, subject to alt Code requirements. City Engineer French stated that if this application were approved, he would contact all three of the applicants and assign areas. Councilman King inquired what organization Mr. Moss was represen ting and was informed that he was in business for himself. He recommended that the agreement be approved and that Resolution No. 70-118 be adopted, which would instruct the Director of Public Works to make application to the Public Utilities Commission for 50% of the City's improvement cost. He stated that the second item in the report should read, WARRANTS FOR FOUR-WAY STOP SIGNS". He stated that the Council had requested a further report on whether four-way stops were needed to reduce accidents and slow the traffic on Foster; that the Traffic Committee report indicated that there was not enough traffic on Foster Avenue to warrant four-way stops and the Traffic Committee recoimiended against four-way stops at Foster and Athol based on an exhaustive survey of this area. Councilman Blewett inquired what the cause of the mid-block accidents on Foster were. City Engineer French explained that there had been one fatality when a small child had run into the street and been hit by a slow-moving car; that there had been accidents with cars going in and out of driveways and turning movements in the street. He explained that some areas of the street are a tittle narrow because the curb and gutter were not in yet; that there was a need for curb,' gutter and sidewalk in this area. Mayor McCaron suggested that the people who had requested the four-way stops should be notified of the findings of the Traffic Committee; that they might be able to proceed in the neighborhood to have these improvements installed and see if this might eliminate some of the trouble. Councilman King stated that if the four-way stops were installed, the frequency of accidents might be increased in the beginning but that later on the signs would slow them down, he believed.
