The City Council of the City of Baldwin Park met in ad- journed regular session at the above place at 7:30 p.m. Councilman Blewett led the salute to the flag Roll Call: Present: Coucilman Blewett, Gregory, Hamilton, King and Mayor McCaron Also Present: City Manager Nordby, City Trea- surer Codling, Planning Direct- or Chivetta, Chief of Police Adams, City Clerk Balkus Absent: City Attorney Flandrick, City En- gineer French and Finance Direct- or Dun can 00- City Manager Nordby explained that Mr. French was the out- going president of the San Gabriel Vat ley Engineering As- sociation and tonight was his last meeting as president. 00- COUNCILMAN GREGORY MOVED THAT CITY ENGINEER FRENCH AND FINANCE DIRECTOR DUNCAN BE EXCUSED. COUNCILMAN HAMILTON SECONDED. There were no objections, motion carried and was so ordered) 00- Mayor McCaron requested that Ken Caresio, President of the Employees Association, make a presentation on the employees behalf at this time. FLAG SALUTE ROLL CALL ENGINEER AND FINANCE DIRECTOR E'XCUSED Mr. Caresio explained that the association members had asked him to present the association recommendations with respect to salary adjustments for the year 1970-71. He stated this was the first year, working with the City Manager, that they had made a 25 city salary survey encompassing all departments. The survey showed that this city was about 8.4% behind other city cities, which was approximately $125.000. in savings to the city last year. Some salaries were off a11 the way from 1/2% to 18% to 22% and some 25%, but the average was around 8-1/2%. It was recommended by the City Manager that the limit be 12-1/2%. Since January, 1970. many meetings had been held. The association representatives had a close look at all budget data also and potential revenue as well as current expenses. The group felt that it had been a challenge,a good education, and they appreciated the consideration and cooperation of the City Manager. The results of the study were presented to the employees. May 5, 1970, The recommendations presented in the budget with respect to the 25 city salary survey were unanimously approv- ed and supported by the association. The cost of living increase from January to December, 1969 was about 6.1%. Other cities are working on their budget and they will be qranting from 5% to 10% increase. The association is recommending that the across the board increase be for all employees as the cost of living affects everyone. The average turn over for alt departments was 23%. This ranged alt the way from 13% to 58%. It is costly to train employees and it is im- portant to. recognize salary increases will eliminate the turn over in departments. For the past seven years there has been good cooperation between all de- partments and all employees and the association recommended that alt employees be paid the same per- centage of increase in view of the cost of living, Mr. Caresio thanked the council for their consider- ation and asked if there were any questions. Councilman Blewett asked if the recommendation includ- ed all employees and department heads? Mr. Caresio stated the increased cost of living effect- ed every one of the employees. Mayor McCaron thanked Mr. Caresio on behalf of the counci1. 00- As some members of the Chamber of Commerce Board would not be present until 8:30 p.m.. Mayor McCaron proceed- ed with discussion on the sections of the budget that were questioned at the May 11, 1970 adjourned meeting as follows: Pg. 3 Account 1151 City Council Travel After discussion, this item was left as it was, as it was determined that if necessary adjust- ments can be made later in the year. Pg. 3 Account 1161 Membership and Meetings Same determination as account 1151 g. 7 Account 1200 City Manager City Manager Nordby thanked the employees, but stated he was suggesting 5% for department heads. That other catagories including super- visors would have the advantage of the salary survey deficiency adjustment. Pg.73 Account 3119 Crossing Guards City Manager Nordby asked for comments from Chief of Police Adams on this item. He said a request had been received today for sunnier crossing guards and he felt it was unreasonable to have a guard for about 10 children at signalized crossings; that pbssibly a guard was necessary at two or three crossings; that he was trying to work something out with Mr. Sutterfield. Chief Adams had an appointment with a man from Etwin School who is concerned about the vandalism. This man is trying to get fathers together ta patrol the school. This is the type of help the City needs. Taking turns they can do this on a scheduled bases. Volunteer help should be utilized. He, suggested that mothers might take turns at the crossings. Councilman Gregory stated she felt the program should be imple- mented with signals and an educational program by the police de- partment. The PTA should be involved in the program. She stated there was heavy traffic from the Walnut schools. Chief Adams recalled that Officer LaMar had received a safety award^ that part of the program was teaching safety. CHIEF OF POLICE ADAMS RE CROSSING GUARDS Account 3144 Patrolman 9 City Manager Nordby stated the county had granted an 11% increase to patrolmen. Using the step increase they used 2-3/4% times 2 which equaled 5-1/2% plus b-1/^% making a total of 11%. Account 1229 Executive Secretary Tne average is paid b81. Our city is low at $607. Mr. Nordby gave out copies of 1970-71 Salary Survey findings. Account 1324 Steno Secretary Mr. Nodby stated that while individuals did different work, he felt this should not be changed as the qualifications were the same. Account 1400 IBM BUDGET SURVEY SALARY SURVEY Mr. Nordby suggested a special meeting for a demonstration of the equipment. Councilman Gregory stated she knew what the equipment would do but she questioned whether the city could afford it; that she was requesting a break down on the costs. Councilman Blewett stated he had attended the League seminar and the equipment was demonstrated; that its uses were numerous; that he believes every machine should show its worth; that if addi- tional eaujoment was necessary to improve the output it was worth considering^however, he would like to see a cost study and what the city is qettinq from the equipment. IBM DEMONSTRA- TION Account 2000 Audi tori urn Mr. Nordby suggested this item could be put under account 7300 Parks and Recreation, Discussion followed that this would relieve the General Fund, that the Park department has more use for the facility and possibly aisles could be carpeted, etc. Councilman Gregory suggested that a copy of the Recreation and Park budget be presented to the Board so they could study and make recommendations and present them through Mr. Lucas to Mr. NorcL»y. Bud" Perry, representing the Chamber of Commerce stated the board was very dedicated and wanted an effective Chamber of Commerce, that Baldwin Park is the number two city in the Valley; that the Chamber operated on behalf of their constituents. Copy In official files) Mayor McCaron stated city subvention would go mainly for salaries; that the Board was interviewing applicants for Manager and they hoped to get a professional man. Councilman Gregory stated she would like to see traditional activities carried on by the Chamber. She did not see the need for additional parades, but thought the traditional Birthday parade. Citizen of the Year dinner and installation of Chamber of Commerce officers were a must. A July 4th celebration, with activities centered at the park is Important to the community, followed by the fireworks display in the evening; with the pyrotechnical display being sponsored and and funded by the city and administered by the police department as part of the city's interest for its citizens. She suggested that all organizations participating in fireworks stands give to a special fund and let the police department handle this. This would give Chamber core time for promotion, etc. She suggested that Policeman of the Year be handled by the Veterans organizations where It originated, that Recreation and Parks again handle the Fair exhibit and Miss Baldwin Park. Mr. Perry welcomed the recommendations. Councilman King said he felt the Chamber had not implemented the program to stimulate business and industrial development; that this area needs more stimulation, also they need more members. Councilman Hamilton stated he felt the CitizeA of the Year Banquet, Parade, Carnival and Fair Exhibit were good activities. Councilman Btewett said the program as outlined took effort on the part of the Board and if Implemented he could see no reason why the Chamber cannot get more money* Councilman King concurred and stated the Board directs the manager. Mr. Henry Littlejohn stated that the Chamber likes to break even on the Citizen of the Year Banquet, and the merchants and service groups donate for the Beauty Pagent. For sales promotions, such as Crazy Dfl^ys, sidewalk sales, Christmas, etc., the merchants furnish the money. The Carnival showed a profit. $15,095.00 went for salaries. He explained that the organizations had fireworks stands to support their projects and he did not believe this should be changed* The Chamber will support the Recreation and Park Department 100% if they handle the Beauty Pageant. He objected to a 25% Increase on business licenses and stated that the City has too much residential property and the people do not want to develop. Discussion.
