The City Council of the City of Baldwin Park met in adjourn- ed regular session at the above place at 7:30 P.M. Councilman King led the salute to the flag. Roll Call: Present: Councilman Gregory, Hamilton, King, and Mayor McCaron Absent: Councilman Blewett Also Present: City Engineer French, Finance Ci rector Duncan and City Clerk \ Balkus Absent: City Manager Nordby, City Trea- surer Codling, City Attorney Flandrick, Planning Director Chivetta COUNCILMAN GREGORY MOVED THAT COUNCILMAN BLEWETT. CITY MANAGER NORDBY, CITY TREASURER CODLING. CITY ATTORNEY FLANDRICK AND PLANNING DIRECTOR CHIVETTA BE EXCUSED. COUNCILMAN KING SECONDED. There were no objections. The motion carried and was so ordered. 00- Mayor McCaron asked if there was a recap of the items previously discussed. Finance Director Duncan stated if the Council would enumerate some of the items which they are planning,to change or have changed she could give a recap. City Clerk Batkus explained that the minutes of May 26. 1970. set forth the items discussed. 00- Councilman King asked for additional information on crossing guards. Account 3100 Schedule 19. FLAG SALUTE ROLL CALL ALL ABSENCES 1 EXCUSED BUDGET PAGE 73 CROSS- ING GUARDS Schedule 19 Chief of Police Adams said that he had had meetings with Mr. Sutterfield and they are in the process of working out this problem. Two crossing guards have been eliminated, one at Francisquito and Baldwin Park Blvd., and one at Badillo and Puente. There has been no opposition from the school district re- garding volunteer crossing guards but the program will involve more than the PTA. 00- Mayor McCaron said the Council had wanted to leave this item out, but that changes could be made at a later date; that if they could see a recap on all the items brought out then they could swthe' over-all total. 00- Budget page 128 Rock, Chemical & Mineral. In answer to Councilman King's question, he stated that if the budget is adopted as it is the city cannot put in as much curb and gutter as last year. Councilman Hamilton said if at a11 possible the bud- get should be increased so curb, gutter and sidewalk program would continue at the pace it has this year. Mayor McCaron suggested that in the recap the amount of $39,000 could be put in and see if it would fit. 00- Councilman Hamilton said that he had had many calls concerning tree trimming and that he felt the city was falling behind 1n this area; that when he called City Hall he found that we are short of crews; that if we need to have more men» perhaps we should, as the people think they should get more service. City Engineer French explained that there are 6400 trees in the city. The city removes about 300 trees a year and replace about 200. The tree cost has gone up because of state projects. All problem trees and emergencies are handled immediately so there is no danger to residents and complaints are going down. Years ago thousands of trees were planted in the city without thought and the department is trying to re- move and replace them at the same time continue with other work programs. In answer to Councilman Gregory's question, Mr. French explained that private contractors for tree trimming had been contacted, however this was very costly and the people are not as receptive to this. He cited Filhurst Street as an area where the trees were re- moved and the cost of curb and gutter was almost as large an item as the trees. Damage to curb and gutter is repaired by the city, but the sidewalk is the re- sponsibility of the property owner. Mayor McCaron suggested that a report be made as to what is necessary to phase out thi^ shortage man power) and still have crews sufficient to take care of other programs. Finance Director Duncan stated that on page 111 of the budget, the City Engineer had requested an additional maintenance man for the trees but this item had been deleted; that the one man added to the budget had been removed from street maintenance. She asked if council was requesting the addition of one or two more men. Mayor McCaron said that it appeared the city was de- ficient in this area, but it did not appear feasible to make an addition. The answer to Councilman Kings question as to how to justify the addition of one leadman, or foreman, with- out additonal maintenance men. City Engineer French, explained that a11 supervisors, foremen or teadmen, are working people. They work as part of the crew. The designation of leadman, etc., is just a matter of title. Councilman Gregory suggested that as the Mayor had marked his proposed budget very well during the bud- get hearings that possibly he could go over a11 these areas with the City Manager. City Engineer French explained that this would have to be paid for by the city; that gas tax funds were not available for this project; that Fairgrove had been opened up across the water and power lines, and we had received a promise that we could open up Syracuse the same way, but now it was a matter of available money and terms of need. He explained that TOPICS money could only be used for the select system of streets and downtown circulating streets and only to open up and relieve congestion in core areas, that the city has to comply with the re- quirements of the Federal Government and this program is administered by the Bureau of Public Roads. Also, this money must be matched with other city funds. Requests and maps are sent in and then a representative from the Division of Highways checks the area, and streets not meeting the criteria are deleted. 00- Mayor McCaron requested that a recap be prepared for the next regular agenda meeting which would indicate all the items that had been discussed, and also the across the board raises. 00- Councilman Gregory complimented Mr. French and his de- partment on the improvement of Palm Avenue. At 8:20 P.M. COUNCILMAN GREGORY MOVED THAT THE CITY COUNCIL ADJOURN. COUNCILMAN KING SECONDED. There were no objections. The motion carried and was so ordered.
