The City Council of the City of Baldwin Park met in regular session at the above place at 7:30 p.m. Councilman Btewett led the salute to the flag. Present: COUNCILMEN BLEWETT. The motion carried and was so ordered 00- COUNCILMAN HAMILTON MOVED THAT THE TREASURER'S REPORT AS OF JUNE 30, 1970, BE RECEIVED AND FILED. COUNCILMAN KING SECONDED. There were no objections. The motion carried and was so ordered. 00- RESOLUTION NO. 70-159 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK COUNCILMAN KING MOVED THAT RESOLUTION NO. 70-159 BE ADOPTED AND THAT FURTHER READING BE WAIVED. COUNCILMAN BLEWETT SECONDED. Roll Call. There were no objections. The motion carried and was so ordered. i 00- Mrs. Dorothy Meyer, representing the San Gabriel Valley YWCA, extended an invitation to the City Council to attend the East San Gabriel Valley Night at the Hollywood Bowl. The reservation date has been extended to July 21, 1970 so there is still time to make a reservation. The Rodgers and Hamnerstein production wilt be presented Saturday, August 1, 1970 at 8:30 pH.rn. Ticket for the Bowl, $3.75; Bus to Bowl, $2.25; Box Supper, $1.00. She had extended the same invitation to Covina, West Covina and Azusa and she hoped to have a good attendance. They requested that the time be extended to August 18, 1970. COUNCILMAN BLEWETT MOVED THAT THE CHARTER STUDY COMMISSION'S REQUEST FOR TWO 2) MONTHS ADDITIONAL TIME IN WHICH TO MAKE THEIR REPORT TO COUNCIL BE GRANTED. AUGUST 18, 1970) COUNCILMAN KING SECONDED. There were no objections. The motion carried and was so ordered. 00- City Clerk Batkus presented a Claim Against the City from Carl M. Garrison, 5003 Wirrmer Street, Baldwin Park for automobile damage in the amount of $93.62. COUNCILMAN KING MOVED THAT THE CLAIM AGAINST THE CITY BE DENIED AND REFERRED TO THE INSURANCE CARRIER. COUNCILMAN HAMILTON SECONDED. There were no objections. The mqtion carried and was so ordered. 00- July 15. 1970 Page 2 CHARTER STUDY COM REQUEST FOR TIME EXTENSION TO AUGUST 18, 1970 TIME EXTENSION GRANTED CLAIM AGAINST CITY CARL M. GARRISON 5003 WIMMER STREET CLAIM DENIED & REFERRED TO INSURANCE CARRIER City Manager Nordby presented a proposed agreement between the City and the Baldwin Park Chamber of Commerce, The agreement to be in effect from July 1, 1970 to June 30, 1971. He explained that the stipulations set forth in the agreement were very like the proposals set forth in the tetter which the City Council had received from the President of the Chamber of Commerce. Two changes were to be made in the proposed agreement, as follows: page 2 d) change rail service" to read transportation services"; and page 3, section 5), fourth tine, change a copy of the minutes" to read seven copies of the minutes". COUNCILMAN BLEWETT MOVED THAT THE AGREEMENT WITH THE CHAMBER OF COMMERCE BE APPROVED AS AMENDED. COUNCILMAN HAMILTON SECONDED. There were no objections. The motion carried and was so ordered. 00- City Manager Nordby informed Council that the Charter Study Commission would meet Thursday, July 16, 1970, at the Morgan Park Recreation Center building, at 7:30 p.m., and the Commission had extended an invitation to the City Council to attend. CHAMBER OF COMMERCE AGREEMENT AGREEMENT APPROVED AS AMENDED CHARTER STUDY COMMISSION MEETING 7/16/70 00- report on the initiation 32, 4858 Anniston Avenue; 70-A-34, 14202 Los Anoetes City Engineer French reviewed his of Public Nuisance Case Nos. 70-A- 70-A-33, 1547 Virginia Avenue and Street. RESOLUTION NO. 70-173 SETTING A TIME AND PLACE FOR A HEARING TO DETERMINE WHETHER CERTAIN VEHICLES CONSTITUTE A PUBLIC NUISANCE. INITIATION OF PUBLIC NUISANCE CASE NOS. 70-A-32, 70-A-33 & 70-A-34 RES. NO. 70-173 SET HEARING DATE COUNCILMAN HAMILTON MOVED THAT RESOLUTION NO. 70-173 BE ADOPTED AND THAT FURTHER READING BE WAIVED. He recommended that the resolution approving the agreement and authorizing the Mayor and City Clerk to sign be approved. RESOLUTION NO. 70-176 APPROVING AGREEMENT FOR MAINTENANCE OF STATE HIGHWAY IN THE CITY OF BALDWIN PARK. COUNCILMAN KING MOVED THAT RESOLUTION NO. 70-176 BE ADOPTED AND THAT FURTHER READING BE WAIVED. COUNCILMAN HAMILTON SECONDED. There were no objections. The motion carried and was so ordered. July 15, 1970 Page 3 AGREEMENT, STATE DIV. OF HIGHWAYS MAINTENANCE OF RTE. 10 AND 605 RES. NO. 70-176 APPROVE AGREEMENT MAINTENANCE OF STATE HIGHWAYS RES. NO. 70-176 ADOPTED 00- City Engineer French stated the department received many requests for the improvement of Walnut Street between Ramona and Olive. He recommended that the Engineering Department be instructed to take the initial steps for the formation of an assessment district and order a post card poll of a11 property owners involved in order to give the Council a indication of the feeling of the property owners. COUNCILMAN KING MOVED THAT THE ENGINEERING DEPARTMENT BE INSTRUCTED TO TAKE THE INITIAL STEPS FOR THE FORMATION OF THE ASSESSMENT DISTRICT FOR THE IMPROVEMENT OF WALNUT STREET BETWEEN RAMONA BLVD. AND OLIVE STREET AND THAT A POST CARD POLL OF ALL PROPERTY OWNERS INVOLVED BE MADE. COUNCILMAN HAMILTON SECONDED. oWcTf discussion followed that the Engineering Department was to bring back to the Council the results of the post card poll prior to any formal work on the district. WALNUT STREET IMPROVEMENT BET. RAMONA & OLIVE ENGINEERING DEPT, TO INITIATE DIST. & MAKE POST CARD POLL OF PROPERTY OWNERS DISCUSSION, THAT POLL BE MADE PRIOR TO ANY EXPENDITURE OF CITY FUNDS Councilman Btewett requested that the report be made prior to any expenditure of City funds. City Engineer French said the departmental work would be done, but they would do no work specifically until the results of tne poll were known. There were no objections. The motion carried and was so ordered. 00- City Engineer French explained that the Vido Samarzich, contractor for Virginia Avenue Assessment District was requesting Council approval of Crowell and Larson Company as a subcontractor on the district. He recommended approval. COUNCILMAN HAMILTON MOVED THAT CROWELL AND LARSON COMPANY BE APPROVED AS A SUBCONTRACTOR ON THE VIRGINIA AVENUE ASSESSMENT DISTRICT. COUNCILMAN KING SECONDED. COUNCILMAN BLEWETT SECONDED. There were no objections.
