Mr. Gordon stated that the Planning Commission recommended that the billboard area on Ramona not start for 100 feet east of Badilto, so the billboards would not be seen from the new Badillo Street, which is being landscaped, and he suggested that the boundary be moved further east to the center line of Park Avenue, so there would be no problem in this respect. TESTIMONY WAS GIVEN BY: John M. G1yn, 1550 U. Washington Boulevard, Los Angeles, representing Foster & Kteiser, stated they were in favor of the Planning Commission's recommendation as presented to the City Council. Councilman McCaron asked Mr. G1yn whether he concurred with Mr. Gordon's suggestion to move the boundary line on Ramona back to the center line of Park Avenue. Mr. G1yn stated he could see no problem with this, In response to a question by Councilman Hamilton, Mr. Gordon explained that the billboards could not be placed closer than 300 feet from each other, and that the maximum setback from the street was 100 feet. Councilman McCaron, referring to a CM-zoned area on Ramona east of the Wash, stated the property is vacant at the present time, and asked whether the intent was to allow approximately two signs on the property. Acting Planning Director Gordon stated there were no specific proposals for any signs on a certain piece of property. Councilman McCaron stated that this overlay zone would open up the area to signs, and Mr. Gordon stated that this was correct. Councilman Blewett commented that the cooperation given the Planning Commission by the Billboard Industry was similar to the cooperation the City had received from the merchants in adopting a sign ordinance. He stated it was commendable that the forces of industry and government could work together and arrive at something everybody could live with. As there was no one else in the audience desiring to speak either in behalf of or in opposition to Z-332, Mayor Gregory declared the public hearing closed. He stated a petition had been received signed by 231 of the property owners; 19,81 of the property Is owned by Los Angeles County, which equalled an anticipated positive response of 42,8%. One protest petition, or 5%, was received against the district, As there was no one In the audience desiring to speak either in behalf of or In opposition to 70-C-16, Mayor Gregory declared the public hearing closed. City Engineer French stated that he had expected some of the property owners to be present at the meeting to offer testimony, but since no one vas present, he suggested another meeting be held with the property owners to determine whether the district would be formed, and a report be presented to Council in 30 days. Councilman McCaron suggested that the public hearing be reopened if the matter were going to be held over, in the event it was necessary to hear testimony from some of the property owners. The City Engineer explained that when Dr. Sundqulst dedicated his property. It was dedicated to the County, and curb and gutter were not part of the consideration, and the property was dedicated as part of a tract. He stated he was for the curb and gutter, but he was protesting being charged for it. City Engineer French stated that Mr. Zamora's protest was basically the same as Dr. Sundquist's, in that the dedications had been made in 1940 as part of a subdivision, and even though they do not object to the curb and gutter being put in, they feel that since the County did not require It at the time of dedication, they should not be required to pay for It at this time. It was the time and place fixed for a public hearing on 71-S-26, a Short Form 1911 Act, on the west side of Puente Avenue between Ramona Boulevard and Badillo Street, for curb, gutter, sidewalk and drive approach* Proper postings and mailings had been accomplished. There were no written protests. City Engineer French stated this area is part of a precise street plan which realigns Puente Avenue; however, he stated that based on present revenues, the proposed realignment was probably at 1e?st five years in the future. He stated that because of the amount of traffic* approxi- mately 5,400 cars a day that use this street, and the traffic from the Baldwin Park High School, the City Engineer's office was recommending the improvement of the street at this time. Testimony was given by Mr. Blackard, 703 Nell, West Covina. He stated his property was on the northwest comer where there is a triangle cut off by a storm drain. He stated that, at this time, he didn't feel they should have to pay for curb, gutter and sidewalk until other improvements are made on the property. In answer to a question by Councilman McCaron, City Engineer French stated that Mr. Blackard has approximately 131 feet of frontage on Puente Avenue, and also stated that there is over 502 of the curb, gutter and sidewalk on Puente. Mr. Blackard stated his property also fronted on Badillo, and was improved, but the County had previously owned that property and had Improved It. He further stated that he was not against the curb, gutter and sidewalk, but he did not feel this was the right time. He stated his taxes had gone from $500 to $2,100 in three years, and he had made no improvements at a11, and he felt the curb, gutter and sidewalk should wait unfit he Improved the property. Councilman Hamilton asked whether there were sidewalks on the east side of Putc^te; City Engineer replied there were none. Councilman McCaron asked about the volume of traffic from the school, and City Engineer French stated that when school Is dismissed, there is considerable traffic. The motion died for lack of a second. Discussion followed. Councilman Blewett stated he would tike to look at the area to see what improvements presently exist, and he felt some of the other Council members might like to do the same. Councilman King stated he felt the improvements were a continuation of what was already in, and he did not feel the matter should be continued. t Councilman Hamilton stated he would like to took at the area, and considering what Mr. Blackard had presented, he felt it should be held over until some development was made on the property, Councilman King stated he felt the curb and gutter were absolutely necessary. Councilman McCaron stated he felt Council should take a look at this particular matter and ascertain the facts before taking action. He further stated he was of the opinion that curb and gutter should be installed for drainage purposes, but perhaps sidewalk could be delayed until the owner was going to Improve the property. After further discussion, the Council concurred that the public hearing on 71-S-26 be reopened and the case be continued to May 19, 1971. There were no objections. He stated that on the cu1 de sac there is a 5-foot section from the garage entrance adjacent to a fence which looks down to the wash, which is what the sidewalk would consist of. He further stated that there is a tree which would have to be removed, Mr. Staude stated that there is no foot traffic, other than the mailman, and he is concerned about the beauty of the street if the tree must be removed. He comnented that he had put in improvements on the front of Central Avenue where there is foot traffic, but he stated he did not feel that it was necessary to just put in 5 feet of sidewalk. In answer to a question by Councilman McCaron, City Engineer French stated there was no other sidewalk in this block; it is a very short cu1 de sac off Central Avenue. Councilman McCaron stated that this particular cu1 de sac was an unusual one, inasmuch as one side faces the Wash and can never be developed. He suggested that this matter possibly be delayed until such time as the entire block was required to have sidewalks. He stated he would not wish to delete the require- ment entirely, but just postpone it. Councilman King stated he concurred with Councilman McCaron, and although he felt as Councilman McCaron did, that the entire City should eventually have curb, gutter and sidewalk, there are exceptions, and stated he felt this was one. Mrs. Gray stated she is a Board Member of the Clinic. She stated the Clinic started with 20 people attending, and there are now approximately 125 200 attending. She explained the way the Clinic is set up, with respect to encounter" groups, and counseling sessions. She Indicated that they serve people referred by the courts, along with their other counselees. Mrs. Gray stated the Clinic has 25 counselors, and an attorney who Will accept criminal and civil cases for only the court costs, and charges no fee. Mrs. Gray stated that they felt the best way to reach young people was through other young people, and so there are six teenagers presently serving on the Board, aro from each of the high schools. Mrs. Gray invited the Council members to visit the facility to see the operation. Councilman McCaron stated he had seen the facilities, and the growth was phenomenal. Councilman King stated he had attended a Service Council meeting at which several young men were present from the Clinic, and he stated he felt this was a very worth- while project. Councilman McCaron stated he felt this group would certainly have an effect on the City as a whole. Mayor Gregory stated that she and Councilman Blewett and Mrs. Blewett had visited the site, and had spoken with Phil Howard, who had answered many questions and given them much information on the Clinic, and she commented that they had teamed that most of the patients are citizens of Baldwin Park. Mrs. Gray briefly reviewed the information she had pre- sented to the Council, which included some of the operating costs, and stated that she would be grateful for any consideration the Council would give toward financial support of the Clinic. Councilman Hamilton suggested that possibly a letter be mailed to the merchants explaining the Clinic's program, and he stated he felt the merchants would support it, as it Is a very worthwhile program. Councilman Blewett stated that his service club had already contributed to the Clinic's program, and he suggested that Mrs. Gray contact some of the other clubs in the City also. The second bill was A.B. 520, which wi11 permit the annexation of an area which Is in one city provided alt the property owners, with no objections, consent to the annexation; this annexation can be wade to a neighboring city without the consent of the city council of the city in which the property lies. He stated that we have a great need for revision and updating of the General Plan, and that he would like the Planning Director to be directed to research the various methods of financing and report to the Council with a plan for updating the General Plan* Councilman King stated he agreed that the General Plan was In need of updating, but he felt that the City staff was capable of doing this, without hiring an outside consultant. He stated he felt the cost of using outside help would be prohibitive, and that he felt the staff could come up with a revised General Plan equal to that of an outside consultant. City Manager Nordby stated he felt any action on this should be deferred until a Planning Director was appointed; also, in the event the City did proteed with a community redevelopment agency, it would be necessary to revise the General Plan at that time. Councilman Blewett stated he felt the General Plan should be updated by a group outside the City if federal funds could be obtained; also, he stated he felt the City staff should be used for the implementation of the Plan. Councilman King stated he would agree, provided federal funds were available. Discussion followed. City Manager Nordby stated he would prepare a report on the subject to be brought back before the Council at a future date. 00- Councilman Blewett asked the Council to consider holding weekly meetings because of the voluminous workload, or even an afternoon meeting during the week to handle administrative details and continue to hold the public hearings in the evening. She stated shte had received several calls from citizens complaining that the cost of a 3-foot fence is more than that of a 4-foot fence; also, that higher fences would tend to discourage burglaries and also help to contain animals^. Mayor Gregory directed the Planning Commission to study the matter and present a report to the Council. There were no objections. 00- For information purposes, pertaining to a previously approved development for Horace and Patty Long at the corner of Lante and Nubia Streets, City Engineer French stated that because of financing problems, Mr* Long will be required to make some adjustment of the lot lines. He Indicated on a map the changes that wi11 be made. He stated the zoning regulations permit these adjustments, and he called it to Council's attention for Information only. 00- Finance Director Duncan requested permission to draw a warrant in the amount of $432 payable to the U. S. Post Office, for telling 12,000 activity calendars from the Recreation and Parks Department.
