Roll Call: Present: COUNCILMEN BLEWETT. HAMILTON, KING, MC CARON. AND MAYOR GREGORY MAY 17, 1971 7:00 P.M. FLAG SALUTE ROLL CALL Also Present: Absent: CITY MANAGER NORDBY. CITY ENGINEER FRENCH, ACTING PLANNING DIRECTOR GORDON, FINANCE DIRECTOR DUNCAN, CHIEF OF POLICE ADAMS. CITY CLERK BALKUS CITY TREASURER CODLING, CITY ATTORNEY FLANDRICK COUNCILMAN KING MOVED THAT CITY TREASURER CODLING BE EXCUSED. COUNCILMAN BLEWETT SECONDED. There were no objections. The motion carried and was so ordered. 00- City Manager Nordby reviewed the revenue and expenditures in the proposed budget for 1971-72. He submitted the following changes in the General Fund Revenue Gas Tax Fund 60% of 2107 money), page E, Badge! Sunnary, change $209,473.00 to $125,684. Additional qas tax, per State projections, $7,000.00, Transfers frbm Sewer Fund, $20,000., from Recreation, $10,000.,,and Street Lighting Fund. $10,000., totaling $40,000, This makes an adjusted General Fund Revenue total of $2,069,960., less the Adjusted Total General Fund Appropriations of $1,931,181.50, which equals an excess contingency of $138,778.50. Mr. Nordby recommended that salaries for all employees be increased 7-1/2% equalling $103,972; uniform allowance, Police and Public Works $883 1/2 this amount previously budgeted); disability coverage, all employees $6,613. These recommendations total $111,468. City Manager Nordby explained that Mr. Littlejohn, President of the Chamber of Commerce, had requested that the Chamber of Commerce Item not be discussed at this time. Due to illness in his family, Mr. Littlejohn could not be present. Mr. Nordby explained that the City Attorney had requested a $300 a month increase, totaling $3.600 a year, which he Mr. Nordby) had cut to $2.400. The Los Angeles County cost for testing applicants, $3,988 $26.00 per employee times 148 employees) is subject to review and determination. He stated that Mrs. Gray had appeared before Council requesting some support for the Free Clinic, and that this was worthy of consideration. Including the above items, the excess contingency remaining would be $4,922.50. Mr. Nordby stated he had met with and reached a tentative agreement with the miscellaneous employees who had made a salary survey of 19 cities in the Valley; however, an agreement had not been reached with the Police Officers Association, who favored a 17-1/2% increase. He explained that personnel costs had spiraled, but the City's revenue sources are limited, and we have to live within the means of our available sources. Continued) TREASURER'S ABSENCE EXCUSED C.M. Councilman Blewett asked why the Recreation and Parks Depart- REC & PARKS DEPT. ment was being changed for accounting services when other ACCOUNTING SERVICES departments were not. Mr, Nordby explained that this department is somewhat different, in that all other departments in the City are co-mingled, but that this department was run separately and required separate accounting; that this had been a stipula- tion when the City had taken over the parks, and this cost Is for special services to this department* Mayor Gregory agreed, stating that the County had charged about $36,000 for administrative costs, and that this cost was one of the reasons that the City had wanted control of the parks; that although the money was to accrue for addi- tional parks, she did not think anyone would object to usage of funds as long as they were accrued and used in a recreation area for instance, park plans, police recreation, or the auditorium, which was recreation. The intent was to expand the recreation needs. She felt that $10,000 was a nominal cost. Councilman Hamilton stated he felt that this department should pay all the costs which it takes to operate the department, and that he did not think $10,000 was enough. City Manager Nordby stated he believed the intent was to make the Recreation and Parks Department operate independently. This would make for clear-cut identification of costs of operating the parks. This plan has been followed. The only other approach would be for the parks to do their own accounting and buying and set up their own purchasing department, and the cost would be far greater than it Is under the present system. Mayor Gregory stated that Councilman Blewett had an inter- est-ing point in that upstairs City Hall was somewhat different from the downstairs Police Department); that they could be considered In the same way, except that their Fines and Forfeitures go into the General Fund. Finance Director Duncan explained that Fines and Forfeitures were credited to the Police Department; however. Fines and Forfeitures in the amount of $180,000 do not begin to defray all the Police Department service costs. Councilman Blewett stated he did not object to the transfer of funds for Central Park West, but he strongly objected to one department being charged for services e^dered by another department, and stated he would like to see It left as it is. He stated he cannot see one level of gover^me^t charged by another level. City Manager Nordby stated he would not recommend taking from the budget surplus, as this was dangerous* Councilman Hamilton asked how much money was spent on Central Park West. City Manager Nordby stated about $21,000 for the land. Councilman Hamilton suggested we got this back from the Recreation and Parks District and put It back Into the General Fund. Councilman Blewett agreed a precedent should not be established of taking from one department to give to another for no reason, but stated he could understand repayment, Councilman King stated he agreed with Councilman Hamilton and City Manager Nordby that this Is the only way we can charge for the services, and stated he felt the Central Park West money should be replaced. Council agreed to discuss this aspect of the budget at a later time* 00- City Manager Nordby referred to the conclusion of his May 5, 1971 Budget message, stating that there were various projects to be decided by Council which will greatly affect the welfare of Baldwin Park, such as the City Charter, development of a Police Facility, Cable T,V,» and the Community Redevelopment Program. He stated he had prepared a report on Cable T.V., and that the ad hoc committee, composed of Councilmen Blewett and King and himself, would meet and that possibly a recommendation would be that Cable T.V. could provide a small amount of revenue for the City. 00- F1nance Director Duncan, in answer to Mayor Gregory, stated that the budget includes encumbrances from last year items or services ordered and not paid for). 00- The Council proceeded with the budget by departments. Councilman Blewett asked about page 2, projected expendi- tures of $5,000 Contractual). City Manager Nordby stated this would be the approximate cost for a Charter election. Also, regarding the sound system listed on page 7, he stated this is being researched, and the amount of $685 was inadequate. He stated the City Clerk now has estimates ranging from $980 to nearly $3,000; the various proposals will be evaluated, and this item may be removed entirely from the budget. City Manager Nordby explained that the present system Is about fifteen years old, and It was advisable to acquire equipment which could be adapted to a new facility. Councilman McCaron suggested that the Council wait for a quotation on this item. 00- Referring to page 8, Mayor Gregory questioned the cost of the Mayor's Conference under Membership and Meetings, and the necessity of this item. Finance Director Duncan stated the amount was $45. City Manaqer Nordby stated the organization was working on Federal Revenue Sharinq, and it was a pipeline as to what is happening in other^cltles. Council approved the internship. 00- In answer to Councilman McCaron, Mr. Nordby stated that the 7-1/22 recommended salary Increase applied to permanent employees. 00- Regardlng page 14, Schedule 127^ Acting D^rector-Coinnercial and Industrial Development Account Clerk, City Manager Nordby suggested that if the City could afford it, an aggressive male experienced in this field be employed to work with the Acting Director; he would go out and make contacts with commercial and industrial firms. This could possibly be added to the budget later in the year. He stated that both he and Mrs. Codling had zero experience in this field, and he would like to see someone in there who has credentials In this particular field. He stated that this work requires special talents and this would add weight to acquiring developments* Councilman King stated that an Individual from within the department, given a chance, could do the job. Councilman King, in answer to Councilman Hamilton, stated he had requested that the tests for a position be held in abeyance until receipt of information he had requested was forthcoming; that he had not held up the appointment. City Manager Nordby suggested that Council read Section 2905 of the Municipal Code, and this would clarify the problem. Councilman Hamilton stated that there was no reflection on the Acting Director, but he felt that for a position of this type and examination would be beneficial, and for the depart- ment to produce, it would be beneficial to have the advice and experience of an expert. Mayor Gregory questioned where funds would come from to pay for an expert public relations man, Discussion followed. 00- May 17. 1971, Page 4 PAGE 10 C,M. ACCOUNT CLERK Regarding page 16, Schedule 61, Special Council-approved Meetings, Mayor Gregory questioned this item. City Manager Nordby explained this would be for unexpected special assign- ments which might require a trip to San Francisco or Sacramento. 00- Referring to page 16, Account 61, ICMA meeting. Councilman Blewett questioned this item. Mr. Nordby stated this was the International City Manager's Association. Councilman Blewett stated he did not approve of anyone going out of the state to attend a meeting. Mayor Gregory and Councilman King agreed. Councilman McCaron stated he felt the item should remain in the budget. Discussion followed. City Manager Nordby stated he had served on a number of national committees, one of which revised the standards for evaluating the fire service the National Board of Underwriters), and an effective chanqe was made. He requested that he not be required to sever his professional relations* He further stated that he had not taken a vacation this past year, and this meeting served as one opportunity to get away and still have an opportunity to work on items pertaining to public administration* Councilman Blewett suggested that this item be taken under advisement at this time. 00- Referring to page 18. Councilman McCaron stated that In PAGE 18, ACCTS 14, 14A all departments. Accounts 14 and 14A, Retirement. It should RETIREMENT be noted that the cost differed. Mrs. Duncan explained that the change reflected the phasing out of OASDI effective December 31. 1971. 00- City Manager Nordby stated that mailing costs throughout the budget did not reflect the recent Increase In postage rates. 00- Regarding page 24, Account 32, Edison Volcewriter and PAGE 24, ACCT 32 transcriber, in answer to Mayor Gregory's question. City VOICEWRITER AND Clerk Balkus explained that tills Is a maintenance charge TRANSCRIBERS for the recorder in the Council Chambers and for two transcribers, one In the City Clerk's Office, and one in the Planning Department. 00- Regarding page 31, Account 1, PERS Actuarial Study, in PAGE 31, ACCT 1 answer to Councilman King, Mrs. Duncan explained that this PERS ACTUARIAL is a State requirement. She further explained that increased STUDY postage costs may require an adjustment throughout the budget. Discussion followed that the law does require first class delivery on notices of many Items reaulring hearings, etc. 00- Referring to page 40. City Attorney. City Manager Nordby PAGE 40 stated he had received a letter from the City Attorney request- CITY ATTORNEY Ing a $300 a month increase; that some time ago the City REQUEST FOR SALARY Attorney had requested that he be involved In the City's INCREASE retirement system. This did not affect the compensation, but it changed the nature of the payments to the attorney from a retainer to a salary, at his request; therefore, he Is treated as an employee, as he receives benefits an attorney on a retainer would not have. No other department came in with a request for a 36% salary Increase; therefore, he reduced It by one third, to $2.400. Discussion followed that the City Attorney serves many cities, although he does not have an office here, and this should be taken into consideration; however, he is available by phone for consultation; that much research is done by the department heads. City Manager Nordby stated that the City does have the advantage of the experience of the various attorneys associated with the City Attorney. Further discussion followed that court appearances, districts, and special services, etc. were separate additional costs. Councilman McCaron stated that It should be kept In mind that an attorney is hired based on his capabilities, and it Is the results that count; that the attorney attending the Planning Commission meetings is also included, 00- Regarding page 46, Planning Department, City Manager Nordby stated that the closing date for applications for Planning Director was May 15, 1971, and that there were a number of good applications and the information would be forwarded to the Council. 00- Mayor Gregory questioned the deletion of a transportation car for the Planning Director., Councilman King felt that a car should be made available for a department head. City Manager Nordby stated he would have further information on this item. 00- Councilman Blewett requested that Council consider the addition of a zone enforcement officer to be placed under Planning. Discussion followed. Councilman McCaron requested a report on what Is necessary to make a person in this department effective, what is needed to enforce all the rules, what is the procedure, how many people will be required to find out where zoning ations are, etc. many violc May 17, 1971 Page 6 PAGE 46, PLANNING DEPARTMENT' RE APPLICATIONS FOR PLANNING DIRECTOR TRANSPORTATION CAR FOR PLANNING DIRECTOR CONSIDER ZONE ENFORCEMENT OFFICER Discussion followed. Council agreed that a study of all that could be involved should be made, as there are numerous zoning violations throughout the City. 00- Regarding page 61, Account i?73. Roof Repair $800, Councilman McCaron questioned whether this amount would be adequate to do a first class job. City Engineer French explained that there were many problems, and that one cost quoted had been $2,500. 00- Councilman Blewett questioned the deletion of carpeting the hallways. City Manager Nordby stated this had been done to keep a level tax rate, and to take from whatever surplus there might be in the current budget; that he would tike to see an improvement program for the City Hall. He stated he would soon have some recomnendations for, the current fiscal year. City Engineer French stated that when we get all of the agreements with the railroad, and the property Is Into escrow, this will be relieved. Monies are held In a fund for this purpose. 00- Regarding page 68, Account 1-09C-SCAG, Councilman King questioned the need for membership. City Manager Nordby stated that Baldwin Park considered affiliation with SCAG If It would not be another layer of government, but a forum to discuss problems that cross jurlsdictlonal lines, such as transportation. It Is also a clearing house for HUD projects. He believes In the principles of It, but sometimes questions the reports from SCAG. He stated there are six counties and about 130 cities Involved; some very good Information Is forthcoming, although on the subject of smog there appears to be too much study and no action. Discussion followed that there are organizational problems. Councilman Blewett stated he was on a committee charged with setting up standards on smog, and they were attempting to get counties to adopt standards. Councilman McCaron commented that the $725 may not remain the same if Los Angeles County does not rejoin SCAG. Discussion followed. 00- Regarding page 68, Hotline, Councilman Hamilton questioned the $1,200. Discussion followed that this amount might be divided with the Free Clinic. 00- City Manager Nordby referred to the March 1971 Recreation and Parks Commission minutes regarding a report by the Director referring to $25,000 which presumably should be allocated from the Mt. Sac Junior College District to the City of Baldwin Park. The tax rate for the Mt. Sac District this current year is $.7482, almost $.75 per $100. This produces about $350,000-$360,000 a yeari and there is a proviso in state law which allocates a portion to specific communities. There is a possibility that the department of Recreation and Parks can be relieved to that extesit, A check may indicate that funds which should have b^m allocated for recreation activities have been going into facilities.
