Roll Call: Present: COUNCILMEN BLEWETT, HAMILTON, KING, MCCARON ANb MAYOR GREGORY CITY MANAGER NORDBY. CITY ENGINEER FRENCH, ACTING PLANNING DIRECTOR GORDON, FINANCE DIRECTOR DUNCAN, CHIEF OF POLICE ADAMS, CITY TREASURER CODLING AND CITY CLERK BALKUS Also Present: Absent: CITY ATTORNEY FLANDRICK 00- Mayor Gregory stated that if there were no objections the budget stufily would begin on page 69 Police Department. Page 79 Account 76 Faurot 449A Comparator, $635.00. Councilman King asked for an explanation of this item. Chief Adams explained that Faurot is a trade name for a fingerprint comparator. The prints are enlarged for immediate comparison and in 30 seconds a job that entails two hours work is completed. This eliminates time consuming trips to Los Angeles and sometimes waiting a week to ten days for a report. Page 80-01 Psychiatric Examinations $875.00. Councilman King noted that cost had risen $500.00; he asked if there would be additional examinations during the coming year. Chief Adams stated that there had been a fee increase. Page 81 Account 42 Radio Maintenance $2,100.00. Mayor Gregory and Councilman King asked for an explanation of this item. Chief Adams explained that there are 24 mobile radio units in the cars, the van and the motorcycles; that some of the costs had increased and also some additonat equipment had been installed this year. He also explained that the increase for Tear Gas Account 44) was for replacement. In answer to Mayor Gregory concerning Radar Units, Page 80. Chief Adams stated that this was a maintenance charge for two units. Page 82 Account 44 Narcotic Enforcement Chief Adams explained to Councilman King that approximately $1500.00 was buy money" for evidence, contacts, etc. Many times this money is reimbursed from Federal or State, but it is a necessary fund as there have been times when he had to use his own money which is not always reimbursed. Councilmen King and Btewett concurred that this is a very important program; and that possibly additional personnel is necessary to assist and protect the youth of this city; and to make the city what it should be. Page 83 Account 61 Los Angeles County P^ace Officers Association. Mayor Gregory asked if alt police personnel attended the meetings. Cheif Adams explained that this was not a matter of attendance; that this was membership dues to make false arrest insurance available for the officers. Mrs. Duncan stated the city's insurance broker had assured her that this cost was not excessive and the same coverage elsewhere would be more costly. Page 81 Account 44 SED Uniforms In answer to Councilman King's inquiry. Chief Adams referred to page 74, item 17. He explained that uniform allowance is the only payment to reserve officers and the items also cover uniforms damaged in the line of duty; and maintenance and replacement of helmets is also included. Councilman Hamilton asked why the increase has almost doubled this year for the uniform allowance. He asked if this covered alt the policemen and how much each received. Chief Adams stated that $10.00 is the uniform allowance for all employees including the reserve officers; that previously that have received $5.00 a month; that this was maintenance. In answer to Councilman Btewett's inquiry. Chief Adams explained that uniform allowances vary in different cities; that in this city the men buy their own uniforms, some cities buy the man a complete set of uniforms slacks, shirts and jackets, etc.); that Garden Grove buys and stocks and when a man comes to work he is outfitted completely and replacements are made when necessary. All cities provide some type of uniform allowance. He read a tabulation of the uniform allowances provided by various cities. Regarding page 68 Account 01 also age 179 Chamber CHAMBER OF COMMERCE of Conmerce, City Manager Nordby distributed a report DISCUSSION DEFERRED received this date. As the report was lengthy Council deferred discussion until a later date. Councilman Hamilton stated that Mr. Littlejohn, President of the Chamber of Commerce might have some comments at this time. Due to illness at home and to allow Council time to study the report Mr. Littlejohn stated he would be present at the next budget meeting to comment and answer questions. Pages 86 and 92 Contractual Consulting Engineer for Plan Checks and Safety Reports Councilman King asked if this item was necessary. City Manager Nordby explained that this service was for large projects for which the city is not staffed; that the city has been using this service for 15 years for plan checks on large projects. As an example, he cited the theatre, stating that in this instance the county had not closed odt a nuiriber of building permits and upon investigation it was not possible to determine whether the work the county said was needed has been done and it was necessary to bring in materials, testing people to bore holes into the side of the watt to find out if the work had been done. Page 100 Civil Defense Account 72 Buildings. In answer to Mayor Gregory's inauiry, Mr. Nordbv exolained that the $500.00 was for completion o^f the building on Johnston Peak which is being built by volunteer labor mentoers of the Civil Defense Organization). He compared Civil Defense to insurance which is available when needed. He explained that this city maintains the station and it is used solely for the signals from the City Hall Civil Defense; however, it is available for other cities. He stated that this city has the best Civil Defense unit in the valley; and that members are from various cities in the valley as the members prefer to work out of Baldwin Park. He recalled the earthquake on February 9, 1971 in San Fernando at 6:00 a.m.. Baldwin Park's Civil Defense was there that afternoon providing radio communication and the following day the unit had a generator up there. The unit responded before the sheriff did. He stated this certainly showed the dedication of the Civil Defense personnel. Mr. Nordby stated the City has some experts on public address systems and they propose an up-dating of the Council Chamber system at about one third of. the cost. This wilt be new equipment replacing the present trouble- some system. i Councilman Blewett inquired of Mr. French the basic program. for keeping the downtown area cleaned up. With a few exceptions the majority of the merchants do not take pride in cleaning the sidewalks in front of the stores. He wondered how the city can up grade and make downtown an area to be proud of. Mr. French stated that maintenance of the property in front of stores is the obligation of the store owner; that the cost of the abatement procedure in this area was prohibitive. The merchants have been contacted, by the city, asking their cooperation. The city did remove the trees from the boxes and planted them. He explained that to have an effective program it would be necessary for the city to have a sidewalk sweeper and go through the downtown area every night. City Manager Nordby stated he felt the majority of merchants were very poor housekeepers; and the appearance affects business. He mentioned the weeds in front of Food Giant, also the shopping center at Puente and Francisquito. He stated the attorney did not have an effective answer as to haw to enforce cleanup and upkeep of these areas. He suggested that Council remind the Chamber of Commerce that they have a responsibility in this area and instill some pr'de and good housekeeping among those who do not have it now. Adjourned Regular Meeting of the Baldwin Park City Council May 25, 1971 Page 4 Councilman Hamilton agreed, stating that the only time some sidewalks get cleaned is when it rains or there is a strong wind; that there is a lack of pride; that he had discussed this with merchants and they just don't seem to care. He stated this was the merchants' responsibility and the cost should be levied against them arid not be a cost to the city. He felt the downtown streets should be swept at least four days a week. He said some merchants' parking areas are littered with papers, etc. which they do not bother to dean up. Mayor Gregory stated that an effective program is necessary. Mr. Nordby stated that an assessment district for maintenance purposes could be formed; however, the city would have to take the initiative. Discussion followed. DISCUSSION Councilman Btewett requested a report on possible solutions to this problem. Mr. Nordby stated he would work something out with the attorney and make a report to the council. Page 102 Enforcement Program Councilman Btewett inquired if there was any procedure whereby the Public Nuisance procedure can be stepped up, with the existing staff; that he and other Councitmen could locate nuisances throughout the city. Mr. French stated the nuisances were apparent, but that there is much paper work involved and additional enforcement. officers is not the problem; that 50% of the cases now are a result of complaints; that the department has been blocking off areas and inspecting and cleaning up the areas. Regarding the street sweeper. Page 117, Councilman Hamilton suggested that it might be more economical for the City to have its own sweepers rather than to contract. This way the streets would be swept more often and there would be fewer complaints. He also thought the no parking" over night should be enforced so the sweeper could do a better job. Mr. French stated that if residential streets were swept once a week and the downtown area four times a week, then it would appear that it would be more economical for the City to go into the street sweeping business. However, this would require the purchase of three sweepers at $15,000.00 each, plus men at approximately $10,000.00 each per year, plus upkeep, gas, oil, etc. He explained that the downtown area is swept between 2 and 4 a.m., but due to excessive parking at night the residential areas are swept in the daytime. He stated that the City has 3 dump transfer sites. In answer to complaints regarding sweeping, the brushes have been adjusted and complaints are down to about one a month. On page 116, Account 74. A small sweeper for parking lots and possibly sidewalks had been budgeted, but it had been deleted. Mr. Nordby stated that throughout the budget there were deletions which were entirely justifiable. He further commented that regarding page 123, Schedule No. 32 deletion of a tree trimming man for maintenance of medians on Ramona this cost will be lower. He said that possibly the medians should be identified as parks. Mr. French explained to Councilman Blewett that the Foreman is also a working man. This city has a 2 man crew doing what the County has a 4 man crew doing. Page 136, Account 41 Equipment Rent. Mr. French explained to Councilman King that this is for rental of dump trucks and back hoe on major street jobs. Page 143. Ambulance Service. Mrs. Duncan explained to Councilman Hamilton that this cost is for emergency calls for which the city is billed $18.00 per call, and $15.00 per call on dry runs. If the Ambulance Company cannot collect, the county pays the Ambulance Co. and then bills the city. The city makes every effort to collect but the majority of the calls are for elderly people and they are unable to pa^. She stated that if the Council so instructed the bills could be'handted by a collection agency. Discussion followed that ambulance costs should be a part of the county welfare costs and every effort should be made to eliminate this cost to the city. 00- / Councilman Blewett stated, he had been contacted by residents on Olive between Azusa Canyon Road and Bleeker. The abandoned rock quarry creates dust and there is also a bug problem possibly from water that appears stagnant. He planned to attend the IMndate Council meeting on May 27, 1971 as there is another problem. The view obscuring oleanders have been removed from around the quarry. Councilman McCaron suggested that the health officer be contacted. 00- City Manager Nordby requested approval of an emergency purchase order to 0. & G. Water Conditioner Co., San Gabriel, in the amount of $1,173.00. This is for the maintenance of the Morgan Park Swimming pool which opens Memorial Day week- end, the beginning of the summer program. COUNCILMAN KING MOVED THAT THE PURCHASE ORDER TO 0. AND G. PURCHASE ORDER WATER CONDITIONER CO.. SAN GABRIEL, IN THE AMOUNT OF $1,173.00 APPROVED $1173.00 BE APPROVED. COUNCILMAN BLEWE7T SECONDED. Roll Call. There 0 & G WATER were no objections. The motion carried and was so ordered. CONDITIONER CO., SAN GABRIEL 00- Mr. Nordby explained that the City itself does not have a program to change the sales tax; however, the City of El Monte had distributed a resolution to that effect. As a result many cities have adopted resolution supporting Baldwin Park. 00- AT 9:45 P.M. COUNCILMAN HAMILTON MOVED THAT THE MEETING 9:45 ADJOURNED ADJOURN. COUNCILMAN KING SECONDED.
